【摘要】：公租房制度是在我國(guó)住房商品化發(fā)展過(guò)程中提出的,是我國(guó)保障房體系中較新的成員,也是我國(guó)當(dāng)前保障房體系重點(diǎn)發(fā)展的方向之一。2009年,住房與城鄉(xiāng)建設(shè)部提出：把發(fā)展公共租賃住房作為保障性住房的方式之一,并且加快其建設(shè)速度,以應(yīng)對(duì)當(dāng)時(shí)保障房未能涵蓋的“夾心層”人群；2010年是公租房發(fā)展的關(guān)鍵年,住建部等七部門(mén)出臺(tái)《關(guān)于加快發(fā)展公共租賃住房的指導(dǎo)意見(jiàn)》,提出在全國(guó)范圍內(nèi)大力建設(shè)公共租賃住房,并將服務(wù)人群定義在新就業(yè)人員、外來(lái)務(wù)工人員等群體。2011年,住房與城鄉(xiāng)建設(shè)部部長(zhǎng)姜偉新在十一屆全國(guó)人大常委會(huì)第23次會(huì)議第二次全體會(huì)議上提出,“十二五”時(shí)期的保障性住房將重點(diǎn)發(fā)展公共租賃住房,特別是人口凈流入量大的大中城市要較大幅度提高公共租賃住房的建設(shè)的比重。 探討適合青年群體的公共租賃房空間設(shè)計(jì)是時(shí)代發(fā)展的必要,在公租房的發(fā)展過(guò)程中政府越來(lái)越重視對(duì)目標(biāo)對(duì)象的細(xì)分,進(jìn)行有針對(duì)性的設(shè)計(jì)。從而使公租房的使用效率達(dá)到最大化,同時(shí)給目標(biāo)群體提供更精細(xì)化的住房服務(wù)。 本課題以適合青年群體的公租房為研究對(duì)象,對(duì)青年群體居住現(xiàn)狀進(jìn)行調(diào)研,分析總結(jié)其居住行為和心理,對(duì)適合該群體的居住空間組成進(jìn)行探討。研究從青年群體居住現(xiàn)狀出發(fā),了解其面臨的迫切問(wèn)題(物理環(huán)境的,例如,面積、通風(fēng)、采光、日照、配套設(shè)施等；社會(huì)需求,例如安全感、社交、領(lǐng)域感等),提煉其居住需求(功能空間、居住心理、社交環(huán)境)；梳理我國(guó)公租房發(fā)展歷程及其理論沿襲的脈絡(luò),指出青年群體需求與當(dāng)今公租房建設(shè)形式的不適應(yīng)之處。通過(guò)分析比較國(guó)內(nèi)外現(xiàn)存的實(shí)例和對(duì)青年居住行為的分析總結(jié),探討適合青年群體的公租房設(shè)計(jì)。 文章分五個(gè)主要部分。第一章主要闡述適合青年群體的公租房設(shè)計(jì)多樣化探討的幾個(gè)重要意義,提出解決青年群體住房問(wèn)題是持續(xù)推進(jìn)城市化進(jìn)程和維護(hù)社會(huì)穩(wěn)定的重要保障,探討適合于青年群體的公租房設(shè)計(jì)是青年健康發(fā)展社會(huì)進(jìn)步的依托；并介紹了適合青年群體的公租房設(shè)計(jì)的研究的對(duì)象、方法和流程。第二章主要是對(duì)青年租住現(xiàn)狀的調(diào)查以及分析調(diào)查結(jié)果,總結(jié)青年群體在租住活動(dòng)中的特殊需求,指出當(dāng)前租住空間與青年群體生理和心理上的一些不適應(yīng)。第三章總結(jié)了我國(guó)當(dāng)前的公租房設(shè)計(jì)形式,整理日本和歐洲保障性出租住宅的發(fā)展脈絡(luò)以及分析了個(gè)別典型案例的空間形態(tài)并提出優(yōu)劣對(duì)比。第四章主要依據(jù)第二章的調(diào)查研究結(jié)果和第三章中各國(guó)保障性出租住宅的分析結(jié)果,提出了青年租住住宅設(shè)計(jì)的指導(dǎo)原則：精致適用的室內(nèi)空間、促進(jìn)交往的樓宇內(nèi)公共空間、適度的非居住功能引入、高密度的節(jié)約化設(shè)計(jì)、集約化的竹能設(shè)計(jì)等幾個(gè)方面。第五章為模擬設(shè)計(jì),通過(guò)設(shè)計(jì)嘗試試圖踐行第四章所提出的適合青年群體的公租房的設(shè)計(jì)指導(dǎo)原則,設(shè)計(jì)不僅從整體上把握了第四章所提出的設(shè)計(jì)原則,而且做了許多具體的細(xì)節(jié)的探討。
[Abstract]:The public rental housing system is put forward in the process of the commercialization of housing in China. It is a newer member of the security housing system in China and one of the key development directions of the current security housing system in China. In order to cope with the "sandwich layer" population that could not be covered by the security housing at that time, 2010 was the key year for the development of public rental housing, the Ministry of Housing and Construction and other seven departments issued the "Guiding Opinions on Accelerating the Development of Public Rental Housing". They proposed to build public rental housing in the whole country, and defined the service group as new employees and migrant workers. In 2011, Jiang Weixin, Minister of Housing and Urban-Rural Construction, pointed out at the 2nd plenary meeting of the 23rd Meeting of the 11th NPC Standing Committee that during the 12th Five-Year Plan period, affordable housing will focus on the development of public rental housing, especially in large and medium-sized cities with large net inflow of population. It is necessary for the development of the times to discuss the space design of public rental housing suitable for young people. In the process of the development of public rental housing, the government pays more and more attention to the subdivision of the target objects and carries out targeted design, so as to maximize the efficiency of public rental housing and provide more refined housing services to the target groups.
This topic takes the public rental housing suitable for youth group as the research object, carries on the research to the youth group living present situation, analyzes and summarizes its living behavior and the psychology, carries on the discussion to suit this group's living space composition. Light, sunshine, supporting facilities, social needs, such as security, social, domain sense, refining their living needs (functional space, living psychology, social environment); combing the development process of public rental housing in China and the context of its theoretical heritage, pointed out that the needs of young groups and the current form of public rental housing construction does not adapt. Existing examples inside and outside and analysis and summary of young people's living behavior are given to discuss the design of public rental housing suitable for young people.
The article is divided into five main parts. The first chapter mainly expounds several important meanings of the diversified design of public rental housing suitable for young people, and puts forward that solving the housing problem of young people is an important guarantee for promoting the process of urbanization and maintaining social stability, and discusses that the design of public rental housing suitable for young people is a healthy social development for young people. The second chapter is mainly about the investigation and analysis of the current situation of youth rental housing, summarizes the special needs of youth groups in rental activities, and points out some physiological and psychological discomforts between the current rental space and youth groups. Chapter 3 summarizes the current forms of public rental housing design in China, sorts out the development of affordable rental housing in Japan and Europe, analyzes the spatial patterns of individual typical cases and puts forward the advantages and disadvantages of comparison. The guiding principles of young people's rental housing design are as follows: exquisite and applicable indoor space, public space to promote communication, introduction of moderate non-residential functions, high-density and economical design, intensive bamboo energy design and so on. Chapter 5 is simulation design, through the design attempt to implement the fourth chapter of the proposed suitable for young people. The design guideline of public rental housing for the year group not only grasps the design principle proposed in the fourth chapter as a whole, but also makes a lot of detailed discussion.
