【摘要】:油氣礦權(quán)是油氣探礦權(quán)和采礦權(quán)的簡(jiǎn)稱(chēng),是國(guó)家重要的油氣資源。有資料顯示,礦權(quán)實(shí)地核查后發(fā)現(xiàn)有問(wèn)題的礦權(quán)數(shù)量超過(guò)核查總數(shù)的一半,給國(guó)家造成了巨大的經(jīng)濟(jì)損失。但是目前國(guó)內(nèi)的油氣礦權(quán)監(jiān)管督察工作方式主要依靠人工收集礦業(yè)權(quán)的文檔、圖表、數(shù)據(jù)庫(kù)等資料,然后運(yùn)用Word、Excel、Arc GIS等多種軟件進(jìn)行處理加工,最終形成油氣礦權(quán)監(jiān)管督察的可用資料。這種方式相對(duì)滯后,工作量大且效率低,過(guò)程文檔也不好管理。為了提高油氣礦權(quán)監(jiān)管督察的工作效率,減少業(yè)務(wù)人員的工作量,促進(jìn)油氣資源的信息化建設(shè),本文在分析了油氣礦權(quán)監(jiān)管督察國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,綜合運(yùn)用Arc Engine組件開(kāi)發(fā)技術(shù)、XML技術(shù)、WPF界面渲染技術(shù)和ADO.NET數(shù)據(jù)庫(kù)訪問(wèn)技術(shù),構(gòu)建了C/S結(jié)構(gòu)的油氣礦權(quán)信息動(dòng)態(tài)管理系統(tǒng)。能夠?qū)崿F(xiàn)油氣礦權(quán)資料的處理加工、信息查詢(xún)、統(tǒng)計(jì)分析、礦權(quán)數(shù)據(jù)歷史回溯等功能,能夠簡(jiǎn)化督察工作流程、有效地管理過(guò)程文檔。論文的主要工作內(nèi)容和成果如下:(1)梳理了油氣礦權(quán)監(jiān)管督察的數(shù)據(jù)來(lái)源,收集并規(guī)范現(xiàn)有的礦權(quán)資料。將所需的數(shù)據(jù)歸為兩類(lèi),一類(lèi)是空間數(shù)據(jù),如省區(qū)、盆地、礦權(quán)區(qū)塊等,另一類(lèi)是屬性數(shù)據(jù),如油氣礦業(yè)權(quán)勘查信息、開(kāi)采信息、年檢信息等。(2)探討了如何實(shí)現(xiàn)油氣礦權(quán)監(jiān)管的動(dòng)態(tài)性,在研究了GIS空間分析和時(shí)態(tài)GIS等相關(guān)理論的基礎(chǔ)上,提出了一種實(shí)現(xiàn)油氣礦權(quán)動(dòng)態(tài)監(jiān)管的新思路——利用數(shù)據(jù)源可配置、數(shù)據(jù)預(yù)處理實(shí)現(xiàn)數(shù)據(jù)的現(xiàn)勢(shì)性以及基于空間查詢(xún)或疊加分析實(shí)現(xiàn)油氣礦權(quán)數(shù)據(jù)的歷史回溯。(3)研究了油氣礦權(quán)督察的工作流程,構(gòu)建了督察專(zhuān)題數(shù)據(jù)庫(kù)。將督察工作的實(shí)際流程規(guī)范化、信息化,實(shí)現(xiàn)油氣礦權(quán)監(jiān)管督察過(guò)程中文檔、圖形、報(bào)表等集中化管理。提高業(yè)務(wù)人員的工作效率和準(zhǔn)確性,幫助他們更好的完成工作目標(biāo)。
[Abstract]:Oil and gas mining rights are abbreviations for oil and gas exploration rights and mining rights, and they are important oil and gas resources in the country. According to some data, the number of mineral rights found to be problematic after on-site inspection of mining rights exceeds half of the total number of mineral rights verified. It has caused huge economic losses to the country. But at present, the supervision and supervision of oil, gas and mineral rights in China mainly rely on manual collection of documents, charts, databases and other information about mining rights, and then use various software, such as word Excel Arc GIS, to process them. In order to improve the efficiency of supervision and supervision of oil, gas and mineral rights, and reduce the workload of professional personnel, this method is relatively lagging behind, with heavy workload and low efficiency, and the process documents are not easy to manage. On the basis of analyzing the present research situation of oil and gas mining rights supervision and supervision inspector at home and abroad, this paper synthetically applies Arc Engine component development technology, Arc interface rendering technology and ADO.NET database access technology, to promote the information construction of oil and gas resources. A C / S structure dynamic management system for hydrocarbon and mineral rights information is constructed, which can realize the functions of processing, information query, statistical analysis, historical tracing of mineral rights data, etc., and can simplify the work flow of inspectors. The main contents and achievements of this paper are as follows: 1) combing the data sources of supervision inspectors of oil and gas mining rights, collecting and standardizing the existing mining rights data, classifying the required data into two categories, one is spatial data, the other is spatial data. Such as province, basin, mining right block and so on, the other kind is attribute data, such as oil and gas mining right exploration information, mining information, annual inspection information, etc.) it discusses how to realize the dynamic nature of oil and gas mining right supervision. Based on the study of GIS spatial analysis and temporal GIS theory, a new idea to realize the dynamic supervision of oil, gas and mineral rights is put forward, which is configurable by using data sources. Data preprocessing realizes the status of data and the historical backtracking of realizing oil and gas mining rights data based on spatial query or superposition analysis.) the work flow of oil and gas mining right inspector is studied. This paper constructs a special database of inspectors, standardizes the actual flow of supervision, realizes centralized management of documents, graphics and reports in the process of supervising and supervising oil, gas and mineral rights, and improves the working efficiency and accuracy of professional personnel. Help them achieve their goals better.
