【摘要】：目前我國已全面開展長期護理保險制度試點。通過對第一批四個試點城市的長期護理保險籌資方案進行梳理,比較分析各城市保險的籌資性質、籌資來源、籌資水平、籌資公平性,發(fā)現長期護理保險籌資來源較單一、缺乏激勵措施、籌資總體水平不高、籌資公平性有待改善等問題。為完善長期護理保險籌資方案制度設計,本文提出需要特別注意的幾個問題:完善籌資來源,應逐步形成合理穩(wěn)定的籌資來源,拓寬籌資渠道,提高籌資水平;改善籌資公平性,從完善參保制度、加強宣傳等方面提高籌資公平性;理順保險籌資管理體系。
[Abstract]:At present, China has carried out a comprehensive long-term care insurance system pilot. By combing the financing schemes of long-term care insurance in the first batch of four pilot cities, this paper compares and analyzes the financing nature, sources, level and equity of long-term care insurance in each city, and finds that the financing source of long-term care insurance is relatively single. Lack of incentives, the overall level of funding is not high, financing equity needs to be improved. In order to perfect the system design of long-term nursing insurance financing scheme, this paper puts forward several problems that need special attention: to perfect the financing source, we should gradually form a reasonable and stable funding source, widen the financing channel and raise the level of financing; Improve the equity of financing, improve the system of insurance participation, strengthen publicity and other aspects to improve the fairness of financing, and straighten out the insurance financing management system.
