【摘要】：公安機(jī)關(guān)警務(wù)信息化建設(shè)是未來(lái)公安工作的重心、重點(diǎn),是提高整個(gè)公安工作水平的必經(jīng)要求,這樣的發(fā)展理念在公安工作實(shí)踐過程中都得到充分證實(shí)。公安機(jī)關(guān)信息化建設(shè)成為提高其戰(zhàn)斗值指數(shù)的重要方式,大大推動(dòng)了公安隊(duì)伍建設(shè)發(fā)展和公安業(yè)務(wù)工作的有序進(jìn)行。森林公安作為一個(gè)專業(yè)的業(yè)務(wù)化警種,他們采取了許多有效措施,在保護(hù)野生動(dòng)植物生態(tài)資源、維護(hù)林區(qū)社會(huì)穩(wěn)定和保障林業(yè)生態(tài)事業(yè)發(fā)展等相關(guān)工作中起到了至關(guān)重要的作用。這些年來(lái),相關(guān)野生動(dòng)植物和林業(yè)案件逐年高發(fā)并呈上升態(tài)勢(shì),而森林公安民警在履行自身職責(zé)過程中,信息化制約因素也不斷的暴露,阻礙了森林公安工作的發(fā)展。本文主要介紹了森林公安警務(wù)信息平臺(tái)的實(shí)現(xiàn)與應(yīng)用在整合警務(wù)資源、改造警務(wù)流程、創(chuàng)新警務(wù)模式、降低警務(wù)成本、實(shí)現(xiàn)警務(wù)效能最大化、促進(jìn)森林公安工作全面發(fā)展等方面越來(lái)越呈現(xiàn)出不可替代的重要支撐作用和保障作用。森林公安警務(wù)平臺(tái)以“情報(bào)信息主導(dǎo)警務(wù)活動(dòng)為方向,八大信息資源庫(kù)整合”為基礎(chǔ),切入點(diǎn)方面注重整合業(yè)務(wù)處理流程,建設(shè)核心“綜合信息庫(kù)和社會(huì)資源庫(kù)”,建設(shè)“情報(bào)信息體系”,重點(diǎn)內(nèi)容要完成綜合業(yè)務(wù)應(yīng)用和高端應(yīng)用等方面,提高社會(huì)各類信息綜合利用,信息化應(yīng)用格局最終會(huì)成為全警要整體采集、全警要整體應(yīng)用、全警能整體共享,同時(shí)各部門能集中協(xié)同作戰(zhàn)。本文的主要任務(wù)是整合森林公安機(jī)關(guān)各部門的管理信息系統(tǒng),真正實(shí)現(xiàn)公安部門跨警種、跨部門的信息共享和軟件復(fù)用。本森林公安警務(wù)信息平臺(tái)的設(shè)計(jì)思想之一就是為了方便掛接各類應(yīng)用平臺(tái)和相關(guān)數(shù)據(jù),對(duì)現(xiàn)有已經(jīng)開發(fā)投入應(yīng)用或今后計(jì)劃需要新增應(yīng)用,開發(fā)的平臺(tái)和系統(tǒng)軟件直接借用,不需重新開發(fā)。對(duì)于經(jīng)常使用的系統(tǒng)功能,設(shè)計(jì)成為模塊化,定義便捷用戶、方便用戶使用包括卸載等方式,對(duì)不同使用用戶和工作用戶達(dá)到快捷方便操作,使用界面和操作方法方面大同小異,能給用戶快速整合。本森林公安警務(wù)信息平臺(tái)系統(tǒng)具有較強(qiáng)的可擴(kuò)展性的特點(diǎn),具體表現(xiàn)為全部按照我國(guó)公安部有關(guān)標(biāo)準(zhǔn)保留具有可創(chuàng)新補(bǔ)充開發(fā)的標(biāo)準(zhǔn)接口。
[Abstract]:The information construction of police affairs of public security organs is the focus of the future public security work, and the key point is the requirement of improving the level of the whole public security work. This kind of development concept has been fully confirmed in the practice of public security work.Information construction of public security organs has become an important way to improve its combat value index, which has greatly promoted the construction and development of public security forces and the orderly conduct of public security work.As a professional professional police species, the forest public security has taken many effective measures to protect the ecological resources of wild animals and plants.It plays an important role in maintaining social stability and ensuring the development of forestry ecological undertakings.In recent years, the related wildlife and forestry cases are high and rising year by year, and the forest public security police in the process of performing their duties, information constraints are constantly exposed, hindering the development of forest public security work.This paper mainly introduces the realization and application of forest police police information platform in integrating police resources, reforming policing process, innovating policing mode, reducing policing cost, and realizing the maximization of policing efficiency.To promote the overall development of forest public security work and other aspects more and more irreplaceable important support and safeguard role.The forest public security police service platform is based on the "information information leading policing activities, the integration of the eight information resource bases", the emphasis on the integration of business processes and the construction of the core "comprehensive information database and social resource bank".To build an "information information system," the key content is to complete the comprehensive business application and high-end application, and to improve the comprehensive utilization of all kinds of information in society. The information application pattern will eventually become the whole police to collect the whole, the whole police to apply as a whole.All police can share as a whole, at the same time all departments can concentrate and cooperate to fight.The main task of this paper is to integrate the management information system of the various departments of the forest public security organs, and to truly realize the information sharing and software reuse of the public security departments across police types, departments and departments.One of the design ideas of this forest police police information platform is that, in order to link up various application platforms and related data conveniently, the platforms and system software that have been developed and put into use or need to be added to the future are borrowed directly.There is no need for redevelopment.For the frequently used system functions, the system is designed to be modular, to define convenient users, to facilitate users to use, including uninstall, and to achieve quick and convenient operation for different users and working users.The use of interface and operation methods are much the same, can give users a quick integration.The police information platform system of this forest has the characteristic of strong expansibility, which is embodied in keeping the standard interface which can be innovated and developed in accordance with the relevant standards of the Ministry of Public Security of our country.
