吳起縣能化工業(yè)園備選區(qū)用地適宜性評價

【摘要】:陜北黃土丘陵溝壑區(qū)群聚著我國重要的能化產(chǎn)業(yè),水土流失和風沙危害在我省最嚴重,生態(tài)環(huán)境極其脆弱,生態(tài)環(huán)境保護與基地建設的矛盾越來越越突出。隨著能源開發(fā),環(huán)境負荷不斷增加,生態(tài)退化和環(huán)境污染問題已成為制約能源開采得主要矛盾。同時,從微觀角度看,以吳起縣為例的石油產(chǎn)業(yè)占主導的地區(qū)經(jīng)濟雖然一定程度發(fā)展,城鄉(xiāng)二元結構矛盾卻日益凸顯,粗放型經(jīng)濟增長方式亟待改變。 本研究從能化產(chǎn)業(yè)集群建設對生態(tài)環(huán)境影響和縣域經(jīng)濟結構失衡這兩大問題入手,,以延安市吳起縣為研究對象,探討了在陜北能源化工產(chǎn)業(yè)結構調(diào)整宏觀背景下,如何利用GIS技術進行能源化工工業(yè)園空間優(yōu)化配置的方法。依托《吳起縣土地利用總體規(guī)劃》、《吳起縣國民經(jīng)濟和社會發(fā)展第十二個五年規(guī)劃綱要》、《吳起縣鄉(xiāng)鎮(zhèn)企業(yè)工業(yè)園區(qū)規(guī)劃》、《吳起縣能源化工園區(qū)總體規(guī)劃》等相關規(guī)劃要求,以吳起縣2009年土地利用現(xiàn)狀調(diào)查及10、11、12三年的土地利用現(xiàn)狀變更調(diào)查數(shù)據(jù)庫為基礎,結合實地調(diào)研情況,綜合考慮重點建設項目用地規(guī)劃要求、縣域資源稟賦和社會經(jīng)濟條件,將坡度與地形因素、水資源、交通網(wǎng)絡輻射影響、人口因素與原材料因素作為評價指標,建立能源化工業(yè)園重點項目建設備選區(qū)適宜性評價指標體系。并利用3s技術、疊置分析、緩沖區(qū)分析、制圖統(tǒng)計等功能量化標準化各評價指標分值,利用層次綜合評價法確定各評價指標權重,求得綜合評價值,篩選出適宜建設能化工園區(qū)的目標區(qū)域。并根據(jù)產(chǎn)業(yè)布局情況和吳起縣實地調(diào)研分析評價結果的合理性,驗證空間優(yōu)化配置方案的正確性。
[Abstract]:In the loess hilly and gully region of northern Shaanxi, there are important energy and chemical industries in our country. Soil erosion and wind and sand damage are the most serious in our province, the ecological environment is extremely fragile, and the contradiction between ecological environment protection and base construction is more and more prominent. With the development of energy and the increasing of environmental load, ecological degradation and environmental pollution have become the main contradiction restricting energy exploitation. At the same time, taking Wuqi County as an example, the regional economy dominated by petroleum industry has developed to a certain extent, but the contradiction of urban-rural dual structure has become increasingly prominent, and the extensive economic growth mode needs to be changed urgently. This study starts with the impact of energy and chemical industry cluster construction on ecological environment and the imbalance of county economic structure, takes Wuqi County of Yan'an City as the research object, and discusses the macro-background of energy and chemical industry structure adjustment in Northern Shaanxi. How to make use of GIS technology to optimize space allocation of energy and chemical industry park. Relying on the relevant planning requirements such as the General Land use Plan of Wuqi County, the outline of the 12th Five-Year Plan for National Economic and Social Development of Wuqi County, the Planning of Wuqi County Township and Township Enterprise Industrial Park, and the General Plan of Wuqi County Energy and Chemical Industry Park, etc. Based on the survey of land use status in Wuqi County in 2009 and the land use status change survey database of 101112 years in Wuqi County, combined with the field investigation, the requirements of land use planning for key construction projects, the resource endowment and social and economic conditions in the county area are comprehensively considered. Taking slope and topographic factors, water resources, radiation effect of traffic network, population factors and raw materials as evaluation indexes, the suitability evaluation index system of key projects in energy industry park is established. Using 3s technology, overlay analysis, buffer analysis, cartographic statistics and other functions to quantify and standardize the evaluation index scores, using the hierarchical comprehensive evaluation method to determine the weight of each evaluation index, and to obtain the comprehensive evaluation value. The target area suitable for the construction of energy chemical industry park was screened out. According to the situation of industrial layout and Wuqi County field investigation and analysis of the rationality of the evaluation results to verify the correctness of spatial optimal allocation.
