水資源論證后評(píng)估指標(biāo)體系及方法研究

【摘要】:后評(píng)估對(duì)于總結(jié)項(xiàng)目管理的經(jīng)驗(yàn)教訓(xùn)、提高項(xiàng)目決策的科學(xué)化水平起著至關(guān)重要的作用,國(guó)內(nèi)各行業(yè)對(duì)項(xiàng)目后評(píng)估工作日益重視。2011年水利部辦公廳發(fā)布《關(guān)于開(kāi)展建設(shè)項(xiàng)目水資源論證后評(píng)估工作的通知》和2012年國(guó)務(wù)院頒布《國(guó)務(wù)院關(guān)于實(shí)行最嚴(yán)格水資源管理制度的意見(jiàn)》體現(xiàn)了我國(guó)高度重視水資源管理,重視水資源管理技術(shù)創(chuàng)新。水資源論證后評(píng)估工作的開(kāi)展,有利于實(shí)現(xiàn)水資源的可持續(xù)發(fā)展。 本文以水資源論證后評(píng)估為研究對(duì)象,對(duì)水資源論證后評(píng)估的理論、方法和應(yīng)用進(jìn)行探索,以期提出水資源論證后評(píng)估的理論、方法和應(yīng)用體系,促進(jìn)水資源管理工作的高效開(kāi)展和科學(xué)管理。 本文首先從發(fā)達(dá)國(guó)家、國(guó)際金融組織以及發(fā)展中國(guó)家的后評(píng)估發(fā)展過(guò)程中,總結(jié)經(jīng)驗(yàn)教訓(xùn),探索適合水資源論證后評(píng)估的體系。詳細(xì)闡述了后評(píng)估方法中常用的四種研究方法,即對(duì)比分析法、邏輯框架評(píng)估法、成功度評(píng)估法和模糊綜合評(píng)估法,分析每種研究方法的優(yōu)缺點(diǎn)和應(yīng)用范圍,并提出了后評(píng)估研究方法的整體思路。 本文重點(diǎn)在于建立水資源論證后評(píng)估的指標(biāo)體系。根據(jù)指標(biāo)建立原則,,結(jié)合建設(shè)項(xiàng)目不同行業(yè)用水特點(diǎn)的不同,及項(xiàng)目運(yùn)行的實(shí)際情況不一樣等因素,選擇從管理層面和技術(shù)層面兩方面對(duì)用水量較大的四類(lèi)建設(shè)項(xiàng)目行業(yè)(水電行業(yè)、水利行業(yè)、造紙行業(yè)和化工行業(yè))構(gòu)建了水資源論證指標(biāo)體系。 最后,針對(duì)火電建設(shè)項(xiàng)目的特點(diǎn),建立了對(duì)比分析法和改進(jìn)的模糊綜合評(píng)估法相耦合的后評(píng)估綜合評(píng)估模型。運(yùn)用華能上海石洞口第二電廠二期建設(shè)項(xiàng)目作為案例進(jìn)行了應(yīng)用研究,評(píng)估結(jié)果表明后評(píng)估綜合評(píng)估模型操作方法簡(jiǎn)單且能比較客觀的反映評(píng)估對(duì)象的客觀實(shí)際,評(píng)估結(jié)論可靠,是建設(shè)項(xiàng)目水資源論證后評(píng)估的一種理想、有效的方法。
[Abstract]:Post-evaluation plays an important role in summing up the experiences and lessons of project management and improving the scientific level of project decision-making. In 2011, the General Office of the Ministry of Water Resources issued the notice on the post-evaluation of water resources in construction projects and the State Council issued the State Council on the implementation of the strictest water in 2012. The opinions of the resource management system show that China attaches great importance to the management of water resources. It is helpful to realize the sustainable development of water resources by attaching importance to the technological innovation of water resources management and carrying out the post-evaluation work of water resources argumentation. In this paper, the theory, method and application of post-evaluation of water resources demonstration are explored in order to put forward the theory, method and application system of post-evaluation of water resources demonstration. To promote the efficient development and scientific management of water resources management. This paper first summarizes the experience and lessons learned from the post-assessment and development process of developed countries, international financial organizations and developing countries. This paper explores a system suitable for post-evaluation of water resources demonstration, and expounds in detail four kinds of research methods commonly used in post-assessment, namely, comparative analysis, logical framework assessment, success evaluation and fuzzy comprehensive evaluation. The advantages and disadvantages of each research method and its application scope are analyzed, and the overall idea of post-evaluation research method is put forward. The key point of this paper is to establish the index system of water resources argumentation and post-evaluation. According to the principle of index establishment, combined with the different characteristics of water use in different industries of construction projects, and the different actual conditions of project operation, etc. The index system of water resources argumentation is constructed from the aspects of management and technology for four kinds of construction project industries (hydropower industry, water conservancy industry, paper industry and chemical industry). Finally, in view of the characteristics of thermal power construction projects, In this paper, a comparative analysis method and an improved fuzzy comprehensive evaluation method are established. The application of Huaneng Shanghai Shidongkou second phase power plant construction project as a case study is carried out. The evaluation results show that the post-evaluation comprehensive assessment model is simple and objective to reflect the objective reality of the evaluation object, and the evaluation conclusion is reliable. It is an ideal and effective method for post-evaluation of water resources demonstration of construction projects.
