【摘要】：建設(shè)工程招投標(biāo)制度在我國實(shí)行近30年來取得了長足的進(jìn)步,為我國建筑市場健康發(fā)展起著極大的促進(jìn)作用,但在制度建設(shè)、實(shí)際落實(shí)中仍然暴露出諸多問題,亟需推出對(duì)應(yīng)措施給予改進(jìn)和完善。 本文首先對(duì)建設(shè)工程招投標(biāo)相關(guān)理論基礎(chǔ)進(jìn)行了系統(tǒng)的分析總結(jié),然后基于X市近5年在建設(shè)工程招投標(biāo)領(lǐng)域查處的案件統(tǒng)計(jì)分析,分別從招投標(biāo)環(huán)節(jié)、招投標(biāo)相關(guān)主體、多環(huán)節(jié)多主體三方面,對(duì)X市建設(shè)工程招投標(biāo)現(xiàn)狀進(jìn)行了深入的剖析,利用現(xiàn)實(shí)案例為佐證,詳細(xì)分析了問題成因,總結(jié)出目前存在的問題。最后分別從推廣電子招投標(biāo)、建立完善招投標(biāo)綜合監(jiān)管體系、加強(qiáng)招標(biāo)代理市場管理三方面,提出了相應(yīng)的解決對(duì)策。 通過對(duì)應(yīng)的改進(jìn)方案,能夠有效避免建設(shè)工程招投標(biāo)問題的發(fā)生,營造“公平、公正、公開、誠信”的招投標(biāo)環(huán)境,遏制建設(shè)工程領(lǐng)域貪污腐敗、串標(biāo)圍標(biāo)、人為操縱等違法行為的滋生,為我國建設(shè)工程招投標(biāo)制度的發(fā)展貢獻(xiàn)自己的一份力量。
[Abstract]:In the past 30 years, the construction project bidding system has made great progress in our country, which plays a great role in promoting the healthy development of our country's construction market. However, many problems are still exposed in the system construction and practical implementation. It is urgent to put forward corresponding measures to improve and perfect them. This paper firstly analyzes and summarizes the theoretical basis of bidding for construction projects, and then based on the statistical analysis of the cases investigated and dealt with in the field of bidding for construction projects in the past five years in X City, respectively, from the aspects of tendering and bidding, the relevant subjects of bidding and bidding are involved. This paper makes a thorough analysis of the present situation of bidding for construction projects in X City from three aspects of multi-links and multi-subjects, and analyzes in detail the causes of the problems and summarizes the existing problems. Finally, the corresponding countermeasures are put forward from three aspects: popularizing electronic bidding, establishing and perfecting the comprehensive supervision system of bidding and strengthening the market management of bidding agent. Through the corresponding improvement scheme, we can effectively avoid the problem of bidding for construction projects, create a "fair, just, open and honest" bidding environment, curb corruption in the field of construction projects, The breeding of illegal activities such as artificial manipulation contributes to the development of bidding system of construction projects in our country.
