貴陽國際城項(xiàng)目承建方工程造價(jià)管理研究

【摘要】:隨著社會(huì)的發(fā)展與進(jìn)步,建設(shè)工程在各大城市都遍地開花。而工程造價(jià)無疑是大家最關(guān)心的問題。加強(qiáng)工程造價(jià)管理、降低成本、合理有效控制工程造價(jià)獲取最大的社會(huì)和經(jīng)濟(jì)效益,是建設(shè)各參與方都努力追求的目標(biāo)。對(duì)于承包方來說涉及工程造價(jià)管理的階段主要包括招投標(biāo)階段、施工階段和竣工驗(yàn)收階段。在確定工程造價(jià)、結(jié)算計(jì)量時(shí)往往會(huì)有大量糾紛存在,而且承包方又常常處于劣勢(shì)地位,所以對(duì)承包方的工程造價(jià)管理研究變得越來越重要。本文從承包方角度對(duì)貴陽國際城項(xiàng)目的招投標(biāo)階段、施工階段和竣工驗(yàn)收階段的工程造價(jià)管理進(jìn)行了研究,得到如下主要成果和結(jié)論: (1)技術(shù)標(biāo)的編制應(yīng)從施工工藝、難度,費(fèi)用、綜合風(fēng)險(xiǎn)等方面比較優(yōu)化施工方案;穿插分包單位施工、確保物資供應(yīng),,達(dá)到理想工期,降低施工成本。采取附著式提升腳手架的形式要比落地腳手架和懸挑腳手架結(jié)合的形式節(jié)約成本130萬元,保證了技術(shù)標(biāo)的競(jìng)標(biāo)優(yōu)勢(shì)和預(yù)期收益。 (2)國際城項(xiàng)目清單存在漏項(xiàng)、成本分析籠統(tǒng)、市場(chǎng)行情沒摸清等問題。通過核實(shí)清單項(xiàng)目和工程量、全面分析成本、采用不平衡報(bào)價(jià)方法等,保證商務(wù)標(biāo)的競(jìng)標(biāo)優(yōu)勢(shì)和預(yù)期收益。 (3)現(xiàn)場(chǎng)簽證和工程變更實(shí)行當(dāng)月發(fā)生當(dāng)月計(jì)價(jià),給簽證費(fèi)用審批留出足夠時(shí)間,每月將本月審核完畢的簽證費(fèi)用申報(bào)在月度計(jì)價(jià)中,簽證單匯總填入簽證統(tǒng)計(jì)臺(tái)帳,建立索賠管理制度等是施工階段造價(jià)控制的有效手段。 (4)竣工驗(yàn)收階段須重視結(jié)算資料的收集、圖紙審核及結(jié)算編制等工作。與結(jié)算相關(guān)的經(jīng)濟(jì)技術(shù)資料都在結(jié)算編制前全部完成相關(guān)手續(xù),避免出現(xiàn)事后補(bǔ)單子、跑手續(xù)。 論文研究成果對(duì)豐富造價(jià)管理理論、提高施工企業(yè)的管理效益和市場(chǎng)競(jìng)爭力有一定實(shí)際意義。
[Abstract]:With the development and progress of the society, the construction project is everywhere in the big cities. And the project cost is undoubtedly the most concern of everyone. Strengthening the management of the project cost, reducing the cost, reasonable and effective control of the project cost to obtain the maximum social and economic benefits, is the goal of the construction of all the participants. And the phase of the project cost management mainly includes the bidding stage, the construction stage and the completion acceptance stage. In determining the cost of the project, there are often a large number of disputes in the settlement measurement, and the contractor is often in a inferior position, so the research on the project cost management of the contractor becomes more and more important. The project cost management of Guiyang international city project has been studied in the bidding stage, construction stage and completion acceptance stage.
(1) the construction of the technical standard should be optimized from the aspects of construction technology, difficulty, cost and comprehensive risk, and the construction of the subcontracting units should be inserted to ensure the supply of materials, achieve the ideal time period and reduce the cost of construction. The form of attaching the scaffolding to lift the scaffolding should be 1 million 300 thousand yuan more than the form of the combination of the ground foot hand frame and the cantilever scaffold. It ensures the competitive bidding advantage and expected profit of the technical standard.
(2) there are missing items in the list of the international city projects, the cost analysis is general, the market market is not clear and so on. By verifying the list items and the quantity of the project, analyzing the cost comprehensively and using the unbalanced bidding method, the competitive bidding advantage and expected profit of the business subject are guaranteed.
(3) live visas and engineering changes take place in the month to take place in the month, leave enough time for the examination and approval of the visa fee, and declare the monthly visa fees in the monthly valuation, the collection of the visa sheets into the visa statistics account and the establishment of the claim management system, which are the effective means of the cost control at the stage of the application.
(4) the completion and acceptance stage should pay attention to the collection of settlement data, the audit of drawings and the compilation of settlement, and all the economic and technical data related to the settlement will complete the relevant procedures before the settlement of the settlement, so as to avoid the occurrence of post amendment and running procedures.
The research results have practical significance for enriching the cost management theory, improving the management efficiency and market competitiveness of construction enterprises.
