【摘要】：草地農(nóng)業(yè)研究雖然已經(jīng)取得很大進(jìn)展,但尚未提升為國家戰(zhàn)略。隨著新型城鎮(zhèn)化戰(zhàn)略的推進(jìn),糧食安全與用地問題面臨壓力。本文認(rèn)為,發(fā)展草地農(nóng)業(yè)可以緩解城鎮(zhèn)化戰(zhàn)略實(shí)施所必然帶來的糧食安全壓力,妥善解決土地資源利用問題。建議在堅(jiān)守耕地紅線、林地紅線與草地紅線的前提下,建立融通草地、林帶與耕地的食票制度,把城鎮(zhèn)化資金輸入草地,確保城鎮(zhèn)化用地,恢復(fù)草地。以新型城鎮(zhèn)化戰(zhàn)略促進(jìn)草地農(nóng)業(yè)體系的推廣和普及。
[Abstract]:Although great progress has been made in grassland agriculture research, it has not been upgraded into a national strategy. With the development of new urbanization strategy, the problems of food security and land use are under pressure. The development of grassland agriculture can relieve the pressure of food security brought by the implementation of urbanization strategy, and solve the problem of land resource utilization properly. It is suggested that under the premise of sticking to the red line of cultivated land, the red line of forest land and the red line of grassland, it is suggested to establish the fusion grassland. The feeding ticket system of forest belt and cultivated land invests the funds of urbanization into grassland to ensure the land for urbanization and to restore grassland and promote the popularization and popularization of grassland agricultural system with new urbanization strategy.
