【摘要】：隨著我國原油儲(chǔ)備基地的建設(shè),原油儲(chǔ)罐呈大型化、集中化的發(fā)展趨勢(shì),這不僅關(guān)系到我國的經(jīng)濟(jì)發(fā)展,還影響著國家的安全。在這種情況下對(duì)大型原油儲(chǔ)罐的安全平穩(wěn)運(yùn)行工作提出了更高的要求,需要建立以風(fēng)險(xiǎn)管理為核心的完整性管理模式,才能更有效的避免或減少事故的發(fā)生,將風(fēng)險(xiǎn)控制在人們可接受的范圍內(nèi)。本文在前輩們研究的基礎(chǔ)上,將模糊數(shù)學(xué)法和評(píng)分法相結(jié)合應(yīng)用到原油儲(chǔ)罐風(fēng)險(xiǎn)評(píng)價(jià)中。首先根據(jù)大型原油儲(chǔ)罐失效形式和機(jī)理編制了故障樹,并對(duì)故障樹進(jìn)行了最小割集分析,找到了原油儲(chǔ)罐失效的薄弱環(huán)節(jié),然后進(jìn)行了結(jié)構(gòu)重要度分析,對(duì)各基本事件的結(jié)構(gòu)重要度系數(shù)排序,從全部的基本事件中總結(jié)歸納出三大影響因素,建立風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系,利用模糊層次分析法對(duì)指標(biāo)體系進(jìn)行賦值,最后結(jié)合模糊綜合評(píng)價(jià)法得到原油儲(chǔ)罐失效的危險(xiǎn)等級(jí)。通過對(duì)原油儲(chǔ)罐進(jìn)行以上分析工作,對(duì)以后制定相應(yīng)的風(fēng)險(xiǎn)管理措施提供了依據(jù),結(jié)合先進(jìn)的檢測(cè)、監(jiān)測(cè)技術(shù)以更好的完成決策響應(yīng)部分。從而可以預(yù)防危險(xiǎn)因素的發(fā)生,保證儲(chǔ)罐能夠在日常生產(chǎn)中安全平穩(wěn)的運(yùn)行,提高實(shí)際的風(fēng)險(xiǎn)預(yù)測(cè)能力。
[Abstract]:With the construction of China's crude oil reserve base, crude oil tank is large, centralized trend, this is not only related to the economic development of our country, but also affects the security of the country. In this case the safe and stable operation of large oil storage tanks put forward higher requirements, need to establish integrity management model of risk management as the core, can more effectively avoid or reduce the occurrence of accidents, the risk control in the range of acceptable. In this paper, on the basis of predecessors, fuzzy mathematics method and scoring method are applied for crude oil tank risk assessment. According to the failure form and large crude oil storage tanks the mechanism for fault tree and fault tree of minimum cut set analysis, find the weak link of the crude oil tank failure, then the importance of structure analysis, the basic structure of an important event Coefficient of sorting, from basic events all summarize three influencing factors, establish a risk evaluation index system, the index system of assignment Fuzzy AHP, finally get the risk level of crude oil tank failure combined with fuzzy comprehensive evaluation method. Through the analysis of the original oil storage tank, to provide the basis for future development the corresponding risk management measures, combined with the advanced detection and monitoring technology to better complete the decision-making part of the response. Which can prevent the occurrence of the risk factors, to assure in the daily production of safe and stable operation, improve the practical ability of risk prediction.
