【摘要】：隨著科學(xué)技術(shù)的不斷進(jìn)步,信息管理已經(jīng)成為政務(wù)管理的重要管理手段。行政執(zhí)法部門進(jìn)行內(nèi)部信息管理的主要方式是基于文本、表格等紙介質(zhì)的手工處理,以及信息的單機(jī)化處理。隨著行政綜合執(zhí)法信息的處理工作量越來越大,不僅查詢困難而且統(tǒng)計(jì)分類復(fù)雜,同時(shí)也造成工作人員工作量加大,責(zé)任壓力重大,執(zhí)法案件、卷宗維護(hù)也不夠完善。本文需要為某市城市管理局建立一套完整的、行之有效的用于該局案件管理、卷宗管理、執(zhí)法公告管理、工作流管理以及系統(tǒng)管理等功能的行政綜合執(zhí)法信息系統(tǒng)。通過調(diào)研之后,本文規(guī)劃的主要業(yè)務(wù)功能有基礎(chǔ)資料功能需求、案件管理功能、卷宗管理功能、執(zhí)法公告管理功能和系統(tǒng)管理功能。本文研發(fā)的系統(tǒng)主旨重在對(duì)城市管理局行政綜合執(zhí)法系統(tǒng)的各個(gè)功能模塊的設(shè)計(jì)、編碼、實(shí)現(xiàn)和測(cè)試等環(huán)節(jié)進(jìn)行詳細(xì)闡述,重在實(shí)現(xiàn)符合行政綜合執(zhí)法系統(tǒng)實(shí)案件管理、卷宗管理等業(yè)務(wù)需求的信息系統(tǒng),以切實(shí)地實(shí)現(xiàn)行政執(zhí)法信息管理的規(guī)范化、科學(xué)化,實(shí)現(xiàn)執(zhí)法部門內(nèi)部數(shù)據(jù)共享,提高信息安全性和員工的工作效率。本文采用了J2EE技術(shù),結(jié)合MVC設(shè)計(jì)模式,使用MySQL數(shù)據(jù)庫進(jìn)行數(shù)據(jù)管理。系統(tǒng)最終實(shí)現(xiàn)了案件管理、卷宗管理、工作流管理等多個(gè)功能模塊。目前該系統(tǒng)已經(jīng)完成測(cè)試,在城管局局域網(wǎng)內(nèi)部部署。系統(tǒng)的實(shí)現(xiàn)將有利于城市管理局行政執(zhí)法管理工作的規(guī)范化、制度化和流程化,避免業(yè)務(wù)管理的隨意性,提高信息處理的速度和準(zhǔn)確性,實(shí)現(xiàn)執(zhí)法信息整理的信息化建設(shè),對(duì)監(jiān)督和跟蹤各部門人員工作進(jìn)展,提高核心部門決策能力有這至關(guān)重要的作用。
[Abstract]:With the continuous progress of science and technology, information management has become an important management means of government management. The main way of internal information management of administrative law enforcement department is the manual processing of paper media such as text and form, and the single machine processing of information. With the more and more workload of administrative comprehensive law enforcement information processing, not only difficult to query and statistical classification complex, but also caused by increased workload of staff, heavy pressure of responsibility, law enforcement cases, file maintenance is not perfect. In this paper, we need to establish a complete and effective administrative comprehensive law enforcement information system for the city administration of a certain city, which is used for the functions of case management, file management, law enforcement announcement management, workflow management and system management and so on. After investigation and investigation, the main business functions of this paper include basic information function, case management function, file management function, law enforcement announcement management function and system management function. The main purpose of this paper is to detail the design, coding, realization and testing of the functional modules of the administrative comprehensive law enforcement system of the city administration, and to realize the actual case management in line with the administrative comprehensive law enforcement system. In order to realize the standardization and scientific management of administrative law enforcement information management, to realize the internal data sharing of law enforcement departments, and to improve the information security and the working efficiency of employees. This paper adopts J2EE technology and MVC design pattern, uses MySQL database to manage data. Finally, the system realizes several function modules, such as case management, file management, workflow management and so on. At present, the system has completed the test in the Bureau of Urban Management LAN internal deployment. The realization of the system will be beneficial to the standardization, institutionalization and flow of the administration of administrative law enforcement, to avoid the randomness of business management, to improve the speed and accuracy of information processing, and to realize the information-based construction of the collation of law enforcement information. It plays an important role in monitoring and tracking the work progress of all departments and improving the decision-making ability of the core departments.
