【摘要】：城鄉(xiāng)統(tǒng)籌發(fā)展是黨中央在新時(shí)期下致力于打破城鄉(xiāng)二元結(jié)構(gòu)、破解“三農(nóng)”難題、全面建設(shè)小康社會(huì)所作出的重大戰(zhàn)略性決策，也是我國(guó)經(jīng)濟(jì)社會(huì)快速發(fā)展的必然要求。近年來(lái)，，城鄉(xiāng)統(tǒng)籌和城鄉(xiāng)統(tǒng)籌規(guī)劃正成為國(guó)內(nèi)外學(xué)者研究的重點(diǎn)和熱點(diǎn)之一，在城鄉(xiāng)統(tǒng)籌的實(shí)現(xiàn)過(guò)程中，城鄉(xiāng)統(tǒng)籌規(guī)劃正扮演著越來(lái)越重要的“龍頭”作用，擔(dān)負(fù)起引領(lǐng)城鄉(xiāng)發(fā)展的重任。近年來(lái)，成都市城鄉(xiāng)統(tǒng)籌規(guī)劃及發(fā)展在探索中取得了一定的成績(jī)，本文是建立在成都市城鄉(xiāng)統(tǒng)籌經(jīng)驗(yàn)對(duì)外輸出的基礎(chǔ)上，通過(guò)對(duì)安徽省淮南市城礦鄉(xiāng)三元矛盾的實(shí)證研究，試圖找到一條破解淮南市城礦鄉(xiāng)三元矛盾突出問(wèn)題的規(guī)劃路徑，并希望對(duì)類似淮南的其它資源型城市或地區(qū)的城鄉(xiāng)統(tǒng)籌規(guī)劃編制提供參考。 淮南市是我國(guó)確定的十三大煤炭基地之一和六大煤電化基地之一。長(zhǎng)期以來(lái)以煤炭資源開采和開發(fā)利用為中心的建設(shè)模式，對(duì)淮南市城鄉(xiāng)發(fā)展現(xiàn)狀帶來(lái)了諸多矛盾。論文首先在總結(jié)和梳理國(guó)內(nèi)外城鄉(xiāng)統(tǒng)籌理論基礎(chǔ)的基礎(chǔ)上，指出了淮南市城鄉(xiāng)統(tǒng)籌發(fā)展的必要性。論文通過(guò)對(duì)當(dāng)前淮南市城礦鄉(xiāng)三元矛盾存在的問(wèn)題進(jìn)行總結(jié)分析，指出“城礦矛盾”、“礦鄉(xiāng)矛盾”這一特別要素，是淮南市城鄉(xiāng)統(tǒng)籌道路上相對(duì)于其它傳統(tǒng)城市和城鄉(xiāng)二元結(jié)構(gòu)的特殊性與差異性。論文進(jìn)一步從淮南市的生態(tài)本底、資源分布與開采、城礦鄉(xiāng)發(fā)展、交通、公共服務(wù)等動(dòng)因入手，解析了淮南市城礦鄉(xiāng)三元結(jié)構(gòu)產(chǎn)生的原因，提出資源分布與開采是決定淮南市城礦鄉(xiāng)三元結(jié)構(gòu)的基礎(chǔ)動(dòng)因。 在上述分析的基礎(chǔ)上，結(jié)合淮南市的實(shí)際情況，論文對(duì)淮南市城礦鄉(xiāng)統(tǒng)籌的目標(biāo)、基本路徑等進(jìn)行了探討，并指出淮南市城鄉(xiāng)統(tǒng)籌規(guī)劃要統(tǒng)籌城礦鄉(xiāng)發(fā)展、動(dòng)態(tài)統(tǒng)籌地上地下發(fā)展和空間統(tǒng)籌與機(jī)制統(tǒng)籌并重。結(jié)合淮南市實(shí)際，論文提出了淮南市生態(tài)優(yōu)先、產(chǎn)業(yè)聯(lián)動(dòng)、空間統(tǒng)籌與設(shè)施共享的規(guī)劃路徑，并對(duì)淮南市城礦鄉(xiāng)統(tǒng)籌發(fā)展提出具體建議。此外，針對(duì)鎮(zhèn)礦統(tǒng)籌的特殊性，論文還以一個(gè)位于沉陷區(qū)范圍內(nèi)的典型小城鎮(zhèn)——潘集鎮(zhèn)為例，指出鎮(zhèn)礦統(tǒng)籌的重點(diǎn)和實(shí)施路徑。
[Abstract]:In recent years , the planning and development of urban and rural planning are playing an increasingly important role in the development of urban and rural areas . In this paper , the author points out the necessity of urban and rural development in Huaian City based on the theory foundation of coal resource exploitation and utilization . On the basis of the above analysis , combined with the actual situation of Huaian City , this paper discusses the goal , basic path and so on , and points out that the planning route of urban and rural integrated planning in Huaian City is to coordinate the development of urban and rural areas , to dynamically coordinate the underground development and the planning route of space co - ordination and facility sharing .
