【摘要】：近年來(lái),隨著我國(guó)經(jīng)濟(jì)持續(xù)快速增長(zhǎng)、綜合國(guó)力不斷增強(qiáng),我國(guó)對(duì)外援助的速度不斷上升。在農(nóng)業(yè)、基礎(chǔ)設(shè)施、教育、醫(yī)療衛(wèi)生、人力資源開(kāi)發(fā)合作、清潔能源等領(lǐng)域的對(duì)外援助力度越來(lái)越大。在這樣的一個(gè)大趨勢(shì)下,我國(guó)援外成套建筑工程項(xiàng)目建設(shè)也隨著高速地發(fā)展起來(lái)。但是,由于大部分受援國(guó)經(jīng)濟(jì)條件較差,環(huán)境相對(duì)比較惡劣,再加上我們很多國(guó)內(nèi)企業(yè)沒(méi)有充分認(rèn)識(shí)到援外工程的語(yǔ)言障礙、文化差異、技術(shù)標(biāo)準(zhǔn)差異、安全環(huán)保限制、材料短缺等等國(guó)內(nèi)難以想象的困難,導(dǎo)致我國(guó)援外建設(shè)工程項(xiàng)目在建設(shè)過(guò)程中遇到很多質(zhì)量問(wèn)題。 基于這樣的大背景下,本文從我國(guó)對(duì)外援助的發(fā)展歷程及目前我國(guó)對(duì)外援助情況出發(fā),確定了本文的研究對(duì)象和核心——我國(guó)援外成套建筑工程項(xiàng)目施工質(zhì)量管理。 首先,闡述了對(duì)我國(guó)援外成套建筑工程項(xiàng)目的認(rèn)識(shí),并詳細(xì)地分析了我國(guó)援外成套建筑工程項(xiàng)目特點(diǎn)、施工質(zhì)量管理現(xiàn)狀和存在的問(wèn)題以及我國(guó)援外成套建筑工程項(xiàng)目施工質(zhì)量管理原則。 其次,結(jié)合存在的問(wèn)題,對(duì)我國(guó)援外成套建筑工程項(xiàng)目施工質(zhì)量影響因素進(jìn)行詳細(xì)地分析,根據(jù)這些影響因素,確立了我國(guó)援外成套建筑工程項(xiàng)目施工質(zhì)量總目標(biāo)和各階段的質(zhì)量子目標(biāo)。 再次,在我國(guó)援外成套建筑工程項(xiàng)目施工質(zhì)量目標(biāo)的引導(dǎo)下,從質(zhì)量保證和質(zhì)量控制兩方面對(duì)我國(guó)援外成套建筑工程項(xiàng)目施工質(zhì)量管理進(jìn)行研究分析。 最后,本文結(jié)合援助加納W地區(qū)醫(yī)科大學(xué)工程項(xiàng)目,對(duì)前文的理論分析進(jìn)行了實(shí)證研究,并提出了我國(guó)援外成套建筑工程項(xiàng)目施工質(zhì)量管理的改進(jìn)對(duì)策。 本文著重闡述了我國(guó)援外成套建筑工程項(xiàng)目施工階段目標(biāo)的確立、施工質(zhì)量保證和質(zhì)量控制,提出了相應(yīng)的保證措施和控制措施,為我國(guó)援外成套建筑工程項(xiàng)目施工質(zhì)量管理提供了方法,也為將來(lái)的援外項(xiàng)目管理研究提供了一定的理論基礎(chǔ)。
[Abstract]:In recent years, with the sustained rapid growth of China's economy and the continuous enhancement of the comprehensive national strength, the speed of China's foreign aid has been rising. Foreign aid is growing in agriculture, infrastructure, education, health care, human resources development, clean energy, and so on. In such a general trend, the construction of complete sets of construction projects for foreign aid has also developed at high speed. However, due to the poor economic conditions and relatively poor environment in most of the recipient countries, coupled with the fact that many of our domestic enterprises have not fully realized the language barriers, cultural differences, differences in technical standards, and restrictions on safety and environmental protection of foreign aid projects, The shortage of materials and other unimaginable difficulties in our country lead to many quality problems in the construction of foreign aid projects. Based on this background, starting from the development course of China's foreign aid and the current situation of China's foreign aid, this paper determines the research object and core of this paper, which is the construction quality management of China's foreign aid complete set of construction projects. First of all, the author expounds the understanding of the complete set of foreign aid construction projects in China, and analyzes in detail the characteristics of the complete sets of foreign aid construction projects in China. The present situation and existing problems of construction quality management and the construction quality management principles of complete sets of foreign aid construction projects in China. Secondly, combined with the existing problems, the factors affecting the construction quality of complete sets of foreign aid construction projects in China are analyzed in detail, according to these factors, The total construction quality target and the quality sub-target of each stage of the complete foreign aid construction project in China are established. Thirdly, under the guidance of the construction quality goal of the complete foreign aid construction project, the construction quality management of the complete foreign aid construction project is studied and analyzed from the two aspects of quality assurance and quality control. Finally, combining with the aid of the project of Ghana W region Medical University, this paper makes an empirical study on the previous theoretical analysis, and puts forward the countermeasures to improve the construction quality management of the complete set of foreign aid construction projects in China. This paper focuses on the establishment of construction stage objectives, construction quality assurance and quality control of complete sets of foreign aid construction projects in China, and puts forward the corresponding assurance measures and control measures. It provides a method for the construction quality management of the complete set of foreign aid construction projects in our country, and also provides a certain theoretical basis for the future research on the foreign aid project management.
