【摘要】：正2016年8月16日,國家發(fā)展和改革委員會公布《天然氣管道運(yùn)輸價格管理辦法(試行)》和《天然氣管道運(yùn)輸定價成本監(jiān)審辦法(試行)》征求意見稿,從監(jiān)管對象、定價方法、價格公布方式等方面進(jìn)一步調(diào)整完善,明確提出經(jīng)營管道運(yùn)輸業(yè)務(wù)的企業(yè)原則上應(yīng)將管道運(yùn)輸業(yè)務(wù)與其他業(yè)務(wù)分離。目前生產(chǎn)、運(yùn)輸、銷售一體化經(jīng)營的企業(yè)暫不能實(shí)現(xiàn)業(yè)務(wù)分離的,應(yīng)當(dāng)實(shí)現(xiàn)管道運(yùn)輸業(yè)務(wù)財(cái)務(wù)核算獨(dú)立。在業(yè)內(nèi)人士看來,公開、公平的管輸定價和成本監(jiān)審是管網(wǎng)獨(dú)立的第一步,也是成功推進(jìn)油氣改革方案落地的基礎(chǔ)。據(jù)了解,目前
