【摘要】：2011年我國(guó)電力體制進(jìn)行了第五輪改革,在本輪電網(wǎng)主輔分離改革大環(huán)境的推動(dòng)下,我國(guó)電力勘察設(shè)計(jì)企業(yè)主要?jiǎng)潥w中國(guó)能源建設(shè)集團(tuán)有限公司和中國(guó)電力建設(shè)集團(tuán)有限公司兩大集團(tuán)公司�？辈煸O(shè)計(jì)企業(yè)向工程公司轉(zhuǎn)型改革是經(jīng)濟(jì)社會(huì)發(fā)展的必然趨勢(shì),國(guó)內(nèi)國(guó)際上已有多個(gè)勘察設(shè)計(jì)企業(yè)成功轉(zhuǎn)型的案例,但也有失敗的教訓(xùn)。在集團(tuán)公司“創(chuàng)建國(guó)際一流工程公司”企業(yè)戰(zhàn)略的主導(dǎo)下,我國(guó)電力勘察設(shè)計(jì)企業(yè)向工程公司轉(zhuǎn)型已自上而下全面地展開(kāi)。本文運(yùn)用工程公司與設(shè)計(jì)管理的理論,結(jié)合我國(guó)電力設(shè)計(jì)企業(yè)現(xiàn)狀,并借鑒國(guó)內(nèi)外其它行業(yè)設(shè)計(jì)企業(yè)改制成功經(jīng)驗(yàn)的基礎(chǔ)上,分析了安徽省電力設(shè)計(jì)院在面向工程公司模式轉(zhuǎn)型中,設(shè)計(jì)管理現(xiàn)狀及存在的問(wèn)題。文章結(jié)合作者工作實(shí)踐,從更新觀念、改革生產(chǎn)經(jīng)營(yíng)模式、優(yōu)化項(xiàng)目設(shè)計(jì)管理模式、建立人才引進(jìn)與激勵(lì)創(chuàng)新機(jī)制及加強(qiáng)優(yōu)勢(shì)互補(bǔ)、實(shí)行強(qiáng)強(qiáng)聯(lián)合等五個(gè)方面研究了安徽院應(yīng)對(duì)轉(zhuǎn)型升級(jí)所應(yīng)采取的措施。最后通過(guò)在某咨詢項(xiàng)目與某EPC項(xiàng)目上該研究成果的具體案例運(yùn)用,驗(yàn)證了研究成果運(yùn)用在具體項(xiàng)目上,有利于提升設(shè)計(jì)管理水平和業(yè)主單位滿意度。.通過(guò)本文研究在安徽院向工程公司戰(zhàn)略轉(zhuǎn)型過(guò)程,對(duì)其設(shè)計(jì)管理模式改進(jìn)具有一定指導(dǎo)意義,并可為同期其他電力設(shè)計(jì)企業(yè)工程公司化改制提供一定的參考價(jià)值。
[Abstract]:In 2011, 5th rounds of reform were carried out in China's electric power system. China's electric power survey and design enterprises are mainly classified as China Energy Construction Group Co., Ltd and China Electric Power Construction Group Co., Ltd. The transformation of survey and design enterprises into engineering companies is an inevitable trend of economic and social development. There have been many cases of successful transformation of survey and design enterprises at home and abroad, but there have also been lessons of failure. Under the leadership of the corporate strategy of "establishing an international first-class engineering company", The transformation of electric power survey and design enterprises to engineering companies has been carried out from top to bottom. This paper applies the theory of engineering company and design management, and combines the current situation of electric power design enterprises in China. Based on the successful experiences of other design enterprises at home and abroad, this paper analyzes the present situation and existing problems of design management in Anhui Electric Power Design Institute in the transformation of mode oriented to engineering company. From renewing the idea, reforming the production management mode, optimizing the project design management mode, establishing the talent introduction and encouraging the innovation mechanism and strengthening the advantage complement, This paper studies the measures that the Anhui Institute should take to cope with the transformation and upgrading from five aspects, such as the strong power combination. Finally, through the specific case application of the research results in a consulting project and a EPC project, it is verified that the research results are applied in the specific project. It is helpful to improve the level of design management and the satisfaction degree of the owner... Through the study of the strategic transformation process from Anhui Institute to Engineering Company, it has a certain guiding significance for the improvement of design management mode. It can provide some reference value for other electric power design enterprises in the same period.
