【摘要】：結(jié)合國(guó)家實(shí)施的最嚴(yán)格水資源管理制度,對(duì)用水總量統(tǒng)計(jì)工作的目的和經(jīng)費(fèi)支持進(jìn)行分析,進(jìn)而對(duì)用水總量統(tǒng)計(jì)組織方案進(jìn)行分析,包括對(duì)用水總量統(tǒng)計(jì)組織現(xiàn)狀及其發(fā)展的分析,以及不同行政主管部門主導(dǎo)的用水總量統(tǒng)計(jì)組織方案的優(yōu)劣對(duì)比,認(rèn)為目前由水行政主管部門主導(dǎo)用水總量統(tǒng)計(jì)工作更加合理。最后,對(duì)用水總量統(tǒng)計(jì)組織方案通過(guò)借助水資源費(fèi)征繳體系進(jìn)行進(jìn)一步優(yōu)化。
[Abstract]:Combined with the strictest water resources management system implemented by the state, this paper analyzes the purpose and financial support of the total amount of water use statistics, and then analyzes the organization program of the total amount of water use statistics. Including the analysis of the present situation and development of the statistical organization of the total amount of water use, as well as the comparison of the advantages and disadvantages of the statistical organization scheme of the total amount of water use led by different administrative departments, it is considered that it is more reasonable to lead the statistical work of the total amount of water use by the department in charge of water administration at present. Finally, the statistical organization scheme of total water use is further optimized by means of water resource fee collection and payment system.
