【摘要】:近年來隨著我國在世界經(jīng)濟(jì)地位的不斷攀升,以及國家的宏觀經(jīng)濟(jì)戰(zhàn)略需要,石油能源逐漸成為穩(wěn)定國家經(jīng)濟(jì)的投資重點(diǎn),新開工的石化開采項(xiàng)目、煉化項(xiàng)目和戰(zhàn)略倉儲(chǔ)項(xiàng)目也隨之增加,在愈發(fā)注重品質(zhì)和效益的今天,針對石化建設(shè)項(xiàng)目的管理也成為石油企業(yè)關(guān)注的重點(diǎn),本文研究的項(xiàng)目范圍管理是近來來逐步得到應(yīng)用的較為新穎的管理思路和方法,通過研究項(xiàng)目中存在的無效工作和項(xiàng)目風(fēng)險(xiǎn)問題,從根本上提高效率、優(yōu)化管理,根據(jù)范圍管理的主要內(nèi)容對石化企業(yè)油庫建設(shè)項(xiàng)目如何做好范圍管理工作進(jìn)行探討,并為石化企業(yè)的油庫項(xiàng)目建設(shè)工作帶來優(yōu)化。本文站在石油公司經(jīng)營和建設(shè)的角度出發(fā),結(jié)合目前此類項(xiàng)目建設(shè)的相關(guān)管理方法、油庫建設(shè)項(xiàng)目的特征與功能,對油庫項(xiàng)目實(shí)施范圍管理的必要性與可行性從三個(gè)方面進(jìn)行了論證,隨后通過石油庫項(xiàng)目的工作界面劃分和控制措施對項(xiàng)目管理范圍進(jìn)行約束,在此基礎(chǔ)上,完善了石油項(xiàng)目實(shí)行范圍管理的相關(guān)建議,并針對項(xiàng)目管理內(nèi)容中可能出現(xiàn)的問題提出應(yīng)對措施。在實(shí)行范圍管理的必要性和可行性方面,文章介紹了在油庫項(xiàng)目管理中存在的主要問題,例如項(xiàng)目控制風(fēng)險(xiǎn)等級較高、項(xiàng)目管理內(nèi)容變更頻繁等問題,針對上述各類問題實(shí)施范圍管理并進(jìn)行SWOT分析,通過建立完善的范圍管理制度,為范圍管理在油庫項(xiàng)目中的應(yīng)用提供基礎(chǔ)條件和制度保障。在油庫項(xiàng)目實(shí)施范圍管理的具體應(yīng)用方面,采用實(shí)證法對項(xiàng)目工作界面進(jìn)行劃分和結(jié)構(gòu)分解,并根據(jù)各元素的范圍變化提出對應(yīng)的控制方法和控制措施。在范圍管理目標(biāo)核實(shí)和評估方面,通過對ERP動(dòng)態(tài)數(shù)據(jù)、HSE制度執(zhí)行、中交成果以及經(jīng)營效果的核實(shí),得出范圍管理目標(biāo)的綜合成果,并根據(jù)成果對項(xiàng)目整體管理水平開展評估工作。通過上述研究以解決此類問題為本文最終目的,為同類項(xiàng)目提供借鑒和參考。
[Abstract]:In recent years, with the rising status of our country in the world economy and the need of national macroeconomic strategy, petroleum energy has gradually become the focus of investment in stabilizing the national economy, and new petrochemical mining projects have been started. Refining and chemical projects and strategic storage projects have also increased, in the increasingly focus on quality and efficiency of today, petrochemical construction project management has become the focus of attention of oil enterprises. The project scope management studied in this paper is a relatively new management idea and method which has been gradually applied recently. Through studying the problem of ineffective work and project risk in the project, the efficiency can be improved fundamentally. According to the main contents of scope management, this paper discusses how to do well the scope management of oil depot construction projects in petrochemical enterprises. From the point of view of the management and construction of oil companies, combining with the current management methods of such projects, the characteristics and functions of oil depot construction projects are discussed. The necessity and feasibility of implementing scope management of oil depot project are demonstrated from three aspects, and then the scope of project management is restricted by dividing the working interface of oil depot project and controlling measures. Improve the petroleum project implementation range management recommendations, and in view of the project management content may appear in the problem of countermeasures. In the implementation of scope management in the necessity and feasibility. This paper introduces the main problems existing in the project management of oil depot, such as the high risk level of project control, the frequent change of project management contents, and so on. In view of the above kinds of problems to implement scope management and SWOT analysis, through the establishment of a perfect scope management system. It provides basic conditions and system guarantee for the application of scope management in oil depot projects. In the specific application of scope management of oil depot projects, the project interface is divided and structure decomposed by empirical method. According to the range change of each element, the corresponding control methods and control measures are put forward. In the aspect of scope management objective verification and evaluation, the ERP dynamic data system is implemented. The final purpose of this paper is to obtain the comprehensive results of the scope management objectives and evaluate the overall management level of the project according to the results. Through the above research to solve this kind of problems is the ultimate purpose of this paper. For similar projects to provide reference and reference.
