長(zhǎng)沙市保障性住房綠色建筑評(píng)價(jià)方法研究

【摘要】:當(dāng)前我國(guó)處于保障性住房大量建設(shè)的重要時(shí)期,根據(jù)住房城鄉(xiāng)建設(shè)部近日公布制訂的《“十二五”綠色建筑和綠色生態(tài)城區(qū)發(fā)展規(guī)劃》提出的具體目標(biāo),2014年起直轄市、計(jì)劃單列市及省會(huì)城市建設(shè)的保障性住房將率先執(zhí)行綠色建筑標(biāo)準(zhǔn)。 長(zhǎng)沙作為省會(huì)城市,面臨著又快又好的建設(shè)大量保障性住房的問題,又要保證保障性住房的建設(shè)達(dá)到綠色建筑的標(biāo)準(zhǔn)的具體要求。長(zhǎng)沙市暫時(shí)沒有專門針對(duì)保障性住房綠色建筑評(píng)價(jià)的標(biāo)準(zhǔn),為了更好的指導(dǎo)和規(guī)范長(zhǎng)沙市保障性住房綠色建筑的建設(shè),本論文擬對(duì)長(zhǎng)沙市保障性住房的綠色建筑評(píng)價(jià)方法進(jìn)行研究。 保障性住房作為居住建筑類型下的一種特殊建筑類型,具有投資成本較低,建設(shè)用地緊張等特點(diǎn)。本論文研究以《長(zhǎng)沙市綠色建筑評(píng)價(jià)標(biāo)準(zhǔn)》為主要對(duì)象,同時(shí)參考我國(guó)其他夏熱冬冷地區(qū)的綠色建筑評(píng)價(jià)標(biāo)準(zhǔn),結(jié)合保障性住房自身特點(diǎn),,設(shè)置長(zhǎng)沙市保障性住房綠色建筑評(píng)價(jià)方法的結(jié)構(gòu)框架。該框架在節(jié)地與室外環(huán)境、節(jié)能與能源利用、節(jié)水與水資源利用、節(jié)材與材料資源利用、室內(nèi)環(huán)境質(zhì)量、運(yùn)營(yíng)管理六個(gè)方面對(duì)保障性住房的綠色建筑評(píng)價(jià)進(jìn)行控制。長(zhǎng)沙市綠色建筑評(píng)價(jià)方法控制項(xiàng)、優(yōu)選項(xiàng)條文的制定遵循以下原則:一、以《長(zhǎng)沙市綠色建筑評(píng)價(jià)標(biāo)準(zhǔn)》為主,同時(shí)參考夏熱冬冷地區(qū)地方綠色建筑評(píng)價(jià)標(biāo)準(zhǔn)。二、低增量成本、被動(dòng)式技術(shù)優(yōu)選兩個(gè)原則!堕L(zhǎng)沙市綠色建筑評(píng)價(jià)標(biāo)準(zhǔn)》原單項(xiàng)條文包含多個(gè)方面的要求,而保障性住房可能只能達(dá)到其條文的部分要求。然而,按照地方標(biāo)準(zhǔn)要求會(huì)被判定不滿足該項(xiàng)條文會(huì)導(dǎo)致保障性住房達(dá)不到綠色建筑標(biāo)準(zhǔn)。因此,本文關(guān)于長(zhǎng)沙市綠色建筑評(píng)價(jià)方法提出具體的解決措施:在控制項(xiàng)、優(yōu)選項(xiàng)條文的設(shè)置上對(duì)含有多個(gè)方面要求的條文進(jìn)行拆分;對(duì)原有條文具體數(shù)據(jù)控制根據(jù)保障性住房特點(diǎn)進(jìn)行調(diào)整;新增對(duì)保障性住房綠色建筑設(shè)計(jì)具體條文要求。以上措施的采用使保障性住房評(píng)價(jià)方法能夠更加客觀有效的反映保障性住房的綠色建筑程度。通過對(duì)現(xiàn)有夏熱冬冷地區(qū)綠色建筑評(píng)價(jià)標(biāo)準(zhǔn)采用AHP法和Delphi法研究各級(jí)控制指標(biāo)權(quán)重,得出各大類指標(biāo)相對(duì)權(quán)重關(guān)系,能夠?yàn)殚L(zhǎng)沙市綠色保障性住房評(píng)價(jià)方法中設(shè)定保障性住房?jī)?yōu)選項(xiàng)最低滿足數(shù)量提供理論基礎(chǔ)和科學(xué)依據(jù)。 本論文預(yù)期通過對(duì)長(zhǎng)沙市保障性住房綠色建筑評(píng)價(jià)方法的研究,為以后長(zhǎng)沙市保障性住房綠色建筑評(píng)價(jià)標(biāo)準(zhǔn)的制定提供一定的研究基礎(chǔ),以期長(zhǎng)沙市在《“十二五”綠色建筑和綠色生態(tài)城區(qū)發(fā)展規(guī)劃》中的保障性住房建設(shè)的目標(biāo)能夠更好的實(shí)現(xiàn)。
[Abstract]:At present, our country is in the important period of a large number of affordable housing construction. According to the specific targets of the 12th Five-Year Plan for Green Building and Green Ecological City Development, issued recently by the Ministry of Housing Urban-Rural Construction, the municipalities directly under the Central Government have been directly under the Central Government since 2014. The construction of affordable housing in separate cities and provincial capitals will take the lead in implementing green building standards. Changsha, as the capital city, is faced with the problem of fast and good construction of a large number of affordable housing, but also to ensure that the construction of affordable housing to meet the specific requirements of green building standards. For the time being, Changsha does not have a standard specifically for the evaluation of the green building of affordable housing. In order to better guide and standardize the construction of the green building of the indemnificatory housing in Changsha, This paper intends to study the green