【摘要】：我國(guó)石油石化行業(yè)正處于高速發(fā)展時(shí)期,大型、超大型的石油石化工程建設(shè)項(xiàng)目越來(lái)越多。由于過(guò)去單一的項(xiàng)目管理模式已經(jīng)無(wú)法很好地適應(yīng)現(xiàn)代工程項(xiàng)目管理的要求,越來(lái)越多的油田企業(yè)開始采用EPC項(xiàng)目管理模式。Y公司第一次以總包方的角色承接了S試采工程,由于Y公司缺少一套完整的評(píng)價(jià)方法,難以對(duì)S試采工程EPC項(xiàng)目的建設(shè)績(jī)效做出有效的評(píng)價(jià),急需將EPC項(xiàng)目建設(shè)績(jī)效評(píng)價(jià)的有關(guān)理論在實(shí)踐中得以應(yīng)用,為S試采工程EPC項(xiàng)目建設(shè)績(jī)效評(píng)價(jià)提供一套有效的方法。 基于此,論文從理論與實(shí)踐相結(jié)合的角度,采用綜合評(píng)價(jià)、比較研究、統(tǒng)計(jì)分析等研究方法,對(duì)S試采工程EPC項(xiàng)目績(jī)效進(jìn)行綜合評(píng)價(jià)研究。首先,在國(guó)內(nèi)外相關(guān)文獻(xiàn)研究的基礎(chǔ)之上,分析了當(dāng)前EPC項(xiàng)目建設(shè)績(jī)效評(píng)價(jià)的研究現(xiàn)狀。根據(jù)EPC項(xiàng)目和建設(shè)績(jī)效的相關(guān)理論,結(jié)合S試采工程EPC項(xiàng)目,分析了S試采工程EPC項(xiàng)目建設(shè)績(jī)效評(píng)價(jià)體系的不足及存在的問題。其次,為了構(gòu)建科學(xué)、合理的評(píng)價(jià)指標(biāo)體系,在對(duì)涉及到工程項(xiàng)目績(jī)效評(píng)價(jià)指標(biāo)體系的相關(guān)文獻(xiàn)整理的基礎(chǔ)上,提出了指標(biāo)類別在不同階段的重要程度矩陣、一級(jí)評(píng)價(jià)指標(biāo)選擇矩陣、指標(biāo)類別在不同層級(jí)的重要程度矩陣,探討了影響評(píng)價(jià)指標(biāo)體系設(shè)計(jì)的因素。另外,根據(jù)比較研究的相關(guān)結(jié)論,提出了采用KPI關(guān)鍵指標(biāo)、職能管理指標(biāo)、優(yōu)勢(shì)指標(biāo)這三大類指標(biāo)所構(gòu)建的綜合評(píng)價(jià)體系,并詳細(xì)解析了各指標(biāo)的內(nèi)涵,對(duì)于每一指標(biāo)給出了具體的評(píng)價(jià)標(biāo)準(zhǔn)。再次,根據(jù)所建立的S試采工程EPC項(xiàng)目績(jī)效綜合評(píng)價(jià)模型,在綜合評(píng)價(jià)理論的指導(dǎo)下,采用模糊綜合評(píng)價(jià)的方法,對(duì)所構(gòu)建模型中的職能指標(biāo)和優(yōu)勢(shì)指標(biāo)進(jìn)行了評(píng)價(jià)分析,根據(jù)評(píng)價(jià)的具體結(jié)果,提出了相應(yīng)的改進(jìn)對(duì)策。
[Abstract]:China's petroleum and petrochemical industry is in a period of rapid development, large-scale. There are more and more super-large petroleum and petrochemical engineering construction projects. Because of the single project management mode in the past can not adapt to the requirements of modern engineering project management. More and more oil field enterprises began to adopt EPC project management mode. Y Company took on S production test project for the first time in the role of general contractor, because Y company lacks a set of complete evaluation methods. It is difficult to make an effective evaluation on the construction performance of EPC project of S test and mining project. It is urgent to apply the theory of construction performance evaluation of EPC project in practice. It provides a set of effective methods for evaluation of construction performance of S test mining project EPC project. Based on this, the paper from the perspective of theory and practice, using comprehensive evaluation, comparative research, statistical analysis and other research methods to S test and mining project EPC project performance comprehensive evaluation. First. On the basis of domestic and foreign related literature research, this paper analyzes the current research status of EPC project construction performance evaluation. According to the relevant theory of EPC project and construction performance, combined with S test mining project EPC project. This paper analyzes the shortcomings and problems of S test mining project EPC project construction performance evaluation system. Secondly, in order to build a scientific and reasonable evaluation index system. On the basis of the related documents about the index system of engineering project performance evaluation, this paper puts forward the importance degree matrix of the index category in different stages and the first-level evaluation index selection matrix. The important degree matrix of index categories at different levels, discusses the factors that affect the design of evaluation index system. In addition, according to the relevant conclusions of comparative research, this paper puts forward the use of KPI key indicators, function management indicators. The comprehensive evaluation system constructed by the three categories of advantage indicators, and detailed analysis of the connotation of each index, for each index given a specific evaluation criteria. Again. According to the established S test mining project EPC project performance comprehensive evaluation model, under the guidance of the comprehensive evaluation theory, the fuzzy comprehensive evaluation method is adopted. The function index and advantage index of the model are evaluated and analyzed. According to the concrete results of the evaluation, the corresponding improvement countermeasures are put forward.
