淮河流域城鎮(zhèn)化對(duì)水資源利用效率的影響研究

【摘要】:水資源短缺、污染問(wèn)題是當(dāng)今世界面臨的重大課題,中國(guó)是個(gè)干旱缺水嚴(yán)重的國(guó)家,近年來(lái)隨著城鎮(zhèn)化步伐的加快,缺水形勢(shì)更加嚴(yán)峻,還伴隨著嚴(yán)重的水污染問(wèn)題;春恿饔蚴俏覈(guó)重要的農(nóng)業(yè)和工業(yè)生產(chǎn)基地,然而經(jīng)濟(jì)的快速發(fā)展和城鎮(zhèn)化建設(shè)的高速推進(jìn),使得淮河流域出現(xiàn)水資源短缺、污染嚴(yán)重、生態(tài)環(huán)境惡化、調(diào)蓄能力差等問(wèn)題,解決這些問(wèn)題的根本辦法就是要提高水資源利用效率。在此背景下,本文對(duì)淮河流域城鎮(zhèn)化與水資源利用效率關(guān)系的深入研究,不僅有助于解決淮河流域城鎮(zhèn)化發(fā)展需要和水資源環(huán)境保護(hù)的矛盾,更好地把握城鎮(zhèn)化進(jìn)程,提高水資源利用效率,還對(duì)其他經(jīng)濟(jì)發(fā)展和環(huán)境保護(hù)不協(xié)調(diào)的地區(qū)提供一定的借鑒意義。首先,對(duì)國(guó)內(nèi)外水資源利用效率和城鎮(zhèn)化對(duì)水資源利用效率的影響研究?jī)煞矫嫦嚓P(guān)文獻(xiàn)進(jìn)行了梳理,并做了簡(jiǎn)要述評(píng),以確立本文的研究?jī)?nèi)容和方向。再?gòu)某擎?zhèn)化和水資源利用的相關(guān)理論入手,明確了城鎮(zhèn)化、水資源利用效率的內(nèi)涵,介紹了水資源利用的理論基礎(chǔ),據(jù)此以及其他學(xué)者的相關(guān)研究對(duì)城鎮(zhèn)化影響水資源利用效率的機(jī)理進(jìn)行了分析,從理論上初步認(rèn)為人口變動(dòng)、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、技術(shù)進(jìn)步、經(jīng)濟(jì)增長(zhǎng)是城鎮(zhèn)化影響水資源利用效率的路徑之一。其次,在分析淮河流域城鎮(zhèn)化發(fā)展概況的基礎(chǔ)上,根據(jù)淮河流域區(qū)域特色和發(fā)展特點(diǎn)建立了淮河流域城鎮(zhèn)化發(fā)展水平綜合評(píng)價(jià)指標(biāo)體系,運(yùn)用綜合指數(shù)法,將熵權(quán)法與TOPSIS法相結(jié)合測(cè)度了2010-2014年淮河流域城鎮(zhèn)化發(fā)展水平指數(shù)。結(jié)果發(fā)現(xiàn):淮河流域城鎮(zhèn)化發(fā)展速度不斷加快,發(fā)展水平不斷提高,但是整體水平較低且存在較大的時(shí)空差異;其中鄭州市、合肥市、南京市等省會(huì)城市城鎮(zhèn)化發(fā)展水平較高,南陽(yáng)市、信陽(yáng)市、周口市、駐馬店市等小型城市城鎮(zhèn)化發(fā)展水平較低。然后,對(duì)淮河流域水資源概況進(jìn)行深入分析的基礎(chǔ)上,運(yùn)用數(shù)據(jù)包絡(luò)分析法對(duì)淮河流域2010-2014年水資源利用綜合效率、純技術(shù)效率、規(guī)模效率進(jìn)行了測(cè)度,結(jié)果表明:淮河流域存在水資源總量減少、供水渠道單一、用水主要還是以農(nóng)業(yè)為主、水污染形勢(shì)依舊嚴(yán)峻等問(wèn)題;淮河流域水資源利用效率不高且存在較大時(shí)空差異,具體表現(xiàn)為水資源利用綜合效率、純技術(shù)效率呈現(xiàn)先上升后下降的特點(diǎn),大部分城市水資源利用綜合效率仍在0.5水平之下,水資源整體利用水平不高,水資源利用規(guī)模效率較低,大多數(shù)城市水資源利用處于規(guī)模收益不變和遞減的狀態(tài),只有小部分城市擴(kuò)大生產(chǎn)規(guī)模能促進(jìn)產(chǎn)出增加,且地級(jí)市之間水資源利用效率值存在較大差異。最后,分別建立了靜態(tài)面板模型和動(dòng)態(tài)面板模型,對(duì)淮河流域城鎮(zhèn)化與水資源利用綜合效率、純技術(shù)效率、規(guī)模效率之間的關(guān)系進(jìn)行了深入分析,研究表明:淮河流域城鎮(zhèn)化發(fā)展對(duì)水資源利用綜合效率、純技術(shù)效率、規(guī)模效率的提高都有負(fù)面影響,其中城鎮(zhèn)化發(fā)展水平對(duì)水資源利用綜合效率和純技術(shù)效率的這種負(fù)面影響較大,對(duì)水資源利用規(guī)模效率的負(fù)面影響較小。研究還證實(shí)人口變動(dòng)、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、技術(shù)進(jìn)步、經(jīng)濟(jì)增長(zhǎng)是城鎮(zhèn)化影響水資源利用效率的路徑之一,具體表現(xiàn)為人口集聚和技術(shù)進(jìn)步能夠促進(jìn)水資源利用效率的提高,然而產(chǎn)業(yè)結(jié)構(gòu)和經(jīng)濟(jì)增長(zhǎng)對(duì)水資源利用效率的提高表現(xiàn)出抑制作用。并且,根據(jù)實(shí)證研究結(jié)果,提出了優(yōu)化城鎮(zhèn)化發(fā)展模式、提高水資源利用效率的對(duì)策建議。
