【摘要】：應(yīng)對(duì)新一輪的發(fā)展契機(jī),國(guó)家重提城鎮(zhèn)化戰(zhàn)略。但快速的城鎮(zhèn)化不僅帶來(lái)巨大的人口和財(cái)富集聚,也在空間上促使雨洪徑流集聚,從而造成了嚴(yán)重威脅城市安全的雨洪災(zāi)害。在發(fā)展新型安全城市的背景下,以雨洪資源豐富且內(nèi)澇現(xiàn)象頻發(fā)的杭州市為例,試圖在以往被認(rèn)為是單一的城市排水領(lǐng)域中,結(jié)合利用城市規(guī)劃的思想和技術(shù)方法,提出新型城市雨洪控制的規(guī)劃研究。 本文關(guān)注城市雨洪從自然降水、地表匯集和城市排水全過(guò)程中產(chǎn)生的可能性,通過(guò)分析杭州市自然降水特征、地表下墊面評(píng)價(jià)、規(guī)劃用地及開(kāi)發(fā)強(qiáng)度與雨洪徑流之間的變化關(guān)系,認(rèn)為洪澇的主要成因是雨洪的時(shí)空分布矛盾。從雨洪控制系統(tǒng)構(gòu)成出發(fā),具體分析了杭州市發(fā)展雨洪控制規(guī)劃的技術(shù)可行性、建設(shè)可行性和推廣可行性。指出有效控制雨洪的關(guān)鍵在于區(qū)別對(duì)待不同成因、來(lái)源、質(zhì)量的雨洪,將雨洪作為城市安全設(shè)計(jì)的重要因子,從宏觀到微觀將雨洪控制結(jié)合城市規(guī)劃編制,根據(jù)杭州實(shí)際情況研究不同規(guī)劃用地的雨洪控制目標(biāo)和配置設(shè)施建議,提出合適的雨洪系統(tǒng)工程政策、工程建議及發(fā)展趨勢(shì)。
[Abstract]:Response to a new round of development opportunities, the country again proposed urbanization strategy.However, rapid urbanization not only brings huge population and wealth accumulation, but also promotes rainwater runoff accumulation in space, thus causing a serious threat to the safety of the city.In the context of developing a new safe city, taking Hangzhou City, which has abundant rain and flood resources and frequent waterlogging phenomenon, as an example, this paper attempts to combine the ideas and technical methods of urban planning in the field of urban drainage, which was considered to be a single city in the past.A new type of urban rain flood control planning is proposed.This paper focuses on the possibility of urban rain flood from the whole process of natural precipitation, surface collection and urban drainage. By analyzing the characteristics of natural precipitation in Hangzhou, the evaluation of surface underlying surface is made.It is considered that the main cause of flood is the contradiction of temporal and spatial distribution of rain flood.Based on the composition of rain flood control system, the technical feasibility, construction feasibility and popularization feasibility of developing rain flood control planning in Hangzhou are analyzed in detail.It is pointed out that the key to effectively control rain flood is to distinguish between different causes, sources and quality of rain flood, to take rain flood as an important factor of urban safety design, and to combine rain flood control with urban planning from macro to micro.According to the actual situation of Hangzhou, the paper studies the rain flood control objectives and facilities of different planning land, and puts forward the appropriate project policy, engineering suggestion and development trend of rain flood system.
