【摘要】：當(dāng)前,經(jīng)濟(jì)全球化不斷加快,信息技術(shù)發(fā)展迅速,眾多企業(yè),甚至政府部門(mén)開(kāi)始逐步重視通過(guò)信息化手段來(lái)改變傳統(tǒng)管理模式,提升管理效率,提高科學(xué)決策水平,消除發(fā)展瓶頸,并取得了比較好的成效。信息化管理已經(jīng)成為不可逆轉(zhuǎn)的大趨勢(shì)。隨著經(jīng)濟(jì)社會(huì)的發(fā)展,全社會(huì)對(duì)土地、礦產(chǎn)資源的需求量越來(lái)越大,供應(yīng)矛盾越來(lái)越突出,國(guó)土資源管理工作面臨的形勢(shì)越來(lái)越嚴(yán)峻。作為政府的重要組成部分,國(guó)土資源管理部門(mén)也充分認(rèn)識(shí)到了通過(guò)信息技術(shù)促進(jìn)國(guó)土資源管理的必要性,并采取了一系列重要舉措,加大人力、物力、財(cái)力投入力度,大力發(fā)展信息化。雖然國(guó)土資源系統(tǒng)信息化建設(shè)取得了一定成效,但發(fā)展速度緩慢、建設(shè)思路不清晰、統(tǒng)籌規(guī)劃不科學(xué)等問(wèn)題比較突出,導(dǎo)致出現(xiàn)各省市發(fā)展不均衡、總體水平低下的現(xiàn)象,與稅務(wù)、公安等部門(mén)的信息化建設(shè)水平相差甚遠(yuǎn)。根據(jù)國(guó)土資源部及山東省國(guó)土資源廳的相關(guān)要求,德州市國(guó)土資源系統(tǒng)于2009年開(kāi)始開(kāi)展了信息化建設(shè)。本文通過(guò)研究國(guó)內(nèi)外國(guó)土資源信息化管理的相關(guān)文獻(xiàn),運(yùn)用政府信息化管理等相關(guān)原理,總結(jié)出國(guó)土資源信息化建設(shè)的基本情況,目標(biāo)任務(wù),原則特點(diǎn)。在充分調(diào)研的基礎(chǔ)上分析德州市國(guó)土資源信息化建設(shè)的現(xiàn)狀,指出存在的問(wèn)題,分析問(wèn)題出現(xiàn)的主要原因,從政策、體制、資金籌措、人才隊(duì)伍建設(shè)及發(fā)展思路等方面提出了明確的改進(jìn)措施。
[Abstract]:At present, the economic globalization is accelerating and the information technology is developing rapidly. Many enterprises and even government departments have begun to pay more attention to changing the traditional management mode by means of information technology, improving the efficiency of management, improving the level of scientific decision-making, eliminating the bottleneck of development, and achieved good results. Information management has become an irreversible big deal. Trend. With the development of economy and society, the demand for land and mineral resources is becoming more and more large in the whole society. The contradiction between supply and supply is becoming more and more prominent. The situation of land and resources management is becoming more and more serious. As an important part of the government, the Department of land and resources has fully recognized the management of land and resources through information technology. It is necessary, and has taken a series of important measures to increase manpower, material and financial input, and vigorously develop information. Although some achievements have been made in the construction of the information system of land and resources, the development speed is slow, the construction ideas are not clear, and the overall planning is unscientific, which leads to the uneven development of the provinces and cities and the overall water. In accordance with the requirements of the Ministry of land and resources and the Department of land and resources of Shandong Province, the land and resources system of Dezhou began to carry out information construction in 2009. In this paper, the relevant documents of information management of domestic and foreign native land resources were studied, and government letter was used. The basic situation of the information construction of land and resources, the target task and the principle characteristics are summed up. On the basis of full investigation, the present situation of the information construction of land and resources in Dezhou is analyzed, the existing problems are pointed out, the main reasons are analyzed, and the construction and development of the personnel team are from the policy, system, fund raising, and the construction and development of the talent team. Definite improvement measures are put forward in the way of thinking and so on.
