西安市某公租房項目開發(fā)風(fēng)險分析

【摘要】:公共租賃性住房(以下簡稱公租房)做為新興的保障性住房類型,主要用于解決城市“夾心層”的住房問題。2013年中央財政下?lián)苤醒胙a(bǔ)助公租房保障專項資金580億元,計劃建成470萬套公租房。對于如此大規(guī)模的公租房項目建設(shè),必然引發(fā)一系列的風(fēng)險問題,需要有效控制公租房的開發(fā)風(fēng)險,使其建設(shè)、運營順利實施。在此背景下,本文針對西安市某公租房項目開發(fā)風(fēng)險進(jìn)行實證研究。 基于上述考慮,本文對我國保障性住房及公租房的發(fā)展現(xiàn)狀進(jìn)行闡述。目前,我國還未形成一套全面且完善的體系來確保保障性住房的實施運營,公租房的相關(guān)政策及公租房的具體建設(shè)實施之間的沒能有效銜接,存在漏洞。在此基礎(chǔ)上總結(jié)目前公租房存在的6點問題。通過公租房的現(xiàn)狀分析,總結(jié)公租房項目的風(fēng)險來源,并對公租房的風(fēng)險因素主要分為3個階段進(jìn)行研究,前期及規(guī)劃階段中的風(fēng)險來源為前期規(guī)劃及土地性質(zhì),項目建設(shè)階段的風(fēng)險因素來自資金管理及建設(shè)管理中,運營管理階段風(fēng)險因素出現(xiàn)在分配及運營管理過程中。對這三個階段進(jìn)行簡要的分析,,并研究各個階段風(fēng)險的影響因素。最后,建立公租房風(fēng)險評價指標(biāo)體系,并基于層次分析法和模糊綜合評價方法對公租房風(fēng)險進(jìn)行評價分析,為公租房的投資建設(shè)提供依據(jù)。 在不斷探索的發(fā)展道路上,公租房從規(guī)劃設(shè)計到施工建設(shè)再到建成運營都不斷完善,本文通過建立公租房項目風(fēng)險評價體系,希望為我國公租房風(fēng)險管理提供思路,降低公租房項目經(jīng)營的風(fēng)險,以豐富公租房風(fēng)險管理研究并對公租房建設(shè)開發(fā)具有一定的指導(dǎo)和借鑒意義。
[Abstract]:Public rental housing (hereinafter referred to as public rental housing), as a new type of affordable housing, is mainly used to solve the housing problem of "sandwich layer." in 2013, the central government allocated 58 billion yuan of special funds to subsidize public rental housing.It is planned to build 4.7 million public rental housing units.The construction of public rental housing projects on such a large scale will inevitably lead to a series of risk problems. It is necessary to effectively control the development risks of public rental housing, so that its construction and operation can be carried out smoothly.In this context, this paper carries out an empirical study on the development risk of a public rental housing project in Xi'an.Based on the above considerations, this paper describes the development of affordable housing and public rental housing in China.At present, China has not formed a comprehensive and perfect system to ensure the implementation of affordable housing operation, the relevant policies of public rental housing and the implementation of the specific construction of public housing has not been effectively linked, there are loopholes.On the basis of this summary of the current public rental housing there are six problems.Through the analysis of the current situation of public rental housing, this paper summarizes the risk sources of public rental housing projects, and the risk factors of public rental housing are mainly divided into three stages. The risk sources in the early stage and the planning stage are the pre-planning and the nature of land.The risk factors in the project construction stage come from the fund management and the construction management, and the risk factors in the operation management phase appear in the process of distribution and operation management.The three stages are analyzed briefly, and the risk factors of each stage are studied.Finally, the risk evaluation index system of public rental housing is established, and based on AHP and fuzzy comprehensive evaluation method, the risk of public rental housing is evaluated and analyzed, which provides the basis for the investment and construction of public rental housing.In the development path of continuous exploration, public rental housing from planning, design, construction and construction to completion and operation are constantly improved, this paper through the establishment of public rental housing project risk evaluation system, hoping to provide ideas for our country's public rental housing risk management.To reduce the risk of public rental housing project management in order to enrich the study of public rental housing risk management and public rental housing construction and development has certain guidance and reference significance.
