既有居住建筑節(jié)能改造的合同能源管理模式研究

【摘要】:隨著我國(guó)國(guó)民經(jīng)濟(jì)的高速發(fā)展,能源緊張、環(huán)境問題日益突出,作為我國(guó)的三大耗能大戶之一,建筑能耗呈現(xiàn)出急劇上漲的趨勢(shì)。雖然節(jié)能建筑的建設(shè)和既有建筑節(jié)能改造陸續(xù)在我國(guó)開展,但是既有居住建筑的節(jié)能改造工作遇到缺少投資主體、業(yè)主節(jié)能改造積極性不高等重重障礙。本文以合同能源管理模式在既有居住建筑節(jié)能改造中的應(yīng)用為主題進(jìn)行了比較系統(tǒng)的研究,試圖打破我國(guó)既有居住建筑節(jié)能改造的種種瓶頸。 本文首先討論了我國(guó)的既有居住建筑能耗情況和其節(jié)能改造現(xiàn)狀,發(fā)現(xiàn)我國(guó)的既有居住建筑耗能約比西方發(fā)達(dá)國(guó)家高1-2倍,而與其相關(guān)的法律法規(guī)和技術(shù)措施還相對(duì)落后。利用進(jìn)化博弈模型對(duì)我國(guó)既有居住建筑節(jié)能改造中政府與業(yè)主的博弈關(guān)系進(jìn)行了分析,得出需要引入新型建筑節(jié)能管理模式來促進(jìn)我國(guó)的既有居住建筑節(jié)能改造的結(jié)論。因此本文把合同能源管理模式引入到既有居住建筑的節(jié)能改造中。 然后簡(jiǎn)要介紹了合同能源管理模式的概念、合同類型和在我國(guó)的發(fā)展情況,在此基礎(chǔ)上,分析了合同能源管理模式應(yīng)用在我國(guó)既有居住建筑節(jié)能改造中的必要性和可行性,在可行的情況下,本文構(gòu)建了合同能源管理模式在我國(guó)既有居住建筑節(jié)能改造中的運(yùn)作流程。 最后研究了合同能源管理模式在我國(guó)既有居住建筑節(jié)能改造中的融資模式、風(fēng)險(xiǎn)管理。針對(duì)我國(guó)合同能源管理項(xiàng)目的融資障礙,提出了組建超級(jí)節(jié)能服務(wù)公司、設(shè)立合同能源管理項(xiàng)目專項(xiàng)擔(dān);鸬冉ㄗh來完善我國(guó)合同能源管理項(xiàng)目的融資渠道;另外從風(fēng)險(xiǎn)產(chǎn)生的原因、風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)應(yīng)對(duì)三個(gè)方面研究了我國(guó)既有居住建筑節(jié)能改造合同能源管理模式的風(fēng)險(xiǎn)管理。
[Abstract]:With the rapid development of national economy, energy shortage and environmental problems are becoming more and more serious. As one of the three largest energy consumers in China, the energy consumption of buildings is rising sharply. Although the construction of energy-saving buildings and existing buildings have been carried out in China, the energy-saving reconstruction of existing residential buildings has encountered many obstacles, such as the lack of investment main body and the low enthusiasm of owners in energy-saving renovation. In this paper, the application of contract energy management mode in the energy-saving transformation of existing residential buildings is systematically studied, and the bottleneck of energy-saving transformation of existing residential buildings in China is attempted to be broken. This paper first discusses the energy consumption of the existing residential buildings in China and the present situation of their energy-saving transformation. It is found that the energy consumption of the existing residential buildings in our country is about 1-2 times higher than that of the western developed countries, while the relevant laws, regulations and technical measures are relatively backward. Based on the evolutionary game model, this paper analyzes the game relationship between the government and the owner in the energy-saving transformation of existing residential buildings in China, and draws a conclusion that it is necessary to introduce a new type of building energy-saving management model to promote the energy-saving transformation of existing residential buildings in China. Therefore, this paper introduces the contract energy management model into the energy-saving reconstruction of existing residential buildings. Then it briefly introduces the concept of contract energy management mode, contract type and its development in China. On this basis, it analyzes the necessity and feasibility of applying contract energy management mode to the energy-saving transformation of existing residential buildings in China. In the case of feasibility, this paper constructs the operation process of the contract energy management model in the energy-saving transformation of existing residential buildings in China. Finally, the paper studies the financing mode and risk management of the contract energy management model in the energy saving transformation of the existing residential buildings in China. Aiming at the financing obstacle of the contract energy management project in our country, this paper puts forward some suggestions such as setting up super energy saving service company and establishing the special guarantee fund of the contract energy management project to perfect the financing channel of the contract energy management project in our country. In addition, the paper studies the risk management of the energy management model of the existing residential buildings in China from the causes of risk, risk identification and risk response.
