【摘要】：隨著互聯(lián)網(wǎng)的迅速發(fā)展,在網(wǎng)絡(luò)信息越來越豐富的同時(shí),人們面臨著信息過載的壓力,使得搜索引擎的興起和發(fā)展成為一種必然。搜索引擎決定了人們獲取的信息內(nèi)容、信息呈現(xiàn)方式,不僅具有重大意義,而且對(duì)社會(huì)有著深遠(yuǎn)影響。但是,搜索引擎企業(yè)又天然地被商業(yè)利益所控制,在其產(chǎn)業(yè)創(chuàng)新過程中所引發(fā)的科技倫理失范行為,不僅給社會(huì)既有倫理提出前所未有的挑戰(zhàn),并且給搜索引擎產(chǎn)業(yè)的發(fā)展帶來了極大的負(fù)面影響,引起了社會(huì)各界的普遍關(guān)注。如何應(yīng)對(duì)我國搜索引擎產(chǎn)業(yè)創(chuàng)新中客觀存在的科技倫理問題,對(duì)于我國搜索引擎產(chǎn)業(yè)的長遠(yuǎn)發(fā)展至關(guān)重要。首先,本文對(duì)國內(nèi)外研究現(xiàn)狀進(jìn)行概述,主要回顧了搜索引擎的技術(shù)實(shí)現(xiàn)、商業(yè)模式及科技倫理等方面的相關(guān)研究文獻(xiàn)。其次,本文介紹了科技倫理的概念和本質(zhì),同時(shí)對(duì)搜索引擎的定義、分類及發(fā)展歷程進(jìn)行概述,并對(duì)我國搜索引擎產(chǎn)業(yè)創(chuàng)新的背景和模式進(jìn)行梳理,包括提供搜索技術(shù)、關(guān)鍵詞廣告、固定排名及其他。再次,本文結(jié)合我國搜索引擎產(chǎn)業(yè)創(chuàng)新的模式,重點(diǎn)論述了我國搜索引擎產(chǎn)業(yè)四個(gè)方面的科技倫理問題,主要有"競價(jià)排名"引發(fā)的社會(huì)問題,色情信息、賭博信息等不良信息帶來的信息污染問題,對(duì)個(gè)人隱私權(quán)的傷害問題,以及侵犯知識(shí)產(chǎn)權(quán)問題;針對(duì)上述科技倫理問題,本文從技術(shù)根源和社會(huì)根源分析引發(fā)我國搜索引擎產(chǎn)業(yè)創(chuàng)新科技倫理問題的原因,其中技術(shù)根源分為網(wǎng)絡(luò)特性和搜索引擎技術(shù)自身特點(diǎn)兩個(gè)方面,社會(huì)根源分為社會(huì)法律制度、搜索引擎企業(yè)、搜索引擎用戶三個(gè)方面。最后,本文提出了應(yīng)對(duì)我國搜索引擎產(chǎn)業(yè)創(chuàng)新科技倫理問題的主要措施,在社會(huì)法律制度層面需要健全法律法規(guī)體系,完善政府監(jiān)管機(jī)制;在搜索引擎企業(yè)層面需要強(qiáng)化社會(huì)責(zé)任意識(shí),加強(qiáng)倫理制度建設(shè);在搜索引擎用戶層面需要提升網(wǎng)絡(luò)認(rèn)知,同時(shí)增強(qiáng)其嚴(yán)格自律意識(shí)。
[Abstract]:With the rapid development of the Internet, people are facing the pressure of information overload while the network information is more and more abundant, which makes the rise and development of search engine become a necessity. The search engine determines the information content that people obtain. The way of information presentation is not only of great significance, but also has a profound influence on society. However, search engine enterprises are naturally controlled by commercial interests, which leads to scientific and technological ethics anomie in the process of industrial innovation. It not only brings the unprecedented challenge to the existing ethics of the society, but also brings great negative impact to the development of the search engine industry. How to deal with the scientific and technological ethical problems in the innovation of our search engine industry is very important for the long-term development of our search engine industry. First of all, This paper summarizes the current research situation at home and abroad, mainly reviews the related research literature on technology realization, business model and science and technology ethics of search engine. Secondly, this paper introduces the concept and essence of science and technology ethics. At the same time, it summarizes the definition, classification and development of search engine, and combs the background and mode of Chinese search engine industry innovation, including providing search technology, keyword advertising, fixed ranking and others. Combined with the innovation mode of the search engine industry in China, this paper focuses on the scientific and technological ethical problems in four aspects of the search engine industry in China, including the social problems caused by "competitive price ranking", pornographic information, etc. The problem of information pollution caused by bad information such as gambling information, the harm to personal privacy, and the infringement of intellectual property rights. This paper analyzes the causes of the scientific and technological ethical problems in the innovation of search engine industry in China from the technical and social sources, in which the technological root is divided into two aspects: the network characteristics and the technical characteristics of the search engine, and the social root is divided into the social legal system. Finally, this paper puts forward the main measures to deal with the problems of scientific and technological ethics in China's search engine industry innovation, and needs to improve the system of laws and regulations at the level of social legal system. Improve the government supervision mechanism; in the search engine enterprise level need to strengthen the sense of social responsibility, strengthen the construction of ethical system; in the search engine user level need to enhance the network cognition, at the same time strengthen its strict self-discipline consciousness.
