【摘要】:在城市化發(fā)展過(guò)程中,由于城市規(guī)模的擴(kuò)張,破壞了大面積的植被覆蓋,相應(yīng)代替的是不透水地面,改變了雨水的自然循環(huán)過(guò)程,導(dǎo)致城市洪澇災(zāi)害的產(chǎn)生,同時(shí)污染物也隨著雨水徑流進(jìn)入城市排水系統(tǒng),城市水環(huán)境惡化。傳統(tǒng)的依靠擴(kuò)建城市排水設(shè)施的雨洪管理方式難以滿足可持續(xù)發(fā)展的生態(tài)需求,綠色基礎(chǔ)設(shè)施理論注重維護(hù)生態(tài)系統(tǒng)的整體價(jià)值,對(duì)城市雨洪管理網(wǎng)絡(luò)的形成具有重要的意義。 本論文以綠色基礎(chǔ)設(shè)施理念與城市雨洪管理相結(jié)合作為基本著眼點(diǎn),對(duì)比分析了國(guó)內(nèi)外城市雨洪管理研究現(xiàn)狀和實(shí)踐成果的基礎(chǔ)上,提出基于綠色基礎(chǔ)設(shè)施理論的城市雨洪管理網(wǎng)絡(luò),以引起公眾對(duì)城市雨洪管理的重視,促進(jìn)城市水環(huán)境的可持續(xù)發(fā)展,推動(dòng)我國(guó)城市雨洪管理的進(jìn)步和創(chuàng)新。主要研究結(jié)果如下: (1)從城市生態(tài)安全、城市各要素之間的連通性、城市生態(tài)過(guò)程的自然化、現(xiàn)實(shí)的可操作性四個(gè)方面,提出基于綠色基礎(chǔ)設(shè)施理念的城市雨洪管理內(nèi)涵擴(kuò)展。 (2)闡述了基于綠色基礎(chǔ)設(shè)施理念的城市雨洪管理網(wǎng)絡(luò)的基本目標(biāo)和構(gòu)建模式,,從生態(tài)方面、經(jīng)濟(jì)方面、社會(huì)方面總結(jié)了基于綠色基礎(chǔ)設(shè)施理念的城市雨洪管理網(wǎng)絡(luò)的優(yōu)勢(shì)。針對(duì)不同的城市范圍,研究了城市區(qū)域?qū)用嬗旰楣芾淼囊?guī)劃,提出城市社區(qū)尺度雨洪管理規(guī)劃設(shè)計(jì)方法和場(chǎng)地設(shè)計(jì)中的技術(shù)方法并結(jié)合有代表性的案例進(jìn)行舉證和分析。 (3)提出基于綠色基礎(chǔ)設(shè)施理念的城市雨洪管理的保障體系,具體從政策法規(guī)、科技管理、資金和公眾意識(shí)四方面進(jìn)行具體的闡述。 (4)通過(guò)美國(guó)紐約市城市雨洪管理體系探討了不同的城市范圍雨洪管理對(duì)策的實(shí)際運(yùn)用,希望文本對(duì)我國(guó)進(jìn)行基于綠色基礎(chǔ)設(shè)施理念的城市雨洪管理提供有益的參考。
[Abstract]:In the process of urbanization, due to the expansion of city scale, the vegetation cover is destroyed, which replaces impervious ground, changes the natural circulation process of Rain Water, and results in the occurrence of urban flood disaster. At the same time, with the Rain Water runoff into the urban drainage system, the urban water environment deteriorated. The traditional rain-flood management mode, which relies on the expansion of urban drainage facilities, is difficult to meet the ecological needs of sustainable development, and the theory of green infrastructure emphasizes on maintaining the overall value of the ecosystem. It is of great significance to the formation of urban rain flood management network. This paper focuses on the combination of green infrastructure and urban rain flood management. Based on the comparative analysis of the present situation and practical results of urban rain flood management at home and abroad, the paper puts forward the urban rain flood management network based on green infrastructure theory, in order to arouse the public's attention to urban rain flood management. To promote the sustainable development of urban water environment and promote the progress and innovation of urban rain flood management in China. The main research results are as follows: 1) from four aspects: urban ecological security, connectivity among urban elements, naturalization of urban ecological process, practical operability, This paper puts forward the connotation extension of urban rain flood management based on the concept of green infrastructure. (X2) expounds the basic goal and construction mode of urban rain flood management network based on green infrastructure concept, from the aspects of ecology and economy. Social aspects summarized the advantages of urban rain flood management network based on the concept of green infrastructure. Aiming at different urban scope, the planning of rainwater and flood management at urban area level is studied. This paper puts forward the planning and design method of urban community scale rain flood management and the technical method in site design, and presents the proof and analysis in combination with representative cases. (3) A guarantee system of urban rain flood management based on the concept of green infrastructure is put forward. From the four aspects of policies and regulations, science and technology management, capital and public consciousness, the paper discusses the practical application of different urban rainwater management countermeasures through the urban rain flood management system of New York City, USA. It is hoped that the text will provide a useful reference for urban rain flood management based on green infrastructure.
