油氣管網(wǎng)系統(tǒng)安全指標體系的構(gòu)建

【摘要】:在充分借鑒水運、鐵路、電力等行業(yè)安全監(jiān)管指標及相關(guān)研究成果的基礎(chǔ)上,提出了油氣管網(wǎng)系統(tǒng)安全指標體系框架。從油氣管道運行面臨的社會、環(huán)境、供應壓力及管道自身的缺陷狀況,提出了油氣管網(wǎng)系統(tǒng)壓力類指標;從管道的日常運維和發(fā)生事故時的應急響應2個方面,提出了油氣管網(wǎng)系統(tǒng)響應類指標;從管網(wǎng)發(fā)生事故可能導致的人員傷亡、環(huán)境污染及供應損失3個方面,提出了油氣管網(wǎng)安全狀態(tài)類指標。管道運營方能夠通過壓力類指標和響應類指標,對管網(wǎng)的安全進行定性判斷,找出油氣管網(wǎng)安全運行中的薄弱點;狀態(tài)類指標是管道安全性的直接度量指標,可將其作為管道安全的控制指標。油氣管網(wǎng)的壓力-響應-狀態(tài)指標體系,對政府監(jiān)管和管道企業(yè)安全管理具有一定的參考意義。
[Abstract]:On the basis of drawing lessons from the safety supervision indexes and related research results of water transportation, railway, electric power and other industries, this paper puts forward the safety index system framework of oil and gas pipeline network system. According to the society, environment, supply pressure and the defect of pipeline itself, the pressure index of oil and gas pipeline network system is put forward, and the emergency response of pipeline daily transportation and accident is discussed. The response index of oil and gas pipeline network system is put forward, and the safety state index of oil and gas pipeline network is put forward from three aspects: casualties, environmental pollution and supply loss. Pipeline operators can qualitatively judge the safety of pipeline network through pressure index and response index, and find out the weak points in the safe operation of oil and gas pipeline network, and the state index is the direct measure index of pipeline safety. It can be regarded as the control index of pipeline safety. The pressure-response-state index system of oil and gas pipeline network has certain reference significance for government supervision and pipeline enterprise safety management.
