【摘要】：結(jié)合建筑工程安全監(jiān)管體系與運(yùn)作現(xiàn)狀,通過(guò)分析權(quán)力尋租的形成機(jī)理,探尋建筑工程安監(jiān)系統(tǒng)的權(quán)力尋租相關(guān)利益主體及其決策空間;在此基礎(chǔ)上構(gòu)建權(quán)力尋租的治理模式,闡述建筑工程安監(jiān)系統(tǒng)的權(quán)力尋租一般治理模式并剖析不足之處,指出項(xiàng)目治理理論主要應(yīng)用于解決項(xiàng)目利益相關(guān)者風(fēng)險(xiǎn)控制、關(guān)系構(gòu)成及模式、制度框架設(shè)計(jì)等問(wèn)題;提出扭轉(zhuǎn)目前建筑工程施工安全嚴(yán)峻形勢(shì)的重要思路,即從項(xiàng)目治理角度規(guī)制權(quán)力尋租利益主體之間關(guān)系,推進(jìn)安全監(jiān)管系統(tǒng)制度體系與制度執(zhí)行之間的"錯(cuò)位"為"歸位",多角度、針對(duì)性地制定抑制發(fā)揮負(fù)作用的權(quán)力尋租治理機(jī)制。
[Abstract]:Combined with the safety supervision system and operation status of construction engineering, through the analysis of the formation mechanism of power rent-seeking, explore the power-seeking and rent-seeking related stakeholders and their decision-making space of construction engineering safety supervision system; On this basis, this paper constructs the power rent-seeking governance model, expounds the general power rent-seeking governance model of construction engineering safety supervision system and analyzes the shortcomings, and points out that the project governance theory is mainly used to solve the risk control of stakeholders in the project. The structure and pattern of relationship, the design of institutional framework and so on; This paper puts forward an important idea to reverse the serious situation of construction safety at present, that is, to regulate the relationship between the subject of power rent seeking from the point of view of project governance, and to promote the "dislocation" between the system of safety supervision system and the implementation of the system to "return to the position". Multi-angle, targeted to set down the negative role of power rent-seeking governance mechanism.
