【摘要】：以事故應(yīng)急過(guò)程安全為研究切入點(diǎn),從本質(zhì)安全設(shè)計(jì)角度,將油儲(chǔ)系統(tǒng)火災(zāi)事故應(yīng)急過(guò)程中潛在的風(fēng)險(xiǎn)源分為事故風(fēng)險(xiǎn)源和設(shè)計(jì)對(duì)策風(fēng)險(xiǎn)源,并通過(guò)案例分析以及實(shí)際的調(diào)研和專家咨詢,給出了油庫(kù)區(qū)火災(zāi)事故應(yīng)急過(guò)程的主要風(fēng)險(xiǎn)源因素;針對(duì)事故風(fēng)險(xiǎn)源,提出了基于故障樹和根原因分析法的事故風(fēng)險(xiǎn)源識(shí)別方法;針對(duì)設(shè)計(jì)對(duì)策風(fēng)險(xiǎn)源,提出了基于德爾菲分析法的設(shè)計(jì)對(duì)策風(fēng)險(xiǎn)源識(shí)別方法,通過(guò)建立人、機(jī)、環(huán)境和過(guò)程方面的應(yīng)急過(guò)程安全性評(píng)價(jià)指標(biāo)來(lái)辨識(shí)可能的設(shè)計(jì)對(duì)策風(fēng)險(xiǎn)源;并以2010年"7.16"大連新港輸油管道爆炸事故為案例,驗(yàn)證了所提方法的可行性。
[Abstract]:From the point of view of essential safety design, the potential risk sources of oil storage system fire emergency are divided into accident risk source and design countermeasure risk source. Through case analysis and actual investigation and expert consultation, the main risk source factors of oil depot fire emergency process are given, and the identification method of accident risk source based on fault tree and root cause analysis is put forward. Aiming at the risk source of design countermeasure, this paper puts forward a method of identifying the risk source of design countermeasure based on Delphi analysis, and identifies the possible risk source of design countermeasure by establishing the safety evaluation index of emergency process in the aspects of person, machine, environment and process. Taking "7.16" Dalian Xingang oil pipeline explosion accident as a case in 2010, the feasibility of the proposed method is verified.
