【摘要】：西部大開發(fā)以來,西部地區(qū)工業(yè)園區(qū)迅猛發(fā)展,被西部很多地區(qū)冀望為經(jīng)濟發(fā)展的“速效良方”、工業(yè)化和城市化的“加速器”。近些年,西部山地工業(yè)園區(qū)在歷史機遇(外因)和自身發(fā)展訴求(內(nèi)因)兩個因素共同作用和推動下發(fā)展日益加深,但由于西部地區(qū)脆弱敏感的生態(tài)環(huán)境,生態(tài)問題愈加嚴(yán)重,亟待生態(tài)保全回應(yīng)。因此,及時正確認(rèn)識西部山地工業(yè)園區(qū)的人地關(guān)系,以人地和諧的理念為指導(dǎo),進行西部山地工業(yè)園區(qū)規(guī)劃研究是現(xiàn)實實踐的需要。本文首先認(rèn)識西部山地和山地城市,明確西部生態(tài)化發(fā)展要求,梳理國內(nèi)外工業(yè)園區(qū)發(fā)展歷程,明確西部山地工業(yè)園區(qū)及其發(fā)展階段,認(rèn)知人地關(guān)系論,明確西部山地工業(yè)園區(qū)的人地關(guān)系；其次,從觀念、編制、實施三個層面出發(fā)相應(yīng)提出均衡性、層次性和持續(xù)性三大規(guī)劃原則；再次,通過探析規(guī)劃程序中的問題進而提出先區(qū)域后局部、先評價后調(diào)控、先生態(tài)后生產(chǎn)三大規(guī)劃程序；最后,提出三大產(chǎn)業(yè)規(guī)劃策略：靜態(tài)主導(dǎo)動態(tài)扶植、縱向成鏈橫向增補、產(chǎn)業(yè)閉環(huán)城園聯(lián)動,和五大空間規(guī)劃策略：因地就勢組團串聯(lián)線狀延展的空間結(jié)構(gòu)、生活上坡生產(chǎn)下坡混專結(jié)合的功能布局、兩級配套均衡布點動態(tài)建設(shè)的公共設(shè)施、節(jié)約主路成環(huán)次路多樣斷面的交通組織、上山下溝障空補缺外圍錦屏的綠地構(gòu)建,并結(jié)合典型實例加以說明。
[Abstract]:Since the development of the western region, the industrial park in the western region has developed rapidly, which is expected by many western regions to be the "quick fix" for economic development and the "accelerator" of industrialization and urbanization in recent years. The development of the western mountainous industrial park is deepened by the historical opportunity (external factor) and its own development demand (internal factor), but due to the fragile and sensitive ecological environment in the western region. Ecological problems are becoming more and more serious, and it is urgent to respond to ecological preservation. Therefore, timely and correct understanding of the relationship between man and land in the western mountainous industrial park is guided by the concept of harmony between man and land. It is the need of practical practice to study the planning of western mountainous industrial park. Firstly, this paper recognizes the mountain and mountain cities in the west, clarifies the requirements for the ecological development of the western region, and combs the development process of the industrial park at home and abroad. Clarify the western mountainous industrial park and its development stage, cognize the relationship between man and land, clarify the relationship between man and land in the western mountainous industrial park; Secondly, it puts forward the three planning principles of equilibrium, hierarchy and persistence from three aspects of concept, compilation and implementation. Thirdly, through the analysis of the problems in the planning process, this paper puts forward three planning procedures: the first region and then the local, the first evaluation and then the regulation, the first ecology and then the production; Finally, three major industrial planning strategies are put forward: static dominant dynamic support, longitudinal chain horizontal addition, industrial closed-loop urban park linkage, and five spatial planning strategies: the spatial structure of the ground cluster in series linear extension. In order to save the traffic organization of various sections of the main road into a ring and secondary road, the functional layout of the special combination of downhill and downhill production, the public facilities of the dynamic construction of the two-level matching balanced distribution points are saved. The green space construction of the outer Jinping in the upper mountain and the lower gully is illustrated with typical examples.
