【摘要】：大數(shù)據(jù)資源規(guī)劃是組織和國家管理大數(shù)據(jù)資源初期解決"如何開始,從哪里開始"的關(guān)鍵環(huán)節(jié)�；趯鴥�(nèi)外大數(shù)據(jù)資源規(guī)劃研究進(jìn)展的系統(tǒng)梳理,本文從實(shí)踐視角和理論視角對大數(shù)據(jù)資源規(guī)劃研究進(jìn)行了科學(xué)定位,并結(jié)合戰(zhàn)略規(guī)劃理論與信息資源規(guī)劃理論,從宏觀、中觀和微觀三個(gè)層面構(gòu)建了大數(shù)據(jù)資源規(guī)劃的研究框架。通過研究,得出如下結(jié)論:(1)大數(shù)據(jù)應(yīng)用尚處在起步階段,在此階段研究大數(shù)據(jù)資源規(guī)劃具有現(xiàn)實(shí)意義;(2)國內(nèi)外學(xué)者已經(jīng)著手研究大數(shù)據(jù)資源管理與規(guī)劃,但研究視角有所差異,研究內(nèi)容尚未系統(tǒng)化;(3)大數(shù)據(jù)資源、大數(shù)據(jù)資源管理需要從廣義和狹義明晰地界定;(4)戰(zhàn)略規(guī)劃與信息資源規(guī)劃理論都經(jīng)歷一個(gè)從微觀到宏觀的發(fā)展歷程,為大數(shù)據(jù)資源規(guī)劃研究提供了理論參考;(5)需要從國家、領(lǐng)域、組織三個(gè)視角構(gòu)建大數(shù)據(jù)資源規(guī)劃的研究框架,探索其研究的共性與個(gè)性問題。
[Abstract]:Big data resource planning is the key to the organization and state management of big data resources in the early stage of "how to start and where to start". Based on the systematical analysis of the research progress of big data resource planning at home and abroad, this paper scientifically orientates the research on big data resource planning from the perspective of practice and theory, and combines the theory of strategic planning with the theory of information resource planning. The research framework of big data resource planning is constructed at meso and micro level. Through the research, we can draw the following conclusion: big data application is still in its infancy stage, it is of practical significance to study big data resource planning at this stage. Domestic and foreign scholars have already begun to study big data resource management and planning, but the research perspective is different. The research content has not been systematized (3) big data resources, big data resource management needs to define clearly from the broad sense and the narrow sense) the strategic planning and the information resource planning theory both go through a development course from the micro to the macroscopic. This paper provides a theoretical reference for the study of big data resource planning. It is necessary to construct the research framework of big data resource planning from three perspectives of country, field and organization, and to explore the common and individual problems in its research.
