【摘要】：作為典型的礦業(yè)資源型城市,贛州市政府致力于打造與城市發(fā)展相協(xié)調(diào)的區(qū)域經(jīng)濟。通過幾十年的發(fā)展,贛州市在礦業(yè)資源開采方面取得重大進展,有力地支撐了城市工業(yè)化和現(xiàn)代化的發(fā)展。但是,隨著資源開發(fā)與生態(tài)環(huán)境的矛盾日益顯現(xiàn)。礦產(chǎn)無序開采,低效利用,浪費嚴重;地方生態(tài)環(huán)境遭到嚴重破壞;礦產(chǎn)開發(fā)中利益矛盾和社會沖突突出,礦區(qū)生態(tài)和社會不和諧。這些問題的產(chǎn)生不僅與礦產(chǎn)資源的開懫技術水平落后有關,也有人們對礦產(chǎn)資源保護觀念不強、礦業(yè)經(jīng)濟生態(tài)補償機制缺失以及整個社會經(jīng)濟發(fā)展方式有關。但是,從根本上說,與礦產(chǎn)資源開發(fā)、利用、管理和保護的利益關系不順、生態(tài)補償機制缺失、沒有科學的可持續(xù)發(fā)展理念、監(jiān)管制度不落實等等有關。在這個現(xiàn)實背景下,本論文立足生態(tài)文明建設以及實現(xiàn)資源與環(huán)境協(xié)調(diào)和可持續(xù)發(fā)展的目標,對贛州市礦業(yè)經(jīng)濟管理現(xiàn)狀進行分析,對贛州市礦業(yè)經(jīng)濟管理問題進行探討,對進一步轉(zhuǎn)變發(fā)展觀念和發(fā)展方式,提出科學、合理的發(fā)展對策。與此同時,本文也是旨在探討在新型工業(yè)化和新型現(xiàn)代化過程中,如何構建與生態(tài)環(huán)境文明相適應的贛州礦業(yè)經(jīng)濟管理體制。本文共分為六部分。第一部分,緒論。這一部分內(nèi)容介紹了本文的選題背景與意義,研究思路與方法,國內(nèi)外研究狀況,研究內(nèi)容及論文構架等。作為本文的鋪墊部分,緒論部分為該課題研究提供了堅實的理論基礎;第二部分,相關理論基礎。這一部分介紹了可持續(xù)發(fā)展相關理論,這是本文研究生態(tài)型礦業(yè)經(jīng)濟的關鍵理論所在;第三部分,贛州市礦業(yè)經(jīng)濟管理現(xiàn)狀分析。這一部分內(nèi)容介紹了贛州市礦業(yè)經(jīng)濟現(xiàn)狀及贛州市礦業(yè)經(jīng)濟的發(fā)展目標等;第四部分,贛州市礦業(yè)經(jīng)濟存在的管理問題分析。這一部分內(nèi)容是本文的重點。通過實地調(diào)查,作者認為贛州市在礦業(yè)資源開發(fā)管理問題上主要存在資源開發(fā)監(jiān)管機制不健全、生態(tài)補償制度存在問題、缺乏可持續(xù)發(fā)展的資源開發(fā)管理理念以及產(chǎn)業(yè)結(jié)構不合理等四個問題;第五部分,基于可持續(xù)發(fā)展理念下贛州市礦業(yè)經(jīng)濟的管理對策。這一部分內(nèi)容是本文的核心,也是本文研究目的所在。通過對贛州市公共管理政策和方式的研究,作者認為,加強礦業(yè)資源開發(fā)監(jiān)管、建立科學的生態(tài)補償制度、完善政府可持續(xù)發(fā)展的管理理念以及產(chǎn)業(yè)結(jié)構優(yōu)化,可以有效地解決現(xiàn)實中存在的贛州市經(jīng)濟存在管理問題,推動本市經(jīng)濟朝著生態(tài)文明、可持續(xù)發(fā)展方向發(fā)展;第六部分,研究結(jié)論與展望。這部分內(nèi)容對本文的研究重點進行總結(jié)和分析,并對本文的研究方向和不足進行了展望。
[Abstract]:As a typical mining resource city, Ganzhou Municipal Government is committed to building a regional economy coordinated with urban development. Through the development of several decades, Ganzhou has made great progress in mining resources exploitation, which has supported the development of industrialization and modernization of the city. However, with the development of resources and ecological environment increasingly apparent contradiction. Disorderly mining of mineral resources, inefficient utilization and serious waste; serious destruction of local ecological environment; prominent conflicts of interests and social conflicts in mineral exploitation; ecological and social disharmony in mining areas. These problems are not only related to the backward technical level of mineral resources, but also to the weak concept of mineral resources protection, the lack of ecological compensation mechanism of mining economy and the way of social and economic development. However, fundamentally speaking, it has something to do with the unfavorable relationship between the exploitation, utilization, management and protection of mineral resources, the absence of ecological compensation mechanism, the absence of scientific sustainable development concept, the failure of supervision system, and so on. Under this realistic background, this paper bases on the ecological civilization construction, realizes the resources and the environment coordination and the sustainable development goal, carries on the analysis to the Ganzhou city mining economy management present situation, carries on the discussion to the Ganzhou city mining economy management question. Scientific and reasonable development countermeasures are put forward to further change the concept and mode of development. At the same time, the purpose of this paper is to discuss how to construct the economic management system of Ganzhou mining industry in the process of new-type industrialization and new-type modernization. This paper is divided into six parts. The first part, introduction. This part introduces the background and significance of this paper, research ideas and methods, research situation at home and abroad, research content and paper framework. As the foreshadowing part of this paper, the introduction provides a solid theoretical basis for the research of this topic; the second part, the related theoretical basis. This part introduces the related theories of sustainable development, which is the key theory of this paper to study ecotype mining economy; the third part, the analysis of the present situation of the mining economy management in Ganzhou city. This part introduces the present situation of the mining economy in Ganzhou City and the development target of the mining economy in Ganzhou City. The fourth part is the analysis of the management problems existing in the mining economy of Ganzhou City. This part is the focus of this paper. Based on the field investigation, the author thinks that the main problems in Ganzhou are that the supervision mechanism of resource development is not perfect and the ecological compensation system is not perfect. Lack of sustainable development of the concept of resource development and management and unreasonable industrial structure; part five, based on the concept of sustainable development of Ganzhou mining economy management strategy. This part is the core of this paper, but also the purpose of this paper. Through the study of the public management policies and methods of Ganzhou City, the author thinks that strengthening the supervision of mining resources development, establishing a scientific ecological compensation system, perfecting the management concept of the government's sustainable development and optimizing the industrial structure. It can effectively solve the existing problems of Ganzhou city economy management and promote the city's economy to develop towards the direction of ecological civilization and sustainable development. Part VI, research conclusions and prospects. This part summarizes and analyzes the research emphases of this paper, and looks forward to the research direction and deficiency of this paper.
