【摘要】：國家經濟水平在不斷提高和改革程度的加深,我國農村家庭承包責任制越來越不能適應我國農業(yè)的發(fā)展,為了較好的發(fā)展現代化農業(yè),國家進行了全國范圍內的農村土地承包經營權的調查。農村土地承包經營權調查主要是確定地塊的形狀和空間位置,地塊的形狀和空間位置主要依靠界址點和面積來確定,所以對地塊來說界址點誤差和面積相對誤差大小就顯得十分重要。本論文主要分析界址點誤差和面積相對誤差的影響因素和如何提高界址點精度和面積相對誤差精度,主要是保證地塊的位置和面積準確,同時也為相關工作提供參考。論文主要內容是首先闡述承包地塊經營權的整個作業(yè)過程,在每個具體環(huán)節(jié)上作業(yè)人員應該注意哪些具體問題。通過參與承包地經營權地塊外業(yè)精度檢測的具體實踐,發(fā)現農業(yè)部《農村土地承包經營權調查規(guī)程》中對界址點精度和面積相對誤差精度的規(guī)定不是很完善,對滿足界址點精度要求需要多大的面積才能保證面積相對誤差不超出規(guī)定沒有給出具體的規(guī)定;在進行檢測數據處理時,還發(fā)現面積的相對誤差和地塊的長寬比例有較大的關系,這在《農村土地承包經營權調查規(guī)程》中也沒有體現;論文探討了滿足面積相對誤差要求時,地塊的長寬比例應該如何選擇;并且還分析了在面積相對誤差一定時,應該使長寬比例為多少能夠提高界址點的精度。其次,對數字正射影像微分糾正進行了研究,得出DEM誤差對影像圖糾正能夠產生多大的誤差,糾正后的DOM還存在那些問題,這些誤差的存在對地塊的界址點精度和面積相對誤差精度產生那些影響,并分析DOM平面精度和農村土地確權調查規(guī)程中界址點中誤差之間不合理性。最后主要分析圓弧、陰影和遮擋對地塊繪制的影響,針對這些影響提出合理的解決辦法,使地塊在繪制過程中能夠保證界址點和面積相對誤差的要求。
[Abstract]:With the continuous improvement of the national economic level and the deepening of the degree of reform, the rural household contract responsibility system in our country is increasingly unable to adapt to the development of agriculture in China, in order to better develop modern agriculture, The state has carried out a nationwide investigation into the right to contract and manage rural land. The survey of rural land contractual management right is mainly to determine the shape and spatial position of the land block, and the shape and spatial position of the land block are mainly determined by the boundary point and area. Therefore, it is very important for the site error and area relative error. This paper mainly analyzes the influence factors of boundary point error and area relative error and how to improve the accuracy of boundary point and area relative error, which is mainly to ensure the location and area accuracy of land block, and to provide reference for related work. The main content of this paper is to expound the whole operation process of the contracted land management right first, and what concrete problems should operators pay attention to in each concrete link. By taking part in the concrete practice of measuring the precision of land plots of contracted land management right, it is found that the regulations of the Ministry of Agriculture on the Survey rules of Rural Land contract Management right on the accuracy of boundary point and relative error of area are not very perfect. There is no specific regulation on how much area is required to meet the precision requirement of boundary point to ensure that the relative error of area does not exceed the stipulation. It is also found that the relative error of the area is related to the ratio of the length and width of the plot, which is not reflected in the investigation rules of the right of contracted Management of Rural Land, and the paper discusses how to meet the requirements of the relative error of the land area. How to choose the ratio of length to width of the plot and how to improve the accuracy of the boundary point when the relative error of the area is fixed is also analyzed. Secondly, the differential correction of digital orthophoto image is studied, and how much error can be caused by the Dem error to correct the image map is obtained, and those problems still exist in the corrected Dom. The existence of these errors has some effects on the accuracy of the boundary point and the relative error of the area, and analyzes the irrationality between the Dom plane accuracy and the error of the boundary point in the rules for the investigation of rural land rights. Finally, the influence of arc, shadow and occlusion on plot drawing is analyzed, and a reasonable solution is put forward to ensure the relative error of boundary point and area in the process of plot drawing.
