【摘要】：油田產(chǎn)能建設(shè)項(xiàng)目涉及到多個(gè)利益主體,,管理復(fù)雜、難度較高。在低油價(jià)的環(huán)境下,加強(qiáng)油田產(chǎn)能建設(shè)項(xiàng)目管理工作有利于油田企業(yè)"降本增效"戰(zhàn)略的順利實(shí)施,有利于提升石油企業(yè)的核心競(jìng)爭(zhēng)能力,是油田企業(yè)可持續(xù)發(fā)展的重要組成部分。油田產(chǎn)能建設(shè)項(xiàng)目管理水平的提升是建立在對(duì)其系統(tǒng)化認(rèn)識(shí)基礎(chǔ)之上的,油田企業(yè)產(chǎn)能建設(shè)項(xiàng)目效率的提升需要構(gòu)建起相應(yīng)的管理體系。本研究以油田產(chǎn)能建設(shè)項(xiàng)目"降本增效"為目標(biāo),在項(xiàng)目管理、全生命周期等理論基礎(chǔ)上,首先,對(duì)油田產(chǎn)能建設(shè)項(xiàng)目管理體系構(gòu)建的必要性進(jìn)行分析,提出包括目標(biāo)體系、內(nèi)容體系和運(yùn)行體系三個(gè)核心部分的油田產(chǎn)能建設(shè)項(xiàng)目管理體系總體框架。其次,對(duì)油田產(chǎn)能建設(shè)項(xiàng)目管理的理念與目標(biāo)、評(píng)價(jià)指標(biāo)與方法進(jìn)行分析,構(gòu)建起油田產(chǎn)能建設(shè)項(xiàng)目管理的目標(biāo)體系。再次,構(gòu)建起油田產(chǎn)能建設(shè)項(xiàng)目管理的內(nèi)容體系,從全生命周期的角度將油田產(chǎn)能建設(shè)項(xiàng)目管理階段劃分成了啟動(dòng)階段、實(shí)施階段和收尾階段3個(gè)階段,并對(duì)各階段的工作活動(dòng)進(jìn)行劃分,其中啟動(dòng)階段包含項(xiàng)目組織結(jié)構(gòu)選擇和團(tuán)隊(duì)建設(shè)、項(xiàng)目選擇和決策等內(nèi)容,實(shí)施階段包括項(xiàng)目實(shí)施進(jìn)度、費(fèi)用管理等內(nèi)容,收尾階段主要包括項(xiàng)目成果的驗(yàn)收、后期總結(jié)、檔案管理以及績(jī)效考評(píng)等內(nèi)容。最后,構(gòu)建起油田產(chǎn)能建設(shè)項(xiàng)目管理的運(yùn)行體系,通過(guò)對(duì)不同生命周期參建單位行為偏好的分析,提出了促進(jìn)各參建單位努力工作、積極合作,促進(jìn)項(xiàng)目目標(biāo)高效實(shí)現(xiàn),促進(jìn)管理體系有效實(shí)施的各生命周期階段激勵(lì)措施。其中啟動(dòng)階段主要考慮項(xiàng)目參與主體間的信任問(wèn)題,實(shí)施階段主要考慮參建單位的互惠與公平偏好,收尾階段主要考慮參建單位管理人員的調(diào)動(dòng)問(wèn)題。
