【摘要】：大型石油化工循環(huán)水場項目具有規(guī)模大,投資大,工程結(jié)構(gòu)復(fù)雜等特點(diǎn),且涉及專業(yè)眾多,如土建、結(jié)構(gòu)、設(shè)備、配管、電氣、儀表、給排水、應(yīng)力等專業(yè)。項目的順利進(jìn)行需要各專業(yè)的深度銜接,整個項目的生命周期充滿了各種風(fēng)險,稍有疏忽,就會出現(xiàn)人員傷亡,項目延期,費(fèi)用上升等情況,從而使整個項目以及后續(xù)裝置的運(yùn)行的進(jìn)度受到極大的影響,因此對此類項目引入項目風(fēng)險管理,顯得尤為必要。文章以上海NEXX第四循環(huán)水場項目為風(fēng)險管理研究對象,首先對項目風(fēng)險管理的理論進(jìn)行了闡述,通過國內(nèi)外文獻(xiàn)資料的引用,簡要的敘述了目前國內(nèi)外在項目風(fēng)險管理方面研究或?qū)嵺`的現(xiàn)狀,然后將風(fēng)險管理理論運(yùn)用到上海NEXX第四循環(huán)水場項目中去,針對循環(huán)水場項目的特點(diǎn),進(jìn)行了不確定性分析,結(jié)合頭腦風(fēng)暴法,識別出政策風(fēng)險、經(jīng)濟(jì)風(fēng)險、社會風(fēng)險、經(jīng)營風(fēng)險、安全風(fēng)險、技術(shù)風(fēng)險等七大類風(fēng)險,通過使用模糊綜合評價法對識別出來的風(fēng)險進(jìn)行評估,評估得出風(fēng)險較大的風(fēng)險有經(jīng)營風(fēng)險、安全風(fēng)險、技術(shù)風(fēng)險等。根據(jù)風(fēng)險評估的結(jié)果采取相應(yīng)合理的方法如預(yù)防、減少、接受、儲備等方式來應(yīng)對風(fēng)險,并設(shè)置風(fēng)險監(jiān)控措施對整個項目各個階段進(jìn)行監(jiān)控。最終將整個循環(huán)水項目的風(fēng)險控制在合理的范圍內(nèi)。
[Abstract]:The large-scale petrochemical circulating water field project has the characteristics of large scale, large investment, complex engineering structure, and involves many specialties, such as civil engineering, structure, equipment, piping, electrical, instrumentation, water supply and drainage, stress and so on. The smooth running of the project requires the deep convergence of various professions. The whole life cycle of the project is full of various risks. If you neglect it, there will be casualties, project delays, rising costs, and so on. Therefore, it is necessary to introduce project risk management into the project. In this paper, the project of Shanghai NEXX fourth circulating water farm is taken as the research object of risk management. Firstly, the theory of project risk management is expounded, and the reference of domestic and foreign literature is given. This paper briefly describes the current situation of research or practice in project risk management at home and abroad, and then applies the theory of risk management to the project of Shanghai NEXX fourth circulating water field. According to the characteristics of the project, the uncertainty analysis is carried out. Combining the brainstorming method to identify seven kinds of risks, such as policy risk, economic risk, social risk, management risk, safety risk and technical risk, the identified risks are evaluated by using fuzzy comprehensive evaluation method. The assessment shows that there are operational risks, safety risks, technical risks and so on. According to the results of risk assessment, appropriate and reasonable methods, such as prevention, reduction, acceptance, reserve and so on, are adopted to deal with the risks, and risk monitoring measures are set up to monitor the whole project stages. Finally, the risk of the whole circulating water project is controlled within a reasonable range.
