【摘要】：中國經(jīng)濟新常態(tài)已經(jīng)成為中國經(jīng)濟發(fā)展的最新特征,為了應對這種新情況,我國發(fā)展高端裝備制造業(yè)已經(jīng)成為促進經(jīng)濟增長不可缺少的手段�！笆逡�(guī)劃”提出以后,它明確了高端裝備制造業(yè)的發(fā)展目標和發(fā)展規(guī)劃,雖然近幾年高端裝備制造業(yè)取得了不少的成績,但是在其發(fā)展過程中也出現(xiàn)了很多問題,例如中小企業(yè)發(fā)展不足、生產(chǎn)技術(shù)更新不到位等,通過對這些問題的研究與分析,我們認為企業(yè)缺乏有效的融資渠道和融資手段是抑制企業(yè)發(fā)展的重要原因之一。雖然我國現(xiàn)代化金融機制已經(jīng)運行多年并且擁有豐富的商業(yè)性金融機構(gòu)和從業(yè)人員,可是對于風險較高、資金需求較長的企業(yè),商業(yè)性金融機構(gòu)支持并不到位,使得部分高端裝備制造業(yè)無法獲得其在經(jīng)營過程中所需的資金,而限制了企業(yè)的發(fā)展。為了解決這一問題,國開行在2009年提出了開發(fā)性金融機構(gòu)這一理念,希望通過對商業(yè)性金融機構(gòu)進行補充同時完成國家經(jīng)濟的發(fā)展目標,所以本文通過對開發(fā)性金融機構(gòu)的支持機制、支持內(nèi)容和支持過程的進行分析和研究,找出開發(fā)性金融機構(gòu)在支持企業(yè)發(fā)展過程中的作用和在整個金融體系中的地位,并且對中國、韓國、日本和美國的開發(fā)性金融機構(gòu)對產(chǎn)業(yè)進行融資支持的經(jīng)驗進行了分析、對比與總結(jié),認為開發(fā)性金融機構(gòu)在高端裝備制造業(yè)融資支持的過程中出去補充的地位,并應該從政府部門獲得融資,降低其資本價格。在文章的結(jié)尾處,筆者大膽設想,希望通過改進現(xiàn)有融資支持的模式,來提高開發(fā)性金融支持高端裝備制造業(yè)融資的效率并解決企業(yè)在融資方面的困難。
[Abstract]:The new economic norm Chinese has become a new feature of the China economic development, in order to deal with this new situation, the development of China's high-end equipment manufacturing industry has become an indispensable means of promoting economic growth. The "12th Five-Year plan" proposed, it makes clear the development goals and planning for the development of high-end equipment manufacturing industry, although in recent years the high-end equipment manufacturing industry has made many achievements, but there are also many problems in its development process, such as insufficient development of small and medium enterprises, production technology updates are not in place, through the research and analysis of these problems, we think that the enterprises lack of effective financing channels and means of financing is one of the important reasons for inhibiting the development of enterprises. Although China modern financial system has been running for many years and have rich commercial financial institutions and practitioners, but for higher risk, capital needs longer Enterprises, commercial financial institutions support is not in place, so that part of the high-end equipment manufacturing industry are unable to obtain the required in the management of funds, and limit the development of the enterprise. In order to solve this problem, the bank put forward this idea the development of financial institutions in 2009, hope the development target of national economy at the same time through to complement the commercial financial institutions, so the mechanisms to support the development of financial institutions, analyze and research content and support process, find out the development of financial institutions in the development process to support the role of the enterprise and the entire financial system status, and to China, South Korea, the development of financial institutions in Japan the United States and the financing experience of industry are analyzed, compared and summarized, that the development of financial institutions in the high-end equipment manufacturing industry financial support. Go out the supplementary role in the process, and should obtain financing from government departments, reduce the price of capital. At the end of the article, the author boldly conceived, hope that through the improvement of existing financing mode, to improve the efficiency of financial support for the development of high-end equipment manufacturing industry and enterprise financing to solve the financing difficulties.
