中國(guó)石油公司總部費(fèi)用分?jǐn)倷C(jī)制的構(gòu)建與創(chuàng)新

【摘要】：油氣勘探開發(fā)的地理分散性使得國(guó)際石油公司總部與海外機(jī)構(gòu)形成雙重管理機(jī)制,也使得由跨國(guó)公司總部集中為海外項(xiàng)目提供服務(wù)成為必然,相應(yīng)的全球費(fèi)用分?jǐn)倷C(jī)制在國(guó)際一流國(guó)際石油公司中也成為了普遍行業(yè)規(guī)范,并與其國(guó)際化程度形成正比。國(guó)際石油公司總部費(fèi)用的分?jǐn)偩哂行б婧凸芾淼亩喾N考量。本文通過研究跨國(guó)油氣公司企業(yè)管理演變與發(fā)展趨勢(shì)及其全球費(fèi)用分?jǐn)偟墓芾聿呗?選取有代表性的兩家國(guó)際石油公司從組織架構(gòu)、總部費(fèi)用分類、總部費(fèi)用分?jǐn)偡绞降确矫媾c中國(guó)石油公司逐一進(jìn)行了對(duì)比研究。在此基礎(chǔ)上,理論與實(shí)踐相結(jié)合,對(duì)中國(guó)石油公司總部費(fèi)用分?jǐn)倷C(jī)制的構(gòu)建從基礎(chǔ)、方法論選擇、工作流程、配套機(jī)制建設(shè)等方面進(jìn)行了闡述。中國(guó)石油公司建立全球費(fèi)用分?jǐn)倷C(jī)制應(yīng)以全球化戰(zhàn)略思維和國(guó)際化視野為指導(dǎo),其目的不僅是要夯實(shí)中國(guó)及海外運(yùn)營(yíng)合規(guī)的基石,同時(shí)還要進(jìn)一步提升稅務(wù)效益和管理水平。通過依法、合規(guī)、有效地建立全球費(fèi)用分?jǐn)倷C(jī)制可以實(shí)現(xiàn)經(jīng)濟(jì)效益提高、有助于企業(yè)形象提升,同時(shí)也為企業(yè)海外非作業(yè)者的權(quán)益提供了保障。本文的創(chuàng)新之處主要在于秉承設(shè)計(jì)思想國(guó)際化,開發(fā)實(shí)施本地化的宗旨進(jìn)行費(fèi)用分?jǐn)倷C(jī)制的構(gòu)建,其最大的特色在于并不是孤立的從簡(jiǎn)單的理論出發(fā),而且是注重結(jié)合中國(guó)石油公司的實(shí)際情況,關(guān)注其運(yùn)行的基礎(chǔ)、工作流程的編制、配套機(jī)制的建設(shè)等。
[Abstract]:The geographical dispersion of oil and gas exploration and development makes it necessary for the headquarters of international oil companies to form a dual management mechanism with overseas organizations, and for multinational corporations to centralize their headquarters to provide services for overseas projects. The corresponding global cost-sharing mechanism has also become a universal industry norm in the international first-class international oil companies, and it is directly proportional to its internationalization degree. The sharing of headquarters costs for international oil companies has a variety of benefits and management considerations. By studying the evolution and development trend of multinational oil and gas companies' management and the management strategy of global cost sharing, this paper selects two representative international oil companies from the organizational structure, headquarters cost classification, Headquarters cost-sharing method and other aspects of the China Petroleum Company one by one comparative study. On this basis, combining theory with practice, this paper expounds the construction of the cost allocation mechanism of China Petroleum Company from the aspects of foundation, methodology choice, work flow and supporting mechanism construction. The establishment of global cost-sharing mechanism for Chinese oil companies should be guided by global strategic thinking and international vision. Its purpose is not only to consolidate the cornerstone of compliance in China and overseas operations, but also to further enhance tax efficiency and management level. By establishing the mechanism of global cost allocation according to law and compliance, the economic benefit can be improved, and the image of the enterprise will be promoted. At the same time, the rights and interests of the non-operators abroad will be protected. The innovation of this paper mainly lies in the construction of the cost-sharing mechanism based on the internationalization of design ideas and the development and implementation of localization. The most important feature of this paper is that it is not isolated from the simple theory. In addition, it pays attention to the foundation of operation, the establishment of workflow and the construction of supporting mechanism combined with the actual situation of China Petroleum Company.
