政務(wù)信息化對(duì)于提高政府部門的工作效率,有效利用業(yè)務(wù)處理過程中的大量信息,降低整個(gè)過程的運(yùn)營(yíng)成本,提供更好、更快捷、更優(yōu)質(zhì)的服務(wù),具有重要意義.本文面向緬甸海事部門的海員證件及記錄等業(yè)務(wù)管理,進(jìn)行了系統(tǒng)的分析、設(shè)計(jì)與開發(fā)。通過科學(xué)化的管理方法和技術(shù)實(shí)現(xiàn),以有效管理部門信息和海員證件記錄管理,使海員及政府部門用戶通過本系統(tǒng)進(jìn)行協(xié)同工作,申請(qǐng)、審批、簽發(fā)等業(yè)務(wù)實(shí)現(xiàn)集成化操作,減輕工作的繁雜程度。本文首先構(gòu)建了一個(gè)海員證件和證書數(shù)據(jù)庫(kù)系統(tǒng),該系統(tǒng)為管理人員提供了登錄到應(yīng)用程序并注冊(cè)證件的方法,以一種簡(jiǎn)便的方式頒發(fā)證書,存儲(chǔ)和記錄證件。海員數(shù)據(jù)庫(kù)系統(tǒng)將允許登錄名登錄緬甸海員證書,批準(zhǔn)注冊(cè),查看證書,簽發(fā)證書,編輯,更新海員的詳細(xì)記錄并注銷系統(tǒng)。本系統(tǒng)旨在簡(jiǎn)化線下業(yè)務(wù)辦理過程,為用戶提供更好的服務(wù),同時(shí),提供一致且及時(shí)的信息傳遞,并最終將紙質(zhì)處理過程轉(zhuǎn)化為電子表格形式。本系統(tǒng)采用的數(shù)據(jù)庫(kù)系統(tǒng)是Microsoft SQL,針對(duì)海員證件和證書管理過程,進(jìn)行了詳細(xì)的數(shù)據(jù)庫(kù)設(shè)計(jì)。