[Abstract]:The shortage of water resources, pollution is a major issue facing the world today, China is a serious shortage of drought in recent years, with the accelerated pace of urbanization, water shortage situation is more severe, accompanied by serious water pollution. Huaihe basin is China's important agricultural and industrial production base, but the rapid development and construction the rapid advance of urbanization economy, the Huaihe basin water resources shortage, serious pollution, deterioration of the ecological environment, the problem of storage capacity is poor, the fundamental way to solve these problems is to improve the utilization efficiency of water resources. In this context, the Huaihe River Basin urbanization and deep research on the efficiency of utilization of water resources, not only to help resolve the contradiction between urban development and the need of Huaihe basin water resources and environmental protection, to better grasp the process of urbanization, improve the utilization efficiency of water resources, but also to the other Provides a reference for economic development and environmental protection coordination area. Firstly, the efficiency and utilization of urban water resources at home and abroad influence on water use efficiency of two related literature is reviewed, and a brief review of the research, to establish the content and direction from the relevant theories of urbanization. And the use of water resources of the urbanization, the connotation of water resources utilization efficiency, introduces the theoretical basis of the utilization of water resources, according to related research and other scholars analyzed the influence mechanism of urbanization and the utilization efficiency of water resources, primarily that the population changes from the theory, the adjustment of industrial structure, technological progress. Economic growth is the urbanization path of the utilization efficiency of water resources. Secondly, based on the analysis of the development situation of Huaihe River town, according to the regional characteristics of Huaihe basin and development. Point to establish a comprehensive evaluation index system of urbanization development level of Huaihe basin, by using comprehensive index method, entropy weight method and TOPSIS method combined with the measure of 2010-2014 years of Huaihe River Basin urbanization development level index. The results showed that the speed of urbanization development in Huaihe basin is accelerating, constantly improve the level of development, but the overall level is low and there is the difference between time and space; one of Zhengzhou City, Hefei City, the capital city is higher, the development level of urbanization in Nanjing City, Nanyang City, Xinyang City, Zhoukou City, the level of development of small city urbanization in Zhumadian city is low.