building evaluation method of the indemnificatory housing in Changsha. As a special type of residential buildings, affordable housing has the characteristics of low investment cost and tight construction land. This paper takes Changsha City Green Building Evaluation Standard as the main object, at the same time referring to other green building evaluation standards in hot summer and cold winter areas in China, combined with the characteristics of affordable housing itself. Set up the structure frame of the green building evaluation method of the indemnificatory housing in Changsha. The framework controls green building evaluation in six aspects: land saving and outdoor environment, energy saving and energy use, water saving and water resource utilization, material saving and material resource utilization, indoor environmental quality, operation and management. The control items of evaluation method of green building in Changsha follow the following principles: first, the evaluation standard of green building in Changsha is the main one, and the evaluation standard of local green building in hot summer and cold winter area is also referred to at the same time. Second, there are two principles of low incremental cost and passive technology selection. The original single article of Changsha Green Building Evaluation Standard contains many requirements, while the indemnificatory housing may only meet some of its requirements. However, the local standard requirements will be ruled not to meet the provisions will lead to affordable housing to meet green building standards. Therefore, this article about Changsha green building evaluation method puts forward the concrete solution: in the control item, the superior option provision setting up to contain the many aspects request the provision to carry on the split; The specific data control of the original provisions is adjusted according to the characteristics of the supportable housing, and the specific provisions of the green building design of the supportable housing are added. The adoption of the above measures makes the evaluation method of affordable housing more objective and effective to reflect the green building degree of affordable housing. By using AHP method and Delphi method to study the weight of control indexes in the existing green building evaluation standards in hot summer and cold winter area, the relative weight relationship of each kind of indexes is obtained. It can provide the theoretical basis and scientific basis for setting the minimum satisfied quantity of the superior option of the supportable housing in the evaluation method of the green affordable housing in Changsha. This paper is expected to provide a certain research basis for the establishment of the evaluation standard of the public housing green building in Changsha through the research on the evaluation method of the indemnificatory housing green building in Changsha. It is expected that the construction of affordable housing in Changsha City can be better realized in the 12th Five-Year Plan of Green Building and Green Ecological Urban District Development Plan.
