【摘要】：海岸帶是人類活動最為集中的地區(qū)，也是未來人口集聚和城市化發(fā)展的核心區(qū)，協(xié)調(diào)好海岸帶經(jīng)濟社會發(fā)展及其與資源環(huán)境之間的關系成為促進區(qū)域可持續(xù)發(fā)展重要內(nèi)容。隨著遼寧海岸帶地區(qū)作為整體開發(fā)區(qū)域納入國家戰(zhàn)略規(guī)劃，其經(jīng)濟和社會必將進入一個高速發(fā)展的新階段，沿海地區(qū)的資源環(huán)境將承受更大的壓力，管理方式合適與否必將成為影響本地區(qū)發(fā)展的關鍵因素。本論文針對這一現(xiàn)實需求，將遼寧沿海經(jīng)濟帶作為研究對象，從區(qū)域產(chǎn)業(yè)分工與合作、區(qū)域基礎設施建設和資源利用等迫切需要加強區(qū)域管治的重點領域入手，分析上述領域存在的主要問題，并針對相關問題提出相應的管治對策，，并在此基礎上討論了遼寧沿海經(jīng)濟帶空間管治的相關問題，如管治體系的構建、管治模式的選擇、區(qū)域管治政策的制定以及管治執(zhí)行的保障機制等。論文主要內(nèi)容包括以下6個方面： 1.在對相關概念進行辨析的基礎上，分析了海岸帶、海岸帶綜合管理與空間管治的內(nèi)涵，系統(tǒng)總結了包括城市與區(qū)域管治、產(chǎn)業(yè)發(fā)展、港口腹地、區(qū)域經(jīng)濟與資源環(huán)境協(xié)調(diào)發(fā)展在內(nèi)的沿�？臻g管治重點領域相關理論和方法，為開展遼寧沿海經(jīng)濟帶空間管治研究奠定理論基礎，并在此基礎上提出遼寧沿海經(jīng)濟帶空間管治的核心問題。 2.論述了遼寧沿海經(jīng)濟帶開發(fā)歷程，深入分析了遼寧沿海經(jīng)濟帶開發(fā)的優(yōu)勢條件和存在問題，針對存在問題開展進一步研究。 3.在分析遼寧沿海經(jīng)濟帶產(chǎn)業(yè)布局和演化的基礎上，利用區(qū)位商、洛倫茨曲線與空間基尼系數(shù)、變異系數(shù)對遼寧沿海經(jīng)濟帶產(chǎn)業(yè)分工現(xiàn)狀進行分析，并探討了區(qū)域產(chǎn)業(yè)分工的機理和管治對策。另外，根據(jù)各城市各產(chǎn)業(yè)競爭優(yōu)勢度指數(shù)調(diào)整產(chǎn)業(yè)園區(qū)定位，對重點產(chǎn)業(yè)進行優(yōu)化布局。 4.結合港口規(guī)模與港城支持度構建港口影響力指標體系，運用Huff模型計算遼寧沿海6個港口對腹地城市影響勢能值，對1995~2009年遼寧沿海港口腹地空間演變進行定量研究，并對影響沿海港口腹地演變的驅動要素進行定性分析。在深入分析各港口腹地經(jīng)濟結構演變的基礎上探討港口群分工與協(xié)調(diào)機制。 5.采用數(shù)據(jù)包絡分析對遼寧沿海經(jīng)濟帶水土資源利用效率進行評價，探討制約水土資源利用效率提高的影響因素，并提出相應的管治對策。 6.在借鑒相關管治研究的基礎上，優(yōu)化遼寧沿海經(jīng)濟帶空間管治體系、管治模式、管治手段，并針對遼寧沿海經(jīng)濟帶空間管治的重點領域完善區(qū)域管治政策和管治保障機制。
[Abstract]:Coastal zone is not only the most concentrated area of human activities, but also the core area of population agglomeration and urbanization development in the future. coordinating the economic and social development of coastal zone and its relationship with resources and environment has become an important content to promote regional sustainable development. With the integration of Liaoning coastal zone as an overall development area into the national strategic planning, its economy and society will enter a new stage of rapid development, and the resources and environment of coastal areas will be under greater pressure. Whether the management mode is appropriate or not will become the key factor affecting the development of the region. In view of this realistic demand, this paper takes Liaoning coastal economic belt as the research object, starting with the key areas of regional industrial division of labor and cooperation, regional infrastructure construction and resource utilization, which urgently need to strengthen regional governance. This paper analyzes the main problems existing in the above fields, and puts forward some corresponding governance countermeasures for the related problems, and on this basis, discusses the related problems of the spatial governance of the coastal economic belt of Liaoning Province, such as the construction of the governance system and the choice of the governance mode. The formulation of regional governance policy and the safeguard mechanism of governance implementation, etc. The main contents of this paper include the following six aspects: 1.
