工程設(shè)計項目外包風(fēng)險與管控研究

【摘要】:近年來,伴隨著區(qū)域經(jīng)濟與世界經(jīng)濟發(fā)展迅速并且相互融合,港口建設(shè)技術(shù)也相應(yīng)的得到了快速的發(fā)展和廣泛的應(yīng)用,這就導(dǎo)致了此類項目所涉及的范圍和領(lǐng)域也就變得越來越大。但是,由于項目自身所獨有的一些特點,諸如復(fù)雜性、一次性以及周期性等特點導(dǎo)致對其進行的風(fēng)險管理與一般產(chǎn)品的風(fēng)險管理不能完全等同,并表現(xiàn)出自己的特點。在今天的許多大中型港口的工程項目中,大型承包商為了降低成本、提高靈活性、把主要企業(yè)主要的資源放在核心業(yè)務(wù)上、從外界獲得專門的技能和技術(shù),經(jīng)常會把項目的整個或部分工程設(shè)計外包給其他接包商來完成。 本文根據(jù)項目風(fēng)險管理的一般原理、方法,針對天津港港口設(shè)計項目,結(jié)合自身的特點,以某港口工程設(shè)計項目中委托設(shè)計外包風(fēng)險管理為例,對項目的前期準(zhǔn)備、項目設(shè)立、組織實施、驗收維護的整個過程中所存在風(fēng)險進行分析歸納,總結(jié)提出了該類外包項目所存在的風(fēng)險因素,并對其產(chǎn)生的原因以及可能由此造成的后果就行了分析、風(fēng)險識別和風(fēng)險評估,并在最后提出了相應(yīng)的解決方法,及對該類設(shè)計外包項目風(fēng)險管理和應(yīng)對的相關(guān)結(jié)論和建議。 通過作者的研究,本文得出以下研究結(jié)論和成果。 首先,本文對項目風(fēng)險管理的相關(guān)理論知識進行了系統(tǒng)的歸納和總結(jié),并對項目風(fēng)險管理的過程、方法及所需的工具做了重點介紹,并在第八章的案例中給出了部分應(yīng)用實例。 其次,本文主要以工程設(shè)計外包項目為研究對象,根據(jù)項目風(fēng)險管理的理論和方法,結(jié)合筆者工作中實際參與項目的經(jīng)驗,以及參考其他項目外包的相關(guān)理論,對此類項目的風(fēng)險管理進行研究、分析和總結(jié),提出了工程設(shè)計外包項目中的風(fēng)險應(yīng)對措施,對在此類項目實施過程中開展風(fēng)險管理具有一定的參考意義。 再次,本論文通過對工程設(shè)計外包項目的一個真實案例進行了分析和歸納,在此基礎(chǔ)之上識別出此類項目的風(fēng)險包括:決策風(fēng)險、過程風(fēng)險、干系人風(fēng)險和維護風(fēng)險。在風(fēng)險識別的基礎(chǔ)上,,文章介紹了工程設(shè)計企業(yè)目前在實際外包設(shè)計項目中較多采用的過程失效和后果分析法(PFMEA),對此類外包項目的風(fēng)險進行了定量評估和分析。 最后本論文應(yīng)用風(fēng)險管理的一些例如風(fēng)險預(yù)防、風(fēng)險減輕的應(yīng)對方法,并結(jié)合筆者自身的工作實踐,通過分析案例給出了應(yīng)對上述風(fēng)險的一些應(yīng)對方法。
[Abstract]:In recent years, with the rapid development and integration of regional economy and world economy, port construction technology has been developed rapidly and widely applied. This has led to the growing scope and scope of such projects. However, because of the unique characteristics of the project itself, such as complexity, The characteristics of one-off and periodicity lead to the fact that the risk management of its products is not completely equal to that of the general products, and it shows its own characteristics. In many large and medium-sized port engineering projects today, Large contractors, in order to reduce costs and increase flexibility, put the main resources of the main enterprise on the core business and acquire specialized skills and technology from the outside. The whole or part of the project design is often outsourced to other contractors. According to the general principles and methods of project risk management, this paper aims at Tianjin Port port design project, combining with its own characteristics, taking a port engineering design project as an example, taking commissioned design outsourcing risk management as an example to prepare for the early stage of the project. The risks in the whole process of project establishment, organization and implementation, acceptance and maintenance are analyzed and summarized. The risk factors of this kind of outsourcing project are summarized, and the causes and possible consequences are analyzed. Risk identification and risk assessment, and finally put forward the corresponding solutions, and this design outsourcing project risk management and response to the relevant conclusions and recommendations. Through the author's research, this paper draws the following conclusions and results. First of all, this paper systematically summarizes the relevant theoretical knowledge of project risk management, and focuses on the process, methods and necessary tools of project risk management. Some application examples are given in the case of Chapter 8th. Secondly, this article mainly takes the project design outsourcing project as the research object, according to the project risk management theory and method, unifies the author's actual participation project experience in the work, as well as the reference other project outsourcing related theory, This paper studies, analyzes and summarizes the risk management of this kind of project, and puts forward the risk countermeasures in the engineering design outsourcing project, which has certain reference significance for carrying out the risk management in the process of carrying out this kind of project. Thirdly, this paper analyzes and summarizes a real case of engineering design outsourcing project, and then identifies the risk of this kind of project, which includes: decision risk, process risk, process risk. Stakeholder risk and maintenance risk. Based on risk identification, This paper introduces the process failure and consequence analysis method which is widely used by engineering design enterprises in actual outsourced design projects at present, and makes a quantitative assessment and analysis on the risks of such outsourced projects. Finally, this paper applies some risk management methods, such as risk prevention, risk mitigation, and combined with the author's own work practice, through the analysis of the case to give some coping methods to deal with the above risks.
