【摘要】："十二五"時期以來,隨著國內外資源要素條件和發(fā)展環(huán)境變化,傳統工業(yè)發(fā)展模式面臨的瓶頸和制約日益突出,工業(yè)增長動能逐漸減弱。"十三五"時期是我國實現工業(yè)化的決勝時期,工業(yè)將經歷發(fā)展型式轉變的深度調整,這不僅包括工業(yè)占比和增長速度的變化,也包括工業(yè)結構、發(fā)展模式與驅動因素的變化�；诖�,工業(yè)政策應該更加注重市場決定性作用的發(fā)揮、更加聚焦發(fā)展中存在的重大問題、更加重視短期政策與長期政策的協調。
[Abstract]:Since the "12th Five-Year Plan" period, with the changes of resource factors and development environment at home and abroad, the bottleneck and restriction faced by the traditional industrial development model has become increasingly prominent.
