【摘要】：HSE管理是近十幾年國(guó)際上流行的關(guān)于環(huán)境、健康、安全的管理理論。本文闡述了執(zhí)行HSE體系的現(xiàn)實(shí)意義與作用�；鶎訂挝恢蠬SE管理的推廣和發(fā)展是構(gòu)建現(xiàn)代企業(yè)實(shí)現(xiàn)安全平穩(wěn)可靠發(fā)展的的基石。在完成研究?jī)?nèi)容的過(guò)程中,本文采取了理論分析與實(shí)證分析相結(jié)合、中外比較分析方法等多種研究方法。通過(guò)案例分析并結(jié)合HSE管理體系的戴明循環(huán)理論,采用了理論聯(lián)系實(shí)際的分析方法;在闡述國(guó)外大型石油企業(yè)HSE管理體系的基礎(chǔ)上,采用中外比較的分析方法,對(duì)試油大隊(duì)實(shí)施HSE管理體系的現(xiàn)狀進(jìn)行分析。圍繞著健康、安全、環(huán)境三大方面的安全管理,本文系統(tǒng)地研究了國(guó)內(nèi)外石油企業(yè)和大慶試油試采分公司試油大隊(duì)HSE管理體系的發(fā)展和現(xiàn)狀。首先,本文對(duì)國(guó)內(nèi)外安全管理理論研究和應(yīng)用現(xiàn)狀進(jìn)行了分析,為下文的分析做了鋪墊。其次,本文對(duì)HSE管理體系原理及其核心內(nèi)容進(jìn)行了詳細(xì)闡述,為下文的研究奠定了堅(jiān)實(shí)的理論基礎(chǔ)。接下來(lái),以中國(guó)石油天然氣集團(tuán)公司HSE管理體系標(biāo)準(zhǔn)為依據(jù),對(duì)大慶試油試采分公司試油大隊(duì)HSE管理體系運(yùn)行情況進(jìn)行了分析,找出了大慶試油試采分公司試油大隊(duì)HSE管理體系需要改進(jìn)的幾個(gè)方面問(wèn)題。最后,針對(duì)試油大隊(duì)HSE管理體系存在的問(wèn)題,借鑒國(guó)內(nèi)外大型石油石化公司—?dú)づ啤P兩家大型先進(jìn)公司的HSE管理體系的經(jīng)驗(yàn),提出了改進(jìn)的措施。希望本文中提到的建議,能對(duì)大慶試油試采分公司試油大隊(duì)HSE管理體系的改進(jìn)和提高提供支持和幫助,并對(duì)同類企業(yè)HSE管理工作起到借鑒作用。
[Abstract]:HSE management is a popular management theory about environment, health and safety in recent ten years.This paper expounds the practical significance and function of implementing HSE system.The promotion and development of HSE management in basic units is the cornerstone of constructing modern enterprises to realize safe, stable and reliable development.In the process of completing the research, this paper adopts several research methods, such as the combination of theoretical analysis and empirical analysis, and the comparative analysis between China and foreign countries.Through case analysis and combined with Dai Ming's cycle theory of HSE management system, this paper adopts the analytical method of integrating theory with practice, and on the basis of expounding the HSE management system of foreign large petroleum enterprises, adopts the comparative analysis method between China and foreign countries.The present situation of implementing HSE management system in oil test brigade is analyzed.Focusing on the safety management of health, safety and environment, this paper systematically studies the development and present situation of the HSE management system of domestic and foreign petroleum enterprises and Daqing Oil Test and production Branch.Firstly, this paper analyzes the research and application status of safety management theory at home and abroad, and paves the way for the following analysis.Secondly, the principle of HSE management system and its core contents are described in detail, which lays a solid theoretical foundation for the following research.Then, based on the HSE management system standard of CNPC, the operation of HSE management system of Daqing Oil Test and production Branch is analyzed.Several problems need to be improved in the HSE management system of Daqing Oil Test and production Company are found out.Finally, aiming at the problems existing in the HSE management system of the oil test brigade, this paper draws lessons from the experience of the HSE management system of the large petroleum and petrochemical companies at home and abroad-Shell BP two large advanced companies, and puts forward the improvement measures.It is hoped that the suggestions mentioned in this paper can provide support and help for the improvement and improvement of HSE management system in Daqing Oil Test and production Test Branch, and can also serve as a reference for the HSE management of similar enterprises.
