【摘要】：改革開放三十多年來,我國經(jīng)濟(jì)社會(huì)進(jìn)入高速發(fā)展的時(shí)期,但是這也導(dǎo)致了二元結(jié)構(gòu)在城鄉(xiāng)發(fā)展中的產(chǎn)生。這種二元結(jié)構(gòu)已經(jīng)嚴(yán)重違背了我國各方面協(xié)調(diào)統(tǒng)一的可持續(xù)發(fā)展原則。破除該二元結(jié)構(gòu),加快農(nóng)村城市一體化關(guān)系到我們經(jīng)濟(jì)社會(huì)的進(jìn)一步發(fā)展與穩(wěn)定,與我國億萬農(nóng)民生計(jì)息息相關(guān),是關(guān)系到全面建設(shè)小康社會(huì),實(shí)現(xiàn)科學(xué)發(fā)展的關(guān)鍵舉措。本文的研究對(duì)象合村并城項(xiàng)目是破除城鄉(xiāng)二元結(jié)構(gòu)這一關(guān)鍵問題的重要方面。 本文從探討合村并城工程項(xiàng)目全壽命周期的費(fèi)用問題出發(fā),建立適用于合村并城項(xiàng)目的全壽命周期費(fèi)用前期造價(jià)控制的原理和辦法。在根據(jù)所探討出的原理和方法合理確定和有效控制工程造價(jià),從而說明合村并城項(xiàng)目前期(包括投資決策、設(shè)計(jì)階段)造價(jià)控制的重要性,加強(qiáng)合村并城建設(shè)項(xiàng)目在投資決策階段、設(shè)計(jì)階段的管理,從而提高合村并城項(xiàng)目的經(jīng)濟(jì)效益。 本研究主要包括以下內(nèi)容：論述了合村并城建設(shè)項(xiàng)目的必要性和現(xiàn)實(shí)意義,結(jié)合目前我國城鄉(xiāng)發(fā)展的現(xiàn)狀與前景,針對(duì)合村并城項(xiàng)目的具體特點(diǎn),分析了合村并城建設(shè)項(xiàng)目的發(fā)展的必然趨勢(shì)。運(yùn)用全壽命周期理論以及造價(jià)控制的理論方法,詳細(xì)闡述并建立了合村并城建設(shè)項(xiàng)目全壽命周期費(fèi)相關(guān)概念、分類、組成以及全壽命周期費(fèi)用計(jì)算以及分析方法,指出了前期投資控制的影響因素和控制的關(guān)鍵環(huán)節(jié)。綜合運(yùn)用全壽命周期理論和價(jià)值工程理論,并通過實(shí)踐案例驗(yàn)證了價(jià)值工程的方法對(duì)合村并城項(xiàng)目設(shè)計(jì)方案選擇的有效性,最終選擇了一個(gè)全壽命周期費(fèi)用科學(xué)合理的方案。對(duì)我國實(shí)現(xiàn)城鎮(zhèn)一體化、推行合村并城政策有很強(qiáng)的現(xiàn)實(shí)指導(dǎo)意義。
[Abstract]:Since the reform and opening to the outside world more than 30 years ago, China's economy and society have entered a period of rapid development, but this has also led to the emergence of dual structure in the development of urban and rural areas. This dual structure has seriously violated the principle of sustainable development in all aspects of our country. To break the dualistic structure and accelerate the integration of rural cities is related to the further development and stability of our economy and society, closely related to the livelihood of hundreds of millions of peasants in our country, and a key measure for building a well-off society in an all-round way and realizing scientific development. The research object of this paper is the project of combining villages and cities, which is an important aspect to break down the dual structure of urban and rural areas. Based on the discussion of the cost of the whole life cycle of the project, this paper sets up the principle and method of the cost control of the whole life cycle of the project. According to the principles and methods discussed above, the project cost is reasonably determined and effectively controlled, and the importance of cost control in the early stage (including investment decision, design phase) of the project is explained. To strengthen the management of the construction project in the investment decision stage and the design stage, so as to improve the economic benefit of the project. This research mainly includes the following contents: discusses the necessity and the realistic significance of the joint village and city construction project, unifies the present situation and the prospect of the urban and rural development of our country, according to the concrete characteristic of the joint village and city project, This paper analyzes the inevitable trend of the development of the construction project of the joint village and city. By using the theory of life cycle and cost control, the concept, classification, composition, calculation and analysis method of the whole life cycle cost of the construction project of village and city are elaborated and established in detail. The influencing factors and key links of investment control are pointed out. By using the theory of whole life cycle and the theory of value engineering, this paper proves the validity of the method of value engineering in the project design of village and city by practical cases, and finally chooses a scientific and reasonable project with full life cycle cost. It is of great practical significance for our country to realize the integration of cities and towns and to carry out the policy of combining villages and cities.
