【摘要】:在傳統(tǒng)的項(xiàng)目管理模式中,人們往往將主要精力都集中在滿足項(xiàng)目進(jìn)度、投資、質(zhì)量、安全等常規(guī)衡量條件和控制標(biāo)準(zhǔn)上,如果一個(gè)項(xiàng)目出現(xiàn)進(jìn)度拖延、成本超支、或質(zhì)量安全問題,則意味著項(xiàng)目宣告失敗。但隨著社會的發(fā)展和文明的進(jìn)步,傳統(tǒng)的項(xiàng)目管理模式越來越多的暴露出了自身的諸多缺點(diǎn),其中很重要的一點(diǎn)就是沒有考慮與項(xiàng)目密切相關(guān)的各類利益相關(guān)者的需求和影響。 眾所周知,每一個(gè)項(xiàng)目都涉及眾多利益相關(guān)者,他們的需求和對項(xiàng)目的影響也各不相同。就政府投資基本建設(shè)項(xiàng)目而言,比一般項(xiàng)目有著更為復(fù)雜的利益相關(guān)者,各利益相關(guān)者之間都存在著不同目的的利益目標(biāo),如何更有效的協(xié)調(diào)管理各利益相關(guān)者之間的關(guān)系,是政府投資基本建設(shè)項(xiàng)目能取得成功的關(guān)鍵因素之一。目前,雖然該問題已經(jīng)越來越受到項(xiàng)目建設(shè)主管部門的關(guān)注,但是,如何實(shí)現(xiàn)對項(xiàng)目各利益相關(guān)者系統(tǒng)化的管理,針對不同重要等級的利益相關(guān)者制定相應(yīng)的管理策略,減少他們在項(xiàng)目管理過程中的負(fù)面影響,提高正面影響,更好的促進(jìn)項(xiàng)目實(shí)施,一直都沒有一套成熟的可借鑒的模式。 本文在對現(xiàn)有文獻(xiàn)著作研究的基礎(chǔ)上,通過對現(xiàn)狀項(xiàng)目管理模式的思考,提出對項(xiàng)目利益相關(guān)者進(jìn)行系統(tǒng)管理的想法。本文首先對政府投資基本建設(shè)項(xiàng)目及利益相關(guān)者理論進(jìn)行了闡述,接著介紹了通過使用調(diào)查問卷、專家判斷、表格分析等綜合分析方法對項(xiàng)目利益相關(guān)者進(jìn)行全面識別并對其進(jìn)行有效分類。然后介紹了政府投資基本建設(shè)項(xiàng)目利益相關(guān)者按照不同分類確定不同管理策略的方法,重點(diǎn)介紹運(yùn)用Partnering管理模式對項(xiàng)目核心利益相關(guān)者進(jìn)行協(xié)調(diào)管理的思路。最后通過對X項(xiàng)目案例的具體分析,系統(tǒng)介紹了對該項(xiàng)目利益相關(guān)者進(jìn)行識別、分類、登記、制定管理策略并按策略實(shí)施管理的全過程,驗(yàn)證了對項(xiàng)目利益相關(guān)者進(jìn)行分類管理的必要性。
[Abstract]:In the traditional project management mode, people tend to focus on meeting the project schedule, investment, quality, safety and other conventional criteria and control criteria, if a project progress delays, cost overruns, Or quality and safety issues, it means that the project failed. However, with the development of society and the progress of civilization, the traditional project management model has exposed more and more of its own shortcomings, one of the most important is not to consider the needs and impact of various stakeholders who are closely related to the project. It is well known that each project involves a large number of stakeholders whose needs and impact on the project vary. In terms of government investment in capital projects, there are more complex stakeholders than general projects, and there are different objectives among stakeholders, and how to coordinate and manage the relationships between stakeholders more effectively. It is one of the key factors for the success of government investment in capital construction projects. At present, although this problem has been paid more and more attention by the project construction authorities, how to realize the systematic management of the stakeholders of the project, and to formulate the corresponding management strategy for the stakeholders of different important levels. To reduce their negative impact in the process of project management, improve the positive impact, and better promote the implementation of the project, there has been no mature model can be used for reference. Based on the study of the existing literature and works, this paper puts forward the idea of systematic management of the project stakeholders through the consideration of the current project management mode. This paper first expounds the theory of government investment in capital construction projects and stakeholders, and then introduces the use of questionnaires, experts' judgment, Comprehensive analysis methods, such as tabular analysis, identify and classify project stakeholders effectively. Then it introduces the methods of government investment capital construction project stakeholders to determine different management strategies according to different categories, and focuses on the idea of using partnering management mode to coordinate the management of project core stakeholders. Finally, through the specific analysis of X project case, the whole process of identifying, classifying, registering, formulating management strategy and implementing management according to the strategy is introduced systematically. The necessity of classified management of project stakeholders is verified.
