【摘要】：資源產(chǎn)出率是評價循環(huán)經(jīng)濟發(fā)展水平的綜合性指標,在國家層面已有一定的應(yīng)用。然而在區(qū)域(尤其是市縣域)層面,資源產(chǎn)出率的核算還缺乏統(tǒng)一的研究框架,制約了其應(yīng)用。該文基于經(jīng)濟系統(tǒng)物質(zhì)流分析方法,重點探討了市縣域資源產(chǎn)出率核算的框架,并嘗試提出了一套利用當?shù)氐墓_統(tǒng)計數(shù)據(jù),對市縣層面資源產(chǎn)出率進行簡單估算的方法。該研究同時考慮地區(qū)的一般性和特殊性,在國內(nèi)選取了4省32個市縣,并對其資源產(chǎn)出率進行了估算及分析。研究結(jié)果表明:該核算框架對絕大多數(shù)市縣層面有較好的適用性,能夠基本滿足合理評價當?shù)匮h(huán)經(jīng)濟發(fā)展水平的要求。同時,該估算方法也為市縣域資源產(chǎn)出率未來進一步的核算提供了基礎(chǔ)。
[Abstract]:The resource output rate is a comprehensive index to evaluate the development level of circular economy, and has been applied to some extent at the national level. However, at the regional level (especially at the city and county level), the accounting of the resource output rate is still lack of a unified research framework. Based on the analysis method of material flow in economic system, this paper mainly discusses the framework of resource output rate accounting in city and county, and tries to put forward a set of open statistics based on local data. A simple method for estimating the resource output rate at the city and county levels. This study considered the generality and particularity of the region and selected 32 cities and counties from 4 provinces in China. The results show that this accounting framework has good applicability to most cities and counties, and can basically meet the requirements of reasonable evaluation of the development level of local circular economy. This method also provides the basis for the future accounting of the resource output rate in the city and county.
