【摘要】：隨著中國(guó)進(jìn)入高速城市化時(shí)期，村鎮(zhèn)規(guī)劃成為中國(guó)城市化進(jìn)程的核心問(wèn)題。然而，傳統(tǒng)村鎮(zhèn)規(guī)劃照搬城市規(guī)劃體系出現(xiàn)明顯不適應(yīng)，論文針對(duì)這一問(wèn)題展開對(duì)村鎮(zhèn)規(guī)劃區(qū)域性的研究。 論文運(yùn)用理論研究與實(shí)踐應(yīng)用相結(jié)合、基于GIS的探索性空間分析等研究方法，首先通過(guò)研究高速城市化時(shí)期的特征、問(wèn)題及其產(chǎn)生的對(duì)村鎮(zhèn)規(guī)劃區(qū)域性的需求，提出中國(guó)高速城市化時(shí)期村鎮(zhèn)規(guī)劃區(qū)域性研究的總體思路；其次通過(guò)分析村鎮(zhèn)發(fā)展的關(guān)聯(lián)性和村鎮(zhèn)區(qū)域的系統(tǒng)性，確定村鎮(zhèn)規(guī)劃區(qū)域性的重點(diǎn)層次，并構(gòu)建村鎮(zhèn)規(guī)劃區(qū)域性的技術(shù)框架；第三，分別對(duì)村鎮(zhèn)規(guī)劃區(qū)域性技術(shù)框架中的目標(biāo)體系、規(guī)劃策略、內(nèi)容體系和實(shí)施機(jī)制進(jìn)行研究，提出具體操作建議；最后，結(jié)合村鎮(zhèn)規(guī)劃區(qū)域性的重點(diǎn)層次，將其技術(shù)框架規(guī)范化為規(guī)劃導(dǎo)則的形式。 論文通過(guò)研究得到以下主要結(jié)論：1）中國(guó)城市化進(jìn)入高速增長(zhǎng)時(shí)期，村鎮(zhèn)規(guī)劃成為中國(guó)城市化進(jìn)程的核心問(wèn)題，然而我國(guó)村鎮(zhèn)規(guī)劃體系不適應(yīng)“新農(nóng)村建設(shè)”和“健康城鎮(zhèn)化”的新形勢(shì)，需要加強(qiáng)村鎮(zhèn)規(guī)劃的區(qū)域性；2）村鎮(zhèn)規(guī)劃的區(qū)域性是建立在村鎮(zhèn)發(fā)展的區(qū)域性之上的，，而村鎮(zhèn)發(fā)展的區(qū)域性則是其關(guān)聯(lián)性和系統(tǒng)性在地域空間上的反映；3）國(guó)內(nèi)外現(xiàn)有的村鎮(zhèn)規(guī)劃區(qū)域性研究缺少對(duì)村鎮(zhèn)規(guī)劃區(qū)域性從目標(biāo)到框架的系統(tǒng)性理論研究，對(duì)村鎮(zhèn)規(guī)劃區(qū)域性的理解仍然多限于鎮(zhèn)村體系層面；4）高速城市化將產(chǎn)生負(fù)外部性，而現(xiàn)有的調(diào)節(jié)機(jī)制缺少有效應(yīng)對(duì)手段。村鎮(zhèn)規(guī)劃的區(qū)域性是應(yīng)對(duì)高速城市化負(fù)外部性的一種新的調(diào)節(jié)手段，具有政府調(diào)控和鄉(xiāng)村自組織相結(jié)合的特點(diǎn)；5）村鎮(zhèn)發(fā)展的同質(zhì)關(guān)聯(lián)性是確定村鎮(zhèn)規(guī)劃區(qū)域性重點(diǎn)層次的依據(jù)，通過(guò)對(duì)其從全國(guó)總體層面的研究發(fā)現(xiàn)，高速城市化時(shí)期村鎮(zhèn)規(guī)劃的區(qū)域性應(yīng)以鎮(zhèn)（鄉(xiāng)）域作為重點(diǎn)層次；6）村鎮(zhèn)區(qū)域系統(tǒng)生產(chǎn)功能、生態(tài)功能和物質(zhì)能量信息輸入功能三大系統(tǒng)功能的實(shí)現(xiàn)在空間上以非建成環(huán)境為重點(diǎn)，因而村鎮(zhèn)規(guī)劃的區(qū)域性應(yīng)實(shí)現(xiàn)向以生態(tài)本底、自然要素為本的規(guī)劃理念的轉(zhuǎn)變。
[Abstract]:With China's rapid urbanization period, the planning of villages and towns has become the core issue of China's urbanization process. However, the traditional village and town planning copy city planning system appears obviously not suitable, the paper carries on the research to the village and town planning regional. Based on the research methods of exploratory spatial analysis based on GIS, this paper combines theoretical research with practical application. Firstly, it studies the characteristics, problems and regional demands of village and town planning in the period of high-speed urbanization. This paper puts forward the general idea of the regional research of village and town planning in the period of high speed urbanization in China. Secondly, through the analysis of the relevance of the development of villages and towns and the systematization of villages and towns, the key levels of regional planning of villages and towns are determined, and the technical framework of regional planning of villages and towns is constructed. Thirdly, the target system, planning strategy, content system and implementation mechanism in the regional technical framework of village and town planning are studied respectively, and specific operational suggestions are put forward. Finally, the technical framework is standardized into the form of planning guidelines in combination with the regional key levels of village and town planning. The main conclusions are as follows: 1) China's urbanization has entered a period of rapid growth, and the planning of villages and towns has become the core issue in the process of urbanization in China. However, the planning system of villages and towns in our country does not adapt to the new situation of "new rural construction" and "healthy urbanization", so it is necessary to strengthen the regional planning of villages and towns. 2) the regional planning of villages and towns is based on the regional development of villages and towns, while the regional development of villages and towns is the reflection of its relevance and systematization in regional space; 3) the existing regional studies of village and town planning at home and abroad lack systematic theoretical research on the regional planning of villages and towns from the goal to the framework, and the understanding of the regional planning of villages and towns is still limited to the level of the system of towns and villages; 4) High-speed urbanization will produce negative externalities, but the existing regulation mechanism lacks effective means to deal with it. The regional planning of villages and towns is a new adjustment means to deal with the negative externalities of high-speed urbanization, which has the characteristics of combining government regulation and rural self-organization. 5) the homogeneity of the development of villages and towns is the basis of determining the regional key levels of village and town planning. Through the research on the whole level of the whole country, it is found that the regional planning of villages and towns in the period of high-speed urbanization should take the area of town (township) as the key level. 6) the realization of the production function, ecological function and input function of material and energy information of village and town system is focused on the non-built environment in space, so the regional planning of village and town should be based on ecological background. A change in the concept of planning based on natural elements.
