【摘要】：我國(guó)城鎮(zhèn)既有建筑面積超過(guò)400億平方米，且大多數(shù)的建筑物出現(xiàn)安全性失效或進(jìn)入功能退化期。全部拆除新建不合國(guó)情，也是對(duì)資源的極大浪費(fèi)。所以對(duì)城鎮(zhèn)既有建筑進(jìn)行有效的維護(hù)管理勢(shì)在必行，將有利于實(shí)現(xiàn)建筑物設(shè)計(jì)使用年限，延長(zhǎng)其使用壽命。但目前我國(guó)尚未制定系統(tǒng)的既有建筑維護(hù)管理體系，阻礙了建筑維護(hù)管理的實(shí)施。 本文致力于克服這一矛盾，，在對(duì)我國(guó)大陸地區(qū)既有建筑維護(hù)管理現(xiàn)狀進(jìn)行分析的基礎(chǔ)上，從政策法規(guī)的實(shí)務(wù)層面重點(diǎn)研究香港、臺(tái)灣、新加坡、英國(guó)、美國(guó)和日本的既有建筑維護(hù)管理體系，并輔以學(xué)術(shù)研究的理論層面的闡述。從上述六個(gè)地區(qū)建筑維護(hù)管理體系中總結(jié)出可能值得參考的經(jīng)驗(yàn)和教訓(xùn)，再對(duì)這些啟示結(jié)合大陸地區(qū)和其他地區(qū)的具體情況一一進(jìn)行對(duì)比分析，探討它們?cè)谖覈?guó)大陸地區(qū)的適應(yīng)性。最后得出值得大陸地區(qū)借鑒的啟示，并對(duì)后續(xù)研究做出展望。
[Abstract]:The existing building area of Chinese cities and towns exceeds 40 billion square meters, and most of the buildings have failed in safety or entered into the period of functional degradation. It is not suitable for the national conditions to demolish and build new buildings completely. It is also a great waste of resources. So it is imperative to carry out effective maintenance and management of the existing buildings in cities and towns, which will be conducive to the realization of building design life. But at present, there is no systematic maintenance management system in our country, which hinders the implementation of building maintenance management. This paper is committed to overcome this contradiction, based on the analysis of the existing building maintenance and management status in mainland China, from the practical aspects of policies and regulations focus on Hong Kong, Taiwan, Singapore, the United Kingdom. The existing building maintenance management system in the United States and Japan is accompanied by the theoretical elaboration of academic research. From the above six regional building maintenance management system, the experience and lessons that may be worth reference are summarized. Then these revelations combined with the specific conditions of the mainland and other regions are compared one by one to explore their adaptability in the mainland of China. Finally, the enlightenment worthy of reference by the mainland region is obtained. And make the prospect to the follow-up research.
