建設(shè)項(xiàng)目DB模式的風(fēng)險(xiǎn)評(píng)價(jià)研究

【摘要】:與其他模式相比,DB模式在項(xiàng)目工期、費(fèi)用及質(zhì)量目標(biāo)方面均具有優(yōu)勢(shì),已成為國(guó)際工程承發(fā)包模式的主流趨勢(shì)。國(guó)內(nèi),在工程建設(shè)領(lǐng)域,DB模式也得到積極推廣,但截至目前,仍處于探索應(yīng)用階段,沒(méi)有建立起系統(tǒng)成熟的管理體制,建設(shè)項(xiàng)目DB模式的風(fēng)險(xiǎn)管理亦存有不足。 建設(shè)項(xiàng)目風(fēng)險(xiǎn)分為外部環(huán)境風(fēng)險(xiǎn)及內(nèi)部環(huán)境風(fēng)險(xiǎn)。外部環(huán)境風(fēng)險(xiǎn)主要指社會(huì)風(fēng)險(xiǎn)及自然風(fēng)險(xiǎn)等客觀風(fēng)險(xiǎn),內(nèi)部環(huán)境風(fēng)險(xiǎn)主要指項(xiàng)目主體行為風(fēng)險(xiǎn)。DB模式下,項(xiàng)目合同結(jié)構(gòu)發(fā)生了較大變化。業(yè)主或其委托的設(shè)計(jì)單位完成方案設(shè)計(jì)及初步設(shè)計(jì)后,總承包商完成項(xiàng)目的施工圖設(shè)計(jì)及工程施工任務(wù),并對(duì)設(shè)計(jì)質(zhì)量、工程工期、成本及質(zhì)量承擔(dān)全部責(zé)任,總承包商承擔(dān)的風(fēng)險(xiǎn)大大增加。同建設(shè)項(xiàng)目的典型風(fēng)險(xiǎn)相比,影響項(xiàng)目目標(biāo)的主體行為風(fēng)險(xiǎn)因素發(fā)生了較大變化,如總承包商的設(shè)計(jì)技術(shù)能力及設(shè)計(jì)進(jìn)度管理能力對(duì)DB模式能否運(yùn)用成功有重要影響。 本文界定了DB模式的類別,從合同結(jié)構(gòu)方面論述了DB模式的屬性特征,并對(duì)DB模式與常用工程承發(fā)包模式進(jìn)行了比較分析。在此基礎(chǔ)上,進(jìn)一步系統(tǒng)識(shí)別并剖析了DB模式的社會(huì)風(fēng)險(xiǎn)、自然風(fēng)險(xiǎn)及業(yè)主、總承包商、第三方監(jiān)理等項(xiàng)目主體行為風(fēng)險(xiǎn),通過(guò)歸納整理,建立了建設(shè)項(xiàng)目DB模式的風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系。最后,文章比較了常用風(fēng)險(xiǎn)評(píng)價(jià)方法的特點(diǎn)及適用性,引入可拓評(píng)價(jià)方法創(chuàng)建了建設(shè)項(xiàng)目DB模式的風(fēng)險(xiǎn)評(píng)估模型,并以深圳地鐵5號(hào)線項(xiàng)目為實(shí)證案例,分析驗(yàn)證了評(píng)估模型的可行性。 通過(guò)本文的研究,能夠幫助項(xiàng)目主體在項(xiàng)目前期決策時(shí)評(píng)估DB項(xiàng)目的風(fēng)險(xiǎn),判斷項(xiàng)目所處的風(fēng)險(xiǎn)狀態(tài),并有針對(duì)性的做出風(fēng)險(xiǎn)管控措施,這有利于促進(jìn)DB模式在我國(guó)建設(shè)項(xiàng)目中的推廣應(yīng)用。
[Abstract]:Compared with other models, DB mode has advantages in terms of project construction period, cost and quality objective, and has become the main trend of international project contracting mode. At present, in the field of engineering construction, the DB model is also actively promoted, but at present, it is still in the exploration and application stage, and the management system of the system is not established, and the risk management of the DB model of the construction project is also insufficient. The risk of construction project is divided into the external environment risk and the internal environment Risk. The external environment risk mainly refers to the objective risks such as social risk and natural risk, and the internal environmental risk mainly refers to the behavior of the project main body Risk. In DB mode, the project contract structure is large Change. After completion of the design and preliminary design of the project design and preliminary design by the Owner or the design unit entrusted by it, the General Contractor shall complete the construction drawing design and construction tasks of the project, and shall assume full responsibility for the design quality, the project construction period, the cost and the quality, and the overall contractor's risk is greatly In comparison with the typical risk of the construction project, the main behavior risk factors that affect the project's target have changed greatly, such as the design technical ability of the general contractor and the ability of the design progress management to play an important role in the successful application of the DB mode The paper defines the category of DB mode, discusses the attribute of DB mode from the aspect of contract structure, and makes the DB model and the common project contracting mode. A comparative analysis is made. On the basis of this, further system identification and analysis of the social risk, natural risk and the risk of the main behavior of the project subject such as the owner, the general contractor and the third party supervision have been analyzed, and the risk evaluation of the DB model of the construction project is set up through the induction and arrangement. At last, the characteristics and applicability of the common risk evaluation method are compared. The risk assessment model of the DB model of the construction project was established by introducing the evaluation method, and the evaluation model was analyzed and verified with the case of Shenzhen Metro Line 5 project as an example. The study of this paper can help the project main body to evaluate the risk of the DB project in the early stage of the project, to judge the risk status at the project, and to make relevant risk control measures, which is beneficial to the promotion of DB mode in the construction of our country.
