國家電網(wǎng)公司主輔業(yè)分離問題研究

【摘要】:自國務(wù)院提出了電力體制改革四大使命以來,我國電力體制改革正在逐年穩(wěn)步推進。13年來取得了很多可喜的成果,同時也暴露出諸多問題,例如主輔分離不徹底,輸配沒有分開,電價機制不完善等,其中制約改革繼續(xù)的一個重要因素就是電網(wǎng)的主輔分離沒有得到徹底解決。主輔分離是輸配分開的前提,輸配分開是合理電價機制形成的保障。雖然國家電網(wǎng)已將火、水電施工,電力勘探設(shè)計和電力修造企業(yè)從主業(yè)中剝離,但剝離的基本是一些經(jīng)濟效益不高,行業(yè)集中度較低,而且大多是與主業(yè)聯(lián)系不緊密的輔業(yè)資產(chǎn)。對于與電網(wǎng)公司聯(lián)系緊密的輔業(yè)以及各種三產(chǎn),國家電網(wǎng)目前并沒有剝離計劃。而且國家電網(wǎng)公司收購平高、許繼兩大電氣設(shè)備制造的龍頭企業(yè),是主輔分離改革的逆行之舉。所以繼續(xù)推行國家電網(wǎng)主輔分離改革是目前電力改革的重中之重,不容小視。本論文通過對現(xiàn)實問題的剖析,從改革過程、取得的成果和存在的問題三個方面對我國電力體制改革的進程進行回顧,認為目前我國電改存在主輔分離不徹底、輸配未分開,電網(wǎng)掌握電的獨家買賣權(quán),電價無法反應供求等問題,并結(jié)合國外的電力體制改革進行對比分析。論文中對國家電網(wǎng)的主業(yè)和輔業(yè)進行了詳細的劃分,將輔業(yè)劃分為三類,包括非商業(yè)化資產(chǎn)、電力輔助性企業(yè)和多種經(jīng)營企業(yè)。總結(jié)了目前國家電網(wǎng)公司主輔分離的成果,認為還存在主輔分離改革不徹底、重組集團會帶來新壟斷、缺乏監(jiān)管機制等遺留問題。本文的創(chuàng)新之處是在國家電網(wǎng)處置被剝離輔業(yè)資產(chǎn)的過程中引入競拍機制,采用理論聯(lián)系實際的研究方法,建立博弈模型,結(jié)合成本、利潤函數(shù)進行定性和定量相結(jié)合的研究。詳細模擬了國內(nèi)企業(yè)參與競拍被剝離輔業(yè)資產(chǎn)的過程,認為競拍結(jié)果的不同取決于市場規(guī)模的大小以及輔業(yè)剝離的數(shù)量。并分析國家電網(wǎng)主輔分離的有效性以及福利效應,認為國家電網(wǎng)公司進行主輔分離可以增加消費者福利,進而增加社會總福利。最后,在結(jié)合國家電網(wǎng)公司進行主輔分離過程中可能遇到的障礙,有針對性的提出幾點建議。本論文從理論上彌補了關(guān)于電網(wǎng)企業(yè)主輔分離研究的不足,也從實踐上加深了對市場化改革背景下電網(wǎng)企業(yè)主輔業(yè)分離的認識和理解。希望能為國家電網(wǎng)公司下一步主輔業(yè)分離改革方案提供一定理論依據(jù)。
[Abstract]:Since the State Council put forward the four missions of electric power system reform, China's electric power system reform has been advancing steadily year by year. In the past 13 years, many gratifying achievements have been made, and at the same time many problems have been exposed, such as the incomplete separation of main and auxiliary products. The transmission and distribution are not separated and the electricity price mechanism is not perfect. One of the important factors restricting the reform is that the separation of main and auxiliary power grid has not been completely solved. The separation of main and auxiliary is the premise of separation of transmission and distribution, and the separation of transmission and distribution is the guarantee of the formation of reasonable electricity price mechanism. Although the State Grid has stripped fire, hydropower construction, power exploration and design, and electric power repair enterprises from its main business, some of the divestitures are basically low economic benefits and low industry concentration. And most of the main industry is not closely linked with the subsidiary industry assets. State Grid has no plans to spin off the auxiliary and various third-line industries that are closely linked to grid companies. And the State Grid Company's acquisition of Pinggao, the leading enterprise in the manufacturing of two major electrical equipment, is the retrograde move of the separation of main and auxiliary reform. Therefore, to continue to carry out the main and auxiliary state grid reform is the most important part of the current power reform, should not be underestimated. Based on the analysis of practical problems, this paper reviews the reform process of China's electric power system from three aspects: the reform process, the results achieved and the existing problems. It is concluded that the main and auxiliary power reform in China is not completely separated, and the transmission and distribution is not separated. The power grid has the exclusive right to buy and sell electricity, and the electricity price can not reflect the supply and demand. In this paper, the main and auxiliary industries of the State Grid are divided into three categories, including non-commercial assets, power auxiliary enterprises and diversified enterprises. This paper summarizes the achievements of the separation of the main and auxiliary parts of the State Grid Company at present, and points out that there are still some remaining problems such as the incomplete reform of the separation of the main and auxiliary, the new monopoly brought by the reorganization of the group and the lack of supervision mechanism. The innovation of this paper is the introduction of bidding mechanism in the process of disposal of the auxiliary industry assets by the State Grid, the establishment of a game model by using the research method of combining theory with practice, and the qualitative and quantitative research on the basis of cost and profit function. The paper simulates the process of the domestic enterprises participating in the bidding of the subsidiary industry assets in detail. It is considered that the different bidding results depend on the size of the market and the number of the subsidiary industries. By analyzing the effectiveness and welfare effect of the separation of main and auxiliary parts in State Grid, it is concluded that the separation of main and secondary parts of State Grid Company can increase consumer welfare and then increase the total social welfare. Finally, in combination with the state grid company in the main-auxiliary separation process may meet obstacles, targeted to put forward a few suggestions. This paper makes up for the deficiency of the research on the separation of main and auxiliary enterprises in theory, and also deepens the understanding of the separation of main and auxiliary enterprises in the background of market-oriented reform in practice. It is hoped that it can provide some theoretical basis for the next reform plan of the separation of main and auxiliary industries of the State Grid Company.
