【摘要】：本文針對(duì)于政府招標(biāo)采購(gòu)系統(tǒng)實(shí)際的需求分析入手,先后進(jìn)行了政府招標(biāo)采購(gòu)系統(tǒng)的設(shè)計(jì)與系統(tǒng)的實(shí)現(xiàn),在這個(gè)過(guò)程中研究了政府現(xiàn)有的采購(gòu)方案的作用,然后結(jié)合相關(guān)的計(jì)算機(jī)專業(yè)技術(shù),SQL SERVER數(shù)據(jù)庫(kù)技術(shù)、富客戶端技術(shù)、工作流技術(shù)、JAVAEE平臺(tái)技術(shù)以及MVC設(shè)計(jì)模式等方面的技術(shù)對(duì)系統(tǒng)進(jìn)行設(shè)計(jì)與實(shí)現(xiàn)。本論文實(shí)現(xiàn)了政府招標(biāo)采購(gòu)系統(tǒng)的基本功能,利用了計(jì)算機(jī)相關(guān)的技術(shù)對(duì)政府招標(biāo)采購(gòu)系統(tǒng)的工作進(jìn)行管理,提高了政府的招標(biāo)采購(gòu)的效率,同時(shí)也提高了政府相關(guān)職能部門的工作效率和政府的公信力,進(jìn)而提高了政府招標(biāo)采購(gòu)過(guò)程的公開(kāi)、公平以及公正的力度。本文實(shí)現(xiàn)了政府招標(biāo)采購(gòu)管理系統(tǒng)的招標(biāo)管理功能、采購(gòu)計(jì)劃管理功能、采購(gòu)訂單管理功能、采購(gòu)收貨管理功能以及供應(yīng)商管理功能,采用了 JAVAEE、MVC設(shè)計(jì)模式、SQLSERVER數(shù)據(jù)庫(kù)技術(shù),本文設(shè)計(jì)的政府招標(biāo)采購(gòu)系統(tǒng)的會(huì)涉及到政府的保密信息,而這些信息只能夠由政府的工作人員進(jìn)行查看,比如說(shuō)投標(biāo)企業(yè)的標(biāo)書(shū)等信息,對(duì)于這方面的數(shù)據(jù)在進(jìn)行政府招標(biāo)采購(gòu)系統(tǒng)的設(shè)計(jì)過(guò)程中要嚴(yán)格的保證其安全性,這不但需要在系統(tǒng)的設(shè)計(jì)技術(shù)上嚴(yán)格選擇,在政府招標(biāo)采購(gòu)系統(tǒng)的數(shù)據(jù)庫(kù)選擇上也要嚴(yán)格要求,在實(shí)現(xiàn)政府招標(biāo)采購(gòu)管理系統(tǒng)的過(guò)程中投入了較少的人力以及物力,達(dá)到了政府招標(biāo)采購(gòu)管理系統(tǒng)使用者的需求,解決了政府招標(biāo)采購(gòu)管理系統(tǒng)中存在的效率較低的問(wèn)題。從政府招標(biāo)采購(gòu)管理系統(tǒng)的實(shí)際效果看,政府招標(biāo)采購(gòu)管理系統(tǒng)不僅提高了政府的采購(gòu)招標(biāo)的效率以及透明度,還提高了政府的公信力度以及政府形象,同時(shí)政府招標(biāo)采購(gòu)管理系統(tǒng)的業(yè)務(wù)流程都是由計(jì)算機(jī)完成的,這也減少了工作人員的失誤,系統(tǒng)較強(qiáng)的業(yè)務(wù)邏輯性給系統(tǒng)的工作人員提供了較好的工作平臺(tái),政府招標(biāo)采購(gòu)的過(guò)程中使用這種管理手段能夠規(guī)范整個(gè)采購(gòu)招標(biāo)的流程,所以從這方面將政府招標(biāo)采購(gòu)管理系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)是很有意義的。
[Abstract]:Based on the analysis of the actual requirements of the government bidding and procurement system, this paper has carried out the design and implementation of the government bidding procurement system one after another. In this process, it has studied the role of the existing government procurement scheme, and then combined with the relevant computer professional technology, SQL SERVER database technology, rich client technology, workflow technology. JAVAEE platform technology and MVC design pattern technology design and implementation of the system. This paper realizes the basic function of the government bidding procurement system, uses the computer related technology to manage the government bidding procurement system, improves the efficiency of the government bidding procurement, but also improves the work efficiency of the relevant government functional departments and the credibility of the government, and then improves the openness, fairness and fairness of the government bidding and procurement process. This paper realizes the bidding management function, procurement plan management function, purchase order management function, purchase receipt management function and supplier management function of the government bidding procurement management system, and adopts JAVAEE,MVC design mode and SQLSERVER database technology. The government bidding procurement system designed in this paper will involve the confidential information of the government, and these information can only be viewed by the government staff. For example, the bidding documents of bidding enterprises and other information, for this data in the design process of the government bidding and procurement system to strictly ensure its security, which not only needs to strictly select the design technology of the system, but also strictly require the database selection of the government bidding and procurement system, and has invested less manpower and material resources in the process of realizing the government bidding and procurement management system. It meets the needs of the users of the government bidding procurement management system and solves the problem of low efficiency in the government bidding procurement management system. From the actual effect of the government bidding procurement management system, the government bidding procurement management system not only improves the efficiency and transparency of the government procurement bidding, but also improves the public trust of the government and the image of the government. at the same time, the business process of the government bidding procurement management system is completed by the computer, which also reduces the mistakes of the staff. The strong business logic of the system provides a better working platform for the staff of the system. The use of this management means in the process of government bidding and procurement can standardize the whole process of procurement bidding, so it is very meaningful to design and implement the government bidding procurement management system from this aspect.
